1.0      Introduction

The Revenue Mobilization Allocation and Fiscal Commission wishes to invite I reputable contractors and other service providers to submit bids for the execution of the following projects under Capital Budget for 2013 Financial Year

 

2.0      The Scope of Work

The Scope of work includes:

3.0     Technical and Financial Bid Submission Requirements

In order to be considered for the bids, Contractors and Service Providers must submit the following documents;

a)       Evidence of Valid Certificate of Incorporation / Registration with the Corporate Affairs Commission including photocopies of Form CO2 and CO7.

b)      Current Tax Clearance Certificate for the last 3 years (2010, 2011, & 2012).

c)       Evidence of VAT Registration and Remittances.

d)      Company Profile including names and Technical Qualification(s) and Experience(s) of key personnel.

e)       Evidence of Financial Capability to handle the job including letter of reference from your Banker.

f)       Evidence of Execution of Similar Contracts with any Government

Establishment

g)       Certified Audited Account of the company for the past 3 years (2010, 2011, & 2012)

h)      Evidence of PENCOM Registration and Remittance

I)       Evidence of compliance with Industrial Training Fund (ITF) Act,

j)       Any other document that will place the company on comparative advantage.

 

4.0     Collection/Submission of Technical and Financial Documents

(i)      Collection of Bids Documents:

The Companies that meet the above requirements should pay a non-refundable tender fee of Ten thousand Naira (N10,000) only in bank draft in favour of Revenue Mobilization Allocation and Fiscal Commission before the collection of bid documents from the Head of Procurement between the hours of 10:00am and 4:00pm, Monday to Friday from 15* July, 2013.

 

(ii) Submission of Bid Documents:

The complete documents should be enclosed in an envelope sealed and marked (a) “Pre-qualification for …….” (b) Financial Bid for……” indicating the LOT

Number and must be addressed and returned not later than 26th August, 2013 to:

5.0     Closing Date

The closing date for submission of duly completed technical and financial bidding documents is than 26th August, 2013 by 12:00noon.

 

6.0     Bid Opening and Venue

Technical Bids will be opened on the closing date of submission, Monday, 26th August, 2013 in the Commission’s Board Room, Ground Floor of the Commission by 12.00pm. All bidders, NGO’s and the General Public are invited to the opening of the Technical Bids.

 

7.0     Please Note That:-

(I)      The Revenue Mobilization Allocation and Fiscal Commission reserves the right to reject any or all Pre-qualification documents, that fails to meet expected standards. Late Submissions will not be entertained.

Conditions for Eligibility:

1.       Federal Inland Revenue Registration of VAT.

2.       Proof of Registration with corporate Affairs Commission.

3.       Evidence of Tax clearance for last three (3) years, affidavit attached.

4.       Professional and Technical qualification to carry out the project.

5.       Financial Capability-Bank Reference letter/Audited Account

6.       Registration fee as a Contractor in the school (N 10,000.00) receipt.

7.       (a) non- Refundable Fee of N20,000.00 (Twenty thousand Naira)

8.       Tenders should be submitted through the Secretary, School Tenders Board not later than 12 noon on the closing date.

9. (a) Closing date for submission is on or before (4) weeks from the date of this Advertisement. Late tenders will be rejected.

The Ekiti State Government is presently in partnership with the United Nation Development Programme for the training of Police, Judiciary workers and Social workers on Gender Mainstreaming. One of the eight point Agenda of the State is Gender Equality and Empowerment of Women to maximise their potentials.  The State Government realised that Women Empowerment is vital to sustainable development and realization of human rights for all.   Therefore, the role of the Police, Judiciary Workers and the Social Workers and other stakeholder’s in the implementation of the State Gender Based Violence (Prohibition) law is very crucial.

In order to protect the rights of women, the State Government in partnership with UNDP is looking towards conducting training on gender mainstreaming.  The office of the Honourable Commissioner, Ministry of Budget Economic Planning and Service Delivery therefore wishes to invite interested and qualified Consultants to submit relevant Organisation document for pre- qualification.

Scope of Work:

Develop a strategic document that would reflect the assessment and potentials of Ekiti State Gender equality programme with recommendation on a sustainable management framework that would foster the protection of women based on the following:

  • Conduct research on national and international developments into standards for dealing with matter Gender Based Violence.
  • Make recommendations for the State plan of Action against Gender Based Violence.
  • Propose strategies to prevent and combat Gender Based Violence
  • Promote ways of sensitizing the public on the existing Gender Based Violence laws and policy.

Application Requirements:

All completed tenders must be accompanied with the following:

a)     Evidence of Certificate of Incorporation with   Corporate affairs commission (CAC)

b)    Evidence of income Tax Payment for the last three years

c)     Evidence of executing similar jobs in the arid zone of Nigeria, with the certificate of completion.

d)    Evidence of Ekiti State Tax Clearance Certificate for the last three financial years

e)     Evidence of payment of Ekiti State Development levy for the last three financial years

f)      Evidence of registration of Business premises in Ekiti State.

3.        Tendering Requirements:

Interested and Competent contractors wishing to carry out any of the above jobs are to submit the following documents (strictly in the order specified below) attached with their bid which will be subjected to verification by NCAT:

  1. Evidence of registration/incorporation with Corporate Affairs Commission (CAC)
  2. VAT registration and evidence of past VAT remittance.
  3. Current Tax Clearance Certificate for the last three (3) years (showing payments for 2010, 2011 and 2012).
  4. Audited Annual Financial Report of the Company for the three (3) years.
  5. Names of Bankers with References.
  6. Comprehensive Company profile with CV’s of key personnel including photocopies of relevant professional/technical qualifications.
  7. Verifiable evidence(S) of successful completion of similar works within the past three (years) and attached copies of letters of awards and certificates of successful completion:
  8. Refundable Bid Security of 2% Bid sum in Bank Guarantee, valid for 180days
  9. Evidence of compliance with provisions of the Pension Reform Act, 2004.
  10. Affidavit disclosing whether or not any officer of NCAT or BPP is a former or present director, shareholder, and that none of the Director have been convicted in any court of law for any criminal offence or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct.
  11. Evidence of compliance with the provision of the Amended Industrial Training Fund Act 2011.
