ICT Training of Civil Servants

Introduction

  1. In line with the Federal Government Commitment to transform the Federal Civil Service and rebuild the administrative and technical skills base of the service, a major capacity building drive has been initiated.
  1. The drive involves diagnosis, design, development, delivery and deployment of training interventions in critical areas of the Civil Service. We are now at the stage where the service is preparing to commence delivery of ICT training across the Federal Civil Service in the 2010 financial year using a global standard basic computer literacy curriculum and certification that can be easily implemented by all trainers.
  1. In this regard, interested companies with expertise and cognate experience in registration and certificated ICT training that is globally recognized are invited to submit tender documents for ICT Skills Certification for Training of Federal Civil Servants in ICT Please note that a separate Tender for ICT training will be made later upon procuring the right certificated curriculum.

Preparation of Proposals

  1. Tendering firms are to collect tender documents from the Procurement  Department Office of the Head of the Civil Service of the Federation, Block A, first Floor, Room 112, Federal Secretariat complex, Phase II, Abuja or from the Website of the Office of the Head of the Civil Service of the Federation: www.ohcsf.gov.ng
  1. Each bid shall be completed in two (2) packages: Technical and financial Proposal. However, only firms that are IC3 certified and with Technical proposals which are adjudged successful shall have their financial Proposal opened and assessed. Success in the exercise shall be based on the aggregate scores recorded in the technical and Financial Proposals.

Technical Proposal

  1. The   following pre-qualification documents shall be submitted by the prospective bidders:
  • Evidence of Company registration;
  • Tax Clearance Certificate for the past 3 years;
  • Company Audited financial statements for the last 3 years
  • Company Profile showing experience, track records and achievements;
  • Detailed proposal demonstrating expertise in ICT Certificate;
  • Evidence of having successfully carried out similar works in the last 5 years;
  • Evidence of availability of qualified faculty and resource persons;
  • E-copy of all submissions; and
  • Any other relevant information/document.

Financial Proposal

  1. The Financial Proposal should state:
  • The financial cost implication of the project in details.
  • The bid price validity period for the project.

Submission of Tender Documents

  1. The Tender documents should be signed by the Company’s Chief Executive Officer and/or any other authorized persons. Two (2) spirally bound volumes and one (1) Soft copy of the Technical Proposal shall be placed in a sealed envelope marked “Technical Proposal”, Similarly, two (2) spiral bound volumes of the Financial Proposal shall be placed in a separate envelop clearly marked “Financial Proposal” and with a warning: DO NOT OPEN WITH THE TECHNICAL PROPOSAL” written on it,

The sealed envelopes containing the Technical and Financial Proposals shall be placed into an outer sealed envelope marked ICT Skills Certification For ICT Training with the GSM number of the contact person clearly written at the top right hand corner must be delivered by hand or registered mail on or before 12.00 Noon, to the address below:

For The Federal Civil Service

Introduction

In line with the Federal Government Commitment to transform the Federal

Civil Service into first class machinery for the implementation of Government policies and programs and also strengthen the administrative and technical base of the service, a major capacity drive has been initiated.  This involves the development of a sustainable Performance Management System (PMS) for effective delivery of work in the public service. The implementation of an

effective and credible PMS is critical to the achievement of the objectives and

goals of the Civil Service and to serve as a tool for the institutionalization of a

result-based system, structure and culture to drive the national development

programme, including the MDGs and Vision 20:2020. The project is planned to cover the entire Federal Civil Service and will commence in the current 2010

financial year.

Objectives

  • To serve as a vehicle for the actualization of national goals, such as MDGs, Vision 20, 2020.
  • To align and integrate the objectives and the key Performance Indicators (KPI/s) of all MDAs within the Civil Service. In this way the entire system works together in synergy to achieve performance-oriented outcomes for effective service delivery.
  • To facilitate a Continuous performance improvement culturu, with effective systems and structure.
  • To achieve quality and efficiency, i.e. to meet stakeholders expectations and also ensure value for money.
  • To review program work schedule in line with the vision and mandate of MDAs
  • To ensure clarity regarding work expectations and performance standards, reducing staff anxiety/stress, resource wastage and conflict.
  • To continually enhance staff competence through the identification of knowledge and skill gaps for the achievement of high productivity.
  • To facilitate a performance-based system able to measure staff performance and achievement for adequate Reward and Recognition.

Scope of Work

In this connection, interested companies with the requisite expertise and proven experience in Development of Sustainable Performance Management System within a corporate organization are invited to submit Tender Documents for the execution of the Federal Civil Service Performance Management System project as follows:

  • Review current performance assessment in the Civil Service.
  • Design a PMS in the light of Global best practice.
  • Develop and Implement a Risk Management register for PMS.

Statoil (Nigeria) Limited acting in its capacity as the operator of OML 128 and 129, requires the services of competent and qualified contractors to provide catering services in our staff canteen located at 1 A, Bourdillon Road, Ikoyi, Lagos

Scope of Work

The catering services will cover running of the Statoil staff canteen which includes preparation and serving of, African and Continental, meals within the kitchen and canteen premises respectively.

In specific terms contractor shall:

  • Be responsible for employing qualified, physically and mentally fit personnel in all respect to perform or render the services and shall provide them with the necessary safety clothing and tools for the performance of their duties.
  • Be responsible for purchase of food stuffs to be prepared
  • Responsible for cooking and serving of lunch, both African and Continental meals, to all cadre of staff at the Statoil’s canteen located at number 1A, Bourdillon Road, Ikoyi, Lagos.
  • Be responsible for cleaning and tidying up of kitchen and canteen environment
  • Be responsible for keeping the kitchen tools and equipment clean and safe
  • Ensure that the meals are ready to be served before 11:30am Monday to Friday or as may be required.

Serving of food shall he carried out between 11 ;30am and 4:00 daily except on Saturdays, Sunday and Public holidays unless otherwise agreed between both parties.

The necessary kitchen tools/equipments needed for this task shall be provided by  Statoil Nigeria Limited.
