The Council for the Regulation of Freight Forwarding in Nigeria was established by the Act number 16 of 2007 charged with the responsibility, amongst others, to determine the standard of knowledge and skill to he attained by persons seeking to he registered freight forwarders as well as to regulate and control the practice of freight forwarding in Nigeria.

The council has received a budget from the Federal Government for the developments of infrastructure that will enable it achieve its targets and objectives.

The Council hereby invites interested professional chartered accountants and audit firms to express their mutest to be assigned External Auditing of the Accounts and Financial Statements of the CRFFN.

Eligibility for Consideration

Interested Professional Chartered Accountants and Audit Firms should submit their applications with the followings:

  • Evidence of registration or incorporation with the Corporate Affairs Commission (CAC).
  • Evidence of Registration and lip to date renewal with the Office of the Auditor General of the Federation.
  • Profile of the firm including details of all partners and key staff, their competences, expertise and experience.
  • Payment of non-refundable Expression of interest of N20, 000.00 (Twenty Thousand Naira) only in Bank draft or CRFFN Receipt payable to the Council.
  • Details of previous similar jobs undertaken with evidence such as letter of engagement.
  • Managing Partner should not have less than 15 years experience.
  • Must have offices in Lagos and Abuja.

The application in (3) copies should each be sealed, labeled and all pages dully endorsed by an authorized Principal Officer of the Firm. Conduct “Survey of Energy Potential and Utilization Pattern of

South-East Pan of Nigeria”

The National Centre for Energy Research and Development hereby intend to engage the services of credible and experienced consultants to carry out survey on the underlisted:

  1. LOT 6: Survey of Energy Potential and Utilization Pattern of South-East Part of Nigeria.
  2. Location: Survey will cover the five Eastern states namely: Enugu, Imo, Anambra, Abia and Ebonyi.

Scope of Survey:

  • Determine the various types of energy resources available in the South-East and their quantities.
  • Determine the Energy Utilization Pattern (Energy Mix) in the South East states.
  • Determine the demand potential in each of the South-East states.
  • Determine the level of Energy Infrastructure (particularly Electivity) available in the South-East zone and possible gaps.
  • Based on findings, suggest possible pathways for optimal mix of Energy Utilization for the socio-economic development of the Zone.
  1. Requirements

All interested consultants who wish to participate in the survey listed above are required to submit their firms’ profile which must include but not limited to the following documents.

  1. Evidence of company incorporation with Corporate Affairs Commission (CAC).
  2. Current 3 years tax clearance and VAT certificates.
  3. Evidence of similar projects executed to include details of previous survey carried out including scope etc.
  4. Company profile with list of technical/management staff.
  5. Clear indication of Head Office Address of the Company/Firm, GSM Telephone Number and Email Address.
  6. Sworn affidavit that the firm is not bankrupt.
  7. Sworn affidavit that none of the Directors’ of the company is an ex-convict or bankrupt.

The Centre reserves the right to verify the authenticity of any claims made in this pre-qualification.

The Nigerian Gas Company Limited (NGC), a subsidiary of Nigerian National Petroleum Corporation (NNPC) intends to undertake urgent Rehabilitation / upgrade of the Shagamu Metering Station, Shagamu, Ogun State (referred to as

LOT 1), Rehabilitation / upgrade of the Egbin Metering Station, Ikorodu, Lagos State (referred to as LOT 2) and Upgrade of Ikeja Metering Station, Ikeja, Lagos State (referred to as LOT 3).

LOT 1:       Expression of Interest for the Rehabilitation/Upgrade of Shagamu Metering Station. (To Be Included in A Separate Package, Clearly Marked Lot 1).

