Invitation to Tender for the Construction of a Modern Market

The Ekiti West Local Government, Aramoko, Ekiti State, Nigeria Proposes to undertake the construction of a Modern Market at Aramoko Ekiti (Headquarters). Reputable Firms interested in the construction of the market are requested to send in their tender for the construction of the market.

Requirement:

Interested Tenderers are required to submit their proposal with the following requirements which shall be used as criteria for preliminary selection.

Mandatory (without which the firm will be disqualified)

(i)      Evidence of incorporation with the Corporate Affairs Commission.

(ii)     Evidence of Professional licence to execute a construction of such magnitude.

(iii)   Evidence of Payment of Tax by the firm for the last three (3) years.

(iv)   Evidence of payment of overhead Tax and development and development levy by the CEO of the company in Ekiti State, Nigeria for the last three years.

(v)     Evidence of Registration of Business Premises in Ekiti State, Nigeria.

(vi)    Evidence of Registration as a contractor with Ekiti West Local Government.

(vii)   Six (6) months bank statement and reference letter from the bank.

(viii) List of Verifiable documentary evidence of at least two (2) similar jobs not less than 10,000,000.00 successfully executed within the last 3 years including their letters of Awards, completion certificate and relevant certificates of valuation where the job(s) are on- going.

(ix)   Sworn Affidavit that;

–         The company is not bankrupt

–         The company does not have directors convicted by any Court In Nigeria or other countries for any criminal offence in relation to fraud or financial impropriety.

Tender Procedure

Tenderers are required to pay a sum of One hundred and Twenty thousand Naira (N120, 000.00) only to Ekiti West local Government.

Interested Companies should collect tender documents from the Procurement Unit of the NTA upon payment of non refundable fee of N10,000.00 for bid documents

All documents should be submitted in sealed envelope one original and photocopy and addressed to the Ag. Invitation for Participation in Youth Empowerment Scheme for Agricultural Graduates

In pursuant of the Agricultural Transformation Agenda (ATA) of the Federal Government, approval has been given to the Agricultural and Rural Management Training Institute (ARMTI), in the 2013 Capital Budget to implement a programme on “Youth Empowerment Scheme for Agricultural Graduates”. This scheme will help to address the problem of youth unemployment (especially agricultural graduates’ unemployment) in Nigeria. The scheme therefore, will provide necessary entrepreneurial skills for the selected agricultural graduates and link them with selected financial institutions that will provide them loans to engage on agricultural enterprises of their choice.

Participation in this scheme is open to both MALE and FEMALE candidates desiring to take career in agricultural enterprises.

Requirements for Participation

Any intending participant should fulfill the following conditions among others:

1.       Be a Nigerian with evidence.

2.       Be physically fit and willing to work hard.

3.      Have interest in agricultural production/enterprises.

4.      Be between 22 and 39 years age.

5.       Have a solid agricultural production background.

6.       Have minimum of Bachelor Degree or Higher National Diploma in Agriculture or related disciplines.

7.       Must have completed NYSC at the time of application.

8.       Be prepared to take up career in agricultural based enterprises such as arable crop production, fish production, poultry production, etc.

9.      Be interested in arable crop production and have evidence of access (not necessarily ownership) to minimum of 2-3ha of land for raining season arable crop production and a minimum of 0.5-1ha land for dry season/irrigation arable crop production OR.

10.     Be interested in livestock/poultry/fishery enterprises or production and have evidence of facilities (such as land space, water, etc) that support the enterprises.

11.    Pass written tests prior to final selection; and

12.     Prepare a pro-forma business plan of agricultural enterprise of their choice

 

Method of Application

Written application including concrete information in respect of each of the above requirements together with a letter signed by Chairman or Secretary of the candidate’s Local Government Area of origin, 2 recent passport size photographs, photocopies of academic qualification(s) or relevant documents and three (3) references (including the community leader of the applicant and a senior civil servant of the rank not less than Assistant Director in the Federal Civil Service or a Deputy Director in a State Civil Services) should be forwarded to the address below on or before 23rd July 2013.

1.       Scope of Work

(i)      Lot I: (ETF Project No COE/IKWO/SP/TETFUND/12/01): Construction of Science Block.

(ii)     Lot II: (ETF Project No COE/IKWO/SP/TETFUND/12/02): Procurement of 152 No. Flip steel Wooden Classroom Chairs with installation.

