Expression of Interest

 

The request for expression of interest follows the general procurement notice for this project that appeared in UN Development Business issue No. 752 of 16th June 2009.

 

The Federal Government of Nigeria a credit on behalf of the Power Holding Company of Nigeria (PHCN) Plc from the International Development Association (IDA) under the World Bank towards the cost of Nigeria Electricity and Gas Improvement Project (NEGIP) for Nigeria, and intends to apply part of this credit to payments under the contract for Consultancy for the Environmental and Social Impact Assessment (ESIA) for proposed 132Kv. Transmission Line from Omotosho Power Station (Ondo State) to the proposed 132/33KV Agodo Substation (Ogun State): herein referred to as “Appointment of a Consultant for drawing up a Resettlement Action Plan Assignment”.

 

During the execution of this assignment, the Consultant will be required to make inputs from a broad field of expertise using the necessary field socio-economic data as collected and supplied by the previous surveys for the PMU and others to be updated by the Consultant through field observations, the detailed Scope of work for this Consultancy shall include:

1.    Prescription of the methodology to be used in valuing losses to determine their replacement cost: a description of the proposed types and level of compensation under local laws and such supplementary measures as are necessary to achieve replacement cost for lost assets,

 

2.    Identification of alternative relocation sites if necessary and explanations for those selected, covering:

(a)   Institution and technical arrangements for identifying and preparing relocation sites, for which a combination of productive potentials, location advantages and other factors are at least comparable to those which obtained at the old sites, with an estimate of the time needed to acquire and transfer land and ancillary resources

 

(b)   Measures necessary to prevent land speculation or influx of eligible persons at the selected sites,

(c)   Procedures for physical relocation under the project, including timetables for site preparation and transfer: an

(d)   Legal arrangements for regularizing tenure and transferring titles to re-settlers

 

3.    Prescription for Plans to provide (or to finance re-settler’s provision of) housing, infrastructure (e.g. water supply, feeder roads), and social services to host populations: any necessary site development, engineering, and architectural designs for these facilities area.

 

4.    Prescription for the boundaries of the relocation area, assessment of environmental impacts of the proposed resettlement and measures to mitigate and manage these impacts (coordinated as appropriate with the environmental assessment of the main investment requiring the resettlement).

 

5.    Prescription of measures to impact of resettlement on any host communities, including:

(a)   Consultations with host communities and local governments,

(b)   Arrangements for prompt tendering of any payment due the hosts for land or other assets provided to re-settlers,

(c)   Arrangements for addressing any conflict that may arise between re-settlers and host communities,

(d)   Measures necessary to augment services (e.g. education, water, health, and production services) in host communities to make them at least comparable to make them at least comparable to services available to re-settlers.

 

6.    Advise on affordable and accessible procedures for third-party settlement of disputes arising from resettlement (such grievance settlement procedures should take into account the availability of judicial recourse and community traditional dispute settlement mechanisms).

 

7.    Define the organizational framework for implementing resettlement, including identification of agencies responsible for delivery or resettlement measures and provision of services.

 

8.    Draw up an overall workable Resettlement Action Plan (RAP) for the Project,

 

9.    Prepare and submit Reports in line with provisions of Section 8.0 (i.e. Time-lines, Deliverables).

The Power Holding Company of Nigeria (PHCN) now invites eligible Individual Consultants to indicate their interest in providing the service. The Consultant must provide information indicating that they are qualified to perform the services. The Consultant should be a firm or consortium of firms with the following qualifications and experience:

 

1.    international Resettlement Action Planners with at least 15 years of international experience in the field of Resettlement Action Planning

2.    Environmental Consultant with at least 10 years international experience in this field. Preferably experience in Electricity facilities:

3.    Social Consultant with at least 10 years international experience in this field. Preferably experience in Electricity facilities,

4.    Occupational Health and Safety Consultant with at least 10 years of international experience in this field

5.    Communication specialist with 10 years of experience in dealing with communication issues and stakeholder engagement with communities in Nigeria

6.    Consultant with 10 years international experience in the preparation and Resettlement Action Plan for Electricity related Projects: The Firm in their proposal can combine certain of these fields of expertise or propose additional field of expertise. If the consultant thinks the job can be done in less time, the consultant should propose a different total time for each expertise in order to make his proposal more competitive
