Invitation for Expression of Interest for Pre-Qualification as an Insurer for Group Life Assurance for the Federal Housing Authority

 

  1. Federal Housing Authority (FHA) hereby calls for bids from registered Insurance Companies in Nigeria for Group Life Assurance Scheme of its workforce,

 

2.       Any Insurance Company seeking to be selected must satisfy the following conditions:

 

  1. Be a Limited Liability Company registered in Nigeria and licensed by the National Insurance Commission to transact Life Assurance Business,
  2. Have a net asset as stipulated in the Insurance Act and any amendment thereof as per its latest Published Accounts for its life assurance business,
  3. Have acquired good experience in the life assurance business
  4. Have adequate and qualified staff with cognate experience in life assurance business.
  5. Have a verifiable locational address in Abuja.
  6. Be a good corporate citizen of Nigeria that pays its taxes as and when due.
  7. Must have a good reputation for prompt settlement of claims.

 

3.       Any qualified Insurer willing to apply must do so in writing accompanied by the following documents to be bound together.

 

  1. A true copy certified by the Corporate Affairs Commission of the Company’s Certificate of Registration.
  2. A true copy certified by NAICOM of the Corporate  License or Rectification as an Insurer to transact life assurance business,
  3. Company’s published Annual Report and Accounts for the last three years,
  4. A copy of NAICOM’s approval for Annual Returns and Accounts for the underwriting year 2008
  5. Certified true copy of the company’s current Tax Clearance Certificate
  6. profile of 6 (six) top management staff of the Company with their qualifications and insurance working experience,
  7. A signed Declaration by the Chief Executive Officer that the Company settles and will continue to settle all genuine claims promptly.

 

 

4.       Six (6) copies of the bound application and supporting documents must be submitted in a sealed envelope marked “Bid for Group Life Assurance for the Federal Housing Authority (FHA) 2011” to reach, not later than 4th April, 2011:

C. Eligibility /Requirement

 

  1. Evidence of Company Registration with Corporate Affairs Commission (C AC)
  2. Certified true copy of memorandum and article of Association with C02 and C07
  3. Evidence of tax payments for the last three(3)years (2008 2010)
  4. Copies of the audited account and financial statement of the company for the last three years(2008-2010)
  5. Verifiable evidence of similar work successfully completed within the last three (3) years
  6. Evidence of fulfillment of obligation to pay pension
  7. Value Added Tax Registration Certificate/evidence of remittance

 

 

 

D.   Submission of Tender Documents

  1. The documents should be arranged in the order listed and each chapter separated by dividers
  2. The document must be sealed in an envelope and the job reference number must be clearly written at the top left hand corner of the envelope (e.g LOT 1/FAAN/CB or LOT 9/FAAN/A/EE),
  3. No company should apply for more than one (1 ) lot.

E.   Closing and opening of tender

Submission of all tender (s) shall close at exactly 4th April, 2011 at 1: 30 am. Prompt, while bids will be opened on the same day at 12 noon in the Commercial and Business Development Conference Room, FAAN Headquarters, Ikeja, Lagos.

Expression of Interest

 

The request for expression of interest follows the general procurement notice for this project that appeared in UN Development Business issue No. 752 of 16th June 2009.

 

The Federal Government of Nigeria a credit on behalf of the Power Holding Company of Nigeria (PHCN) Plc from the International Development Association (IDA) under the World Bank towards the cost of Nigeria Electricity and Gas Improvement Project (NEGIP) for Nigeria, and intends to apply part of this credit to payments under the contract for Consultancy for the Environmental and Social Impact Assessment (ESIA) for proposed 132Kv. Transmission Line from Omotosho Power Station (Ondo State) to the proposed 132/33KV Agodo Substation (Ogun State): herein referred to as “Appointment of a Consultant for drawing up a Resettlement Action Plan Assignment”.

 

During the execution of this assignment, the Consultant will be required to make inputs from a broad field of expertise using the necessary field socio-economic data as collected and supplied by the previous surveys for the PMU and others to be updated by the Consultant through field observations, the detailed Scope of work for this Consultancy shall include:

1.    Prescription of the methodology to be used in valuing losses to determine their replacement cost: a description of the proposed types and level of compensation under local laws and such supplementary measures as are necessary to achieve replacement cost for lost assets,

 

2.    Identification of alternative relocation sites if necessary and explanations for those selected, covering:

(a)   Institution and technical arrangements for identifying and preparing relocation sites, for which a combination of productive potentials, location advantages and other factors are at least comparable to those which obtained at the old sites, with an estimate of the time needed to acquire and transfer land and ancillary resources

 

(b)   Measures necessary to prevent land speculation or influx of eligible persons at the selected sites,

(c)   Procedures for physical relocation under the project, including timetables for site preparation and transfer: an

(d)   Legal arrangements for regularizing tenure and transferring titles to re-settlers

 

3.    Prescription for Plans to provide (or to finance re-settler’s provision of) housing, infrastructure (e.g. water supply, feeder roads), and social services to host populations: any necessary site development, engineering, and architectural designs for these facilities area.