1a               Proposed Scope of Works for Lot 1

  • Recalibration of Pressure safety valves (PSVs).
  • Replacement of Pig Signaler, Level Control Valves (LCVs), Mechanical recorders and U.V detectors.
  • Calibration of Level Switches, Level controllers, Pressure Differential Switches.
  • Complete overhaul of the existing 2Nos heaters-including replacement of all associated faulty instrumentations/servicing of water level controller and temperature controllers, Cleaning/ replacement of heater tubing, Servicing of pilot burners, big joe regulators e.tc.
  • Servicing of Temperature Control Valves.
  • Supply and install masoneilan Pressure Control valves with its associated positioners and limit switches
  • Supply and install smart/digital pressure transmitters, I/P converter airfilter regulators, temperature transmitters and flow transmitters,
  • Servicing of all pressure switches, Pressure transmitters, pressure gauges, Temperature gauges, Differential pressure gauges.
  • Servicing of Orifice Fittings
  • Replacement of the control room and field fire panel and tie all the U. V detectors to a fire alarm on the control room.
  • Supply, install and commission a new gas chromatograph with its accessories and training of NGC personnel on its operation.
  • Replacement of the existing station control panel with a new one comprising of supervisory computer, supervisory PLC, a stand by computer, ESD systems, electronic flow recorder and other vital instrumentation in consonance with existing and modern operating philosophy. (Re-integration of the control system to ensure its fully on DCS unit regarding the following:
  1. Activation/sensing/detecting/indicating of fire & gas alarms and detectors.
  2. Indicating value and location of parameters such as pressure, temperature, differential pressure, liquid level of facility system
  3. Control of MOV’s from the control room
  4. Liquid dumping from scrubbers and separator
  5. Activation of reduction skid on flow demand
  6. Ability to operate in Auto /manual control etc.
  7. Reactivation of the bum pit and station and process areas flood lights.
  8. Supply and install a 150KVA gas fired CAT Genset with a generator skid and lighting
  9. Rehabilitation   of the water treatment plant including replacement of faulty valves.
  10. Drilling of new water borehole and installing with appropriate water pump
  11. Installation of internet facilities and painting of the control room building
  12. Replacement of all station pressure gauges and general serving/ overhauling of all station valves and actuators.
  13. Provision of 2Nos 2HP split air conditioners and 9Nos window 2HP air conditioners,
  14. Re-commission the station and restore gas supply operation to the operating pressure.

LOT 2:       Expression of Interest for the Rehabilitation/Upgrade of Egbin Metering Station. (to be Concluded in a Separate Package, Clearly Marked Lot 2

1b     Proposed Scope of Works for Lot 2

The scope of works include but not limited to the following:

  • Servicing/Recalibration of Pressure safety valves (PSVs) and all the alarm and shut down switches.
  • Replacement of kicker line valve 10” x 6” x 10” MOV petro valve, 16” x 600 MOV and 30” x 24” x 30” outlet ball valve.
  • Replacement of 30” gaskets, 2” ball valves, 1” ball valves, Level Control Valves (LCVs), Mechanical recorders and U.V detectors.
  • Calibration of Level Switches, Level controllers, Pressure Differential Switches.
  • Complete overhaul of the existing 3Nos heaters-including   replacement of all associated faulty instrumentations/servicing of water level controller and temperature controllers, Cleaning/ replacement of heater tubing, Servicing of pilot burners, big joe regulators etc.
  • Servicing of 16” Temperature Control Valves (TCVs).
  • Supply and install 16” masoneilan Pressure Control valves with its associated positioners and limit switches
  • Supply and install smart/digital pressure transmitters (15-60bar), I/P converters, pressure regulators (0-30Psi), temperature transmitters and flow transmitters.
  • Servicing of all pressure switches, Pressure transmitters, pressure gauges, Temperature gauges (0-60OC), Differential pressure gauges.
  • Servicing of all the Orifice Fittings
  • Replace the control room and field fire panel and tie all the U.V detectors to a fire alarm on the control room.
  • Supply, install and commission a new gas chromatograph with its accessories and training of NGC personnel on its operation.
  • Replacement of the existing station control panel with a new one comprising of supervisory computer, supervisory PLC, a stand by computer, ESD systems, electronic flow recorder and other vital instrumentation in consonance with existing and modem operating philosophy (Re-integration of the control system to ensure its fully on DCS unit regaling the following:

  • Replacement of all station pressure gauges and general serving/overhauling of all station valves and actuators
  • Replacement of all station Ledeen actuator coils with 24Volts D.C coils.
  • Rehabilitation of all station dip sticks
  • Provision of 2Nos 2HP split air conditioners and 9Nos window 2HP air conditioners.
  • Re-commission the station and restore gas supply operation to the operating pressure.