2.       Pre-Qualification

All bids must be accompanied with:

(i)      Evidence of payment of a non-refundable tender fee of N10, 000

(ii)    Evidence of registration with Corporate Affairs Commission (CAC)

(iii)   Evidence of three years company Audited Accounts prepared by a chartered Accounting Firm

Enclose photocopies of professional qualifications and CV, the company name, legal status, verifiable contact address and telephone numbers

(ix)   List of Construction Equipments to be deployed for the project stating whether owned or leased.

3.      Submission of Prequalification Documents

The sealed envelope containing the duly signed pre-qualification documents are to be addressed to the Registrar, Ebonyi State College of Education, Ikwo not later than 16th July 2013.

Collection of Tender Documents

Only Companies that are successful in the pre-qualification exercise are to collect the financial tender documents from the Office of the Director of Works, via Office of the Registrar, Ebonyi State College of Education, Ikwo upon presentation of evidence of payment of non-refundable tender fee of N10,000 in bank draft to the Bursary Department of the College. Note: (i) Representatives of pre-qualified companies shall be invited to witness the opening of the tender at the College on a date to be communicated later.

Introduction

1.0     In line with Niger State Government vision of attaining the status of being among the three best economies in Nigeria by the year 2020. Niger State government is desirous to review the existing Master plans of Minna and Suleja and also to develop a fresh Master plan for Baro town that will be able to address the current and emerging challenges/opportunities of these cities. The Master plans will among others provide a set of managing guideline that defines the long-term big picture framework within which policy, fiscal, administrative and strategy decisions would occur with respect to physical planning and environmental development.

 

1.1     The Niger State government has the intention of executing the under listed project in the year 2013. Consequently the ministry invites competent and reputable firms with expertise for the execution of the same projects below.

1.       Review of Minna Master Plan.

2.       Review of Suleja Master Plan.

3.       Preparation of Baro Master Plan.

 

For the purpose of the project, Minna encompasses greater Minna (50km radius from the city center), Suleja includes Suleja, Tafa, and Gurara local government areas. While Baro covers an area of about 284.01km2 with the village Head’s house as the centre. Baro which has an Important inland port and railway settlement is expected to attract activities and population growth due to the ongoing dredging of River Niger.

 

2.0     Project Description

 

Brief Description of the Intent and Task for the study focus areas are provided below

i.        Consultation with stakeholders for initial input and report back to stakeholders on proposed land use plan (public, private and local communities)

ii.       Assessment of demand and opportunity for growth e.g. Tourism, Population growth, commercial/industrial development.

iii.      Assembly and Mapping of baseline information (land use, Topography, Drainage, Vegetation, Infrastructure etc.)

iv.      Preparation of detailed land use plans for selected special planning areas or growth areas in Minna, Suleja and Baro.

v.       Any other requirement that could be deemed necessary.

 

3.0     Requirements

All bidders are expected to be local /international firms with proven track record in emerging cities’ planning and should provide the following:

1.       Prove of registration with Niger State public procurement Board (NPPB)

2.       Company profile containing contact person, telephone number and E-mail address.

3.       Copy of CAC registration certificate.

4.       Evidence of immediate past three years tax clearance.

5.       Evidence of registration with TOPREC.

6.       Track record of successful past similar project

7.       Evidence of financial capability from a reputable bank.

8.       Brochure showing tasks accomplished in relevant sectors.

9.       Work plan, methodology and cost for undertaking the job.

10.     Composition and profile of management team showing qualification and years of experience.

11.     A non-refundable bank draft of tender fees. ( N50,000)

12.     Completed signed bidding document and

13.     Any other additional relevant information.

 

4.0     Submission

All bid documents shall be submitted in sealed envelope for each city separately and should have the company name, address and contact phone number clearly written at the second side and should be properly addressed to the Honourable Commissioner Ministry of Lands and Housing, Minna Niger State.

 

4. 1    Deadline for Submission

 

All tender must be submitted on or before 12noon on 12th August, 201 3. Tender will be opened in the presence of the company representatives by 2pm on 12th August, 2013 at NIGIS Conference Room at the Ministry of Lands and Housing, Minna Niger State.

 

5.0     Disqualification of Tender

 

Any bid that is not in conformity with the requirement as stated above and /or not submitted on or before the deadline will be automatically disqualified.