 

4.    Prescription for the boundaries of the relocation area, assessment of environmental impacts of the proposed resettlement and measures to mitigate and manage these impacts (coordinated as appropriate with the environmental assessment of the main investment requiring the resettlement).

 

5.    Prescription of measures to impact of resettlement on any host communities, including:

(a)   Consultations with host communities and local governments,

(b)   Arrangements for prompt tendering of any payment due the hosts for land or other assets provided to re-settlers,

(c)   Arrangements for addressing any conflict that may arise between re-settlers and host communities,

(d)   Measures necessary to augment services (e.g. education, water, health, and production services) in host communities to make them at least comparable to make them at least comparable to services available to re-settlers.

 

6.    Advise on affordable and accessible procedures for third-party settlement of disputes arising from resettlement (such grievance settlement procedures should take into account the availability of judicial recourse and community traditional dispute settlement mechanisms).

 

7.    Define the organizational framework for implementing resettlement, including identification of agencies responsible for delivery or resettlement measures and provision of services.

 

8.    Draw up an overall workable Resettlement Action Plan (RAP) for the Project,

 

9.    Prepare and submit Reports in line with provisions of Section 8.0 (i.e. Time-lines, Deliverables).

The Power Holding Company of Nigeria (PHCN) now invites eligible Individual Consultants to indicate their interest in providing the service. The Consultant must provide information indicating that they are qualified to perform the services. The Consultant should be a firm or consortium of firms with the following qualifications and experience:

 

1.    international Resettlement Action Planners with at least 15 years of international experience in the field of Resettlement Action Planning

2.    Environmental Consultant with at least 10 years international experience in this field. Preferably experience in Electricity facilities:

3.    Social Consultant with at least 10 years international experience in this field. Preferably experience in Electricity facilities,

4.    Occupational Health and Safety Consultant with at least 10 years of international experience in this field

5.    Communication specialist with 10 years of experience in dealing with communication issues and stakeholder engagement with communities in Nigeria

6.    Consultant with 10 years international experience in the preparation and Resettlement Action Plan for Electricity related Projects: The Firm in their proposal can combine certain of these fields of expertise or propose additional field of expertise. If the consultant thinks the job can be done in less time, the consultant should propose a different total time for each expertise in order to make his proposal more competitive

Expression of Interest

This request for expressions of interest follows the general procurement notice for this  project that appeared in UN Development Business Issue No. 752 of  16th June, 2009.

 

The Federal Government of Nigeria has received a credit from the International Development  Association (IDA), and intends to apply part of the proceeds of this credit to payments under the  contract for  consultancy Service for the Appointment of External Auditor for the Nigeria Electricity and  Gas improvement Project (NEGIP).

 

During the  execution of this  assignment, the  consultant will be required to make  input from a broad field of expertise covering the following:

 

3.1     The annual audit should be carried out in accordance with International Standards on Auditing, as promulgated by International Federation of Accountants (IFAC) and International Auditing Standard (IAS), which should include such tests and auditing procedures

 

3.2     The audit would strictly cover the financial statements of Nigeria Electricity and Gas Improvement Project (NEGIP).

3.3     Special attention should be paid by the auditor as to whether:

(a)     Donor Funds (from IDA and/or any other Donor agencies) have been provided and used in accordance with the conditions of the relevant donor financing agreements, with due attention to economy and efficiency, and only for the purposes for which the funding was provided

 

(b)     Counterpart Funds have been provided and used in accordance with the conditions of the relevant donor/financing  agreements, with due attention to economy and efficiency, and only for the purposes for which they were provided.

 

(c)      Goods, works and services financed have been procured in accordance with the relevant   donor/financing agreements.

 

(d)     All necessary supporting documents, records and accounts have been kept in respect of all Project activities, with clear linkages between the books of account and reports presented to the Government and Donor(s).