Lot3:          Expression of Interest for the Upgrade of Ikeja Metering Station, Ikeja, Lagos State (to be Included in a Separate Package, Clearly Marked Lot 3).

1C              PROPOSED SCOPE OF WORKS FOR LOT 3

The scope of works includes but not limited to the following:

  • Replacement of two (2) Gas Filter Separators.
  • Installation of Gas Scrubbers,
  • Replacement of Control Valves on the pressure Reduction Skid.
  • Procurement and installation of three (3) Turbine Meters.
  • Refurbishment of the indirect Fired Heaters.
  • Replacement of Pressure Safety Valve.
  • Replacement of Slop Tank
  • Re-commission the station and restore gas supply operation to the operating pressure.

2.0     Specified Requirements from Interested Companies

Those interested in the pre-qualification process are required to submit comprehensive technical and financial information as follows:

2.1     Company Legal Status and Profile

Company’s name, postal address, telephone/fax number and e-mail address of Head Office where correspondence is to be directed. It should incorporate Nigerian shareholding and evidence of company registration in Nigeria Including Certificate of Incorporation, certified true copies of Memorandum and Articles of Association and CAC Form C07.

2.2     Registration Certificates

Evidence of Company incorporation, current registration with the Department of Petroleum Resources (DPR), and registration with NNPC or any of its subsidiaries.

2.3     Local Content

Has contractor formed a joint venture with Nigerian or foreign contracting firms? If so, give details and identify principal partner(s) and provide a copy of executed Joint Venture agreement.

2.4     Relevant Experience

Provide verifiable evidence of previous corporate experience and capabilities in the construction of gas handling facilities or similar works. The prospective bidder should provide details of completed project(s) considered relevant in demonstrating its capability.

A.      Introduction

The Nasarawa State University, Keffi, Nasarawa state invites competent and capable contractors to make submission for pre-qualification/Tendering in respect of Civil Works to be embarked upon by the University

B.      Scope of Works

The projects are:

A.      Construction and paving of walkway and parking areas (Lot 1)

B.      Construction of Roads and Drainages (Lot II)

C. Pre-Qualification Criteria

The contractors are expected to submit the following documents for prequalification

I.       Compulsory and mandatory Criteria

a.       Evidence of Registration with Corporate Affairs Commission (CAC) and  Nasarawa State University Keffi

b.       Company Audited Account for the last three (3) years.

b.       The filled tender documents are hereby referred to as the financial Bids and they are to be clearly marked and sealed separately from the Technical Bid.

E.      Submission of Documents

The  technical  Bid (Pre-qualification Documents) and the  Financial bid (filled Tender Documents) should be sealed and clearly marked in separate  envelope  which will in turn be sealed  together in a bigger envelope and  clearly marked: as A or B  to be delivered  to the address stated below on or before  20th December, 2010. Tender submission closes 12.00 same day.

F. Opening

a.       The  opening  of  bids are scheduled  to be  opened during  a public  opening ceremony on the  closing  date at 12.30pm at the  Senate  Chamber of the  Nasarawa State University, Keffi

b.       The Technical Bids are pre-requisite to the opening of the financial bids. Hence , only companies  that  meet the requirements, of the  Technical Bid are eligible to have  their  Financial Bids opened while those that  fail stand disqualified

c.       All prospective Contractors are invited to the public opening ceremony and also advised to bring along relevant original documents for sighting

G.      Disclaimer

Nasarawa State University is not obliged to award the contract to the lowest tender and reserves the right to verify all pre-qualification documents submitted. All costs incurred by any company as a result of this pre-qualification/tendering and any subsequent request for information shall be at the expense of the company.