 

(e)      Special Accounts have been maintained in accordance with the provisions of the relevant financing agreements. The audit should examine the eligibility and correctness of financial transactions during the period under review and fund balances at the end of such period, the operation and use of the Special Account (SA) in accordance with the Credit Agreement.

 

(f)      The Project Financial Statements have been prepared in accordance with International Accounting Standards, and give a true and fair view of the financial position of the Project and of resources and expenditure for the year ended on that date.

 

(g)     Field Visits of some selected Project Sites around the country.

 

(h)     Verify existence and ownership of Assets procured from project funds by the implementing agency or beneficiaries in line with the financing agreement.

 

(i)      Confirm if the financial performance of the project is satisfactory.

 

(j)      Also, in conducting the audit of the PAS, the auditor should pay special attention to all expenditure for which withdrawal applications for project reimbursements were made. A separate reference is required in the auditor’s opinion on the eligibility of the claimed expenditure. The review should:

 

(i)      Determine that the borrower has maintained adequate documents to support claims for Bank reimbursement of expenditure incurred.

 

(ii)   Assess the adequacy of accounting and internal control systems to monitor

expenditure and their validity.

 

(iii). Verify that expenditure relating to Staff Appraisal Report are eligible for financing  under the Loan Agreement,

 

(iv)   Identify any ineligible expenditure, and where identified, these should be

specifically noted by the auditor,

 

(v)   Verify that regulations have been complied with, and that the Accounting and

Financial procedures approved for the project (e.g operational manual, financial procedure manual) are followed and used.

 

The Power Holding Company of Nigeria (PHCN) now invites eligible Individual Consultants to indicate their interest in providing the services. (a)     Should be properly registered and certified as an Audit firm authorized to practice within the confines of the Laws of the Country- Federal Republic of Nigeria.

(b)     Must be affiliated with the International Federation of Accountants (IFAC).

(c)      Have experience and knowledge of the World Bank’s current financial management requirements.

(d)     Possess proven record of past & similar experience in financial audit matters.

(e)      Should have an understanding of key financial management issues and linkages. (f)           Should have practicing members (Key Personnel) with the following:

(i)      Have an internationally recognized professional accounting qualification i.e. the person appointed should be either a certified public accountant. a chartered accountant or should be the holder of an equivalent professional accounting qualification i.e the person appointed should be either a certified public accountant a chartered accountant  or should be the holder of an equivalent professional accounting  qualification

 

(ii)     Be a member in good standing of a body of accountants affiliated to the International Federation of Accountants (IFAC); and

Engagement of an Integrated Communications Consultant for Project Aquila of Petroleum Equalisation Fund (Management) Board

The above named organization is a statutory Agency of the Federal Republic of Nigeria under the supervision of the Federal Ministry of Petroleum Resources.

 

Business Objective

As part of an ongoing business solution initiative, PEF(M) is introducing the latest innovation to improve the efficiency of claims management through effective monitoring of petroleum product transportation, and enhancing  service delivery to our stakeholders. The new automated system will minimize the need for human intervention, reducing processing delays with prompt payment of marketers claims among others.

 

The organization seeks the services of an integrated communications personnel  involved in public  relations advertising  and communications  management.

 

Responsibilities

To be engaged for a period of three months, the core responsibilities  of the  consultant will include but not limited to the following task:

1.       Market identification and segmentation of audience within down stream sector

2.       Identify the most  appropriate modes of communication for each of the stakeholders

3.       Advise a media mix to effectively reach the stakeholders

4.       Create appropriate messages best suitable for the  identified techniques  to elicit the desired response from the stakeholders

5.       Develop a project programme for the  implementation of a  comprehensive plan

6.       Advise on the budget for the  implementation plan as identified

7.       Deveice comprehensive plan of action for the implementation of media plan and measuring  efficiency of same.

8.       Producing  a comprehensive report of the project including  assessment  of its impact on the various stakeholders.

 

Requirements

  • The key personnel (principal consultant) of the company should be a  corporate member  of Advertising  Practitioners consultants of Nigeria (APCON) or Nigerian Institute of Public Relations (NIPR). A higher degree relevant shall be considered as added advantage.
  • Its principal consultant should have a minimum of 15 years with 5 years working  experience at  management level
  • Certificate of Incorporation
  • Company profile indicating  the nature  of your  company and key staff
  • Past experience/track record of the  firm in undertaking  similar jobs including and documentary evidences of such
  • Evidence of Tax Clearance Certificate (3 years)
  • Vat certificate and evidence of past  vet remittances
  • Audited annual financial report of the  company for the  past three years
  • Evidence of compliance with the  pension reform Act 2004
