1.0     Introduction

The Niger state government is desirous to construct bridge across river Shiroro as part of its effort and vision to make Niger state one of the three top most economies in the country by the year 2020.

Niger state government invites the under listed contractors with experience in similar projects, whose selections are as detailed below, to participate in the proposed construction of bridge across river Shiroro.

2.0     Project Description

The proposed construction of bridge across river Shiroro has the scope of work as listed below:

i.    Design of access road and bridge structure

ii.   Preparation of Bill of Engineering Measurement and Evaluation

iii.  Access road to the bridge works,

iv.  Bridge sub structure works,

v.   Bridge super structure works,

Owning to the urgency attached to the execution of the proposed project by Niger state government, open restricted tendering process has been adopted in line with Niger State Public Procurement Board guidelines.

3.2.1           Selection of Invited Contractors

The invited contractors were selected on the basis of execution of project of similar nature and character. The listed contracting firms meet the initial criteria of experience and required expertise which Niger state government through the Ministry of Works and Infrastructural Development is optimistic will provide the needed value for public money in the execution of the proposed construction of bridge across river Shiroro. The invited contractors are as listed below:

i)        Messrs Julius Berger Nig. Ltd

ii)       Messrs CRCC Construction company Ltd.

iii)      Messrs China Zhonghao Nig. Ltd.

iv)      Messrs LILOM Engineering Services. Ltd.

3.3    Procurement Procedure

The invited contractors who respond to this advertisement shall be engaged in competition via the submission of most suitable design and estimates. And evaluations of the tender documents listed for the purpose of selecting the most responsive Tenderer.

4.0     Participation and documentation

4.0.1   Right to Participate

All the contractors listed above have been earlier informed of their short listed to participate in this procurement process, and are thereby eligible to participate. However at any given time before the final date of submission of Tender documents as stipulated herein, the Niger state government has the exclusive right to exclude any of the invited contractors from the procurement process and may also cause the entire process to be cancelled without prior notice.

4.0.2   Documentation Required

  • Detailed information about company should include values and mission statement, Ownership structure.
  • Evidence of registration with relevant government agencies
  • Information on financial status and indicators of firms for the last three years including audited income statement, tax and statutory fees paid, bank reference to access credit etc.
  • Information on the management structure and operational capabilities of the firm including the formation of project team, its membership and experience of each member, Work methodology.
  • Information on Similar projects executed in the past.
  • Information on plants equipment/plants for use on the project with full evidence of ownership or lease.

4.0     Manner of Submission

The technical and financial tender proposal must be prepared as separate document as provided for in the instruction to Tenderers. Copies of technical and financial proposals must be SEPARATELY packaged in sealed envelopes, clearly marked as either ‘Financial or Technical Proposal’, as appropriate and put together in a single (bigger) envelope which should be marked Tender for the construction of bridge across river Shiroro and addressed to the Permanent Secretary Works, Ministry of Works and Infrastructural Development, Minna, Niger state  on or before 26th July, 2013.

All tenders will be opened immediately after the deadline as stated above in the advertisement in the presence of bidders and/or their representatives in attendance.

1.       Preamble

The College of Medicine of the University of Logos is desirous of constructing a hostel on a land measuring 2932m2 through Build, Operate and Transfer (BOT) System. The Survey plan of the land is available for inspection in the office of the College Engineer.

 

Interested competent and reputable companies are invited to apply for the Pre-Qualification Exercise as a condition to be considered for participation in the proposed project.

Requirements:

A.      Compulsory and Mandatory Criteria

i.        Evidence of registration with the Corporate Affairs Commission (CAC)

ii.       Company Audited Account for the last three years duly stamped.

iii.      Evidence of Tax Clearance Certificate for the last three (3) years.

iv.      Evidence of compliance with the provisions of the Pension Reform Act, 2004 and the Industrial Training Fund (ITF) Amendment Act, 2011 as applicable.

v.       Evidence of Value Added Tax (VAT) registration.

vi.      A sworn affidavit that none of the Directors has been convicted in any country for any criminal offence, including fraud or financial impropriety.

vii.     A sworn affidavit indicating that no current staff of the University of Lagos is a former or present Director, shareholder or has any pecuniary interest in the company submitting the bid.

Failure to provide any of the above listed documents will automatically disqualify the Developer.

B.      Other Requirements:

i.        List and Sources of Equipment to be used for the project

ii.       Indication of Technical and Administrative staff strength, with academic/professional qualifications and years of experience of key personnel available for the project.

iii.      Bank reference from a reputable Bank.

iv.      Verifiable evidence of similar jobs successfully executed or being executed in Nigeria over the last five years stating, type, cost and evidence of award and completion.

v.       Evidence of Social responsibility in terms of Endowment, Sports or ETF contribution.

vi.      Evidence of payment of non-refundable pre-qualification documentation fee of Thirty Thousand Naira (N30, 000.00) in bank draft payable to the College of Medicine of the University of Lagos.

3.       Submission of Documents

All the documents should be sealed in an envelope. The envelope should be marked “Confidential and Notice of Intention to construct a hostel” and delivered either by hand or courier service to the address stated below not later than 20th August 2013:

4.       Other Details:

a.       Each Company shall be required to appear before the Pre-qualification Committee and will be expected to bring the original copies of all documents submitted for verification.

b.       The Companies that responded should know that by the submission of Pre-Qualification documents. The College of Medicine of the University of Lagos is neither committed nor obliged to award the project to any company.

c.       Participating in the Pre-qualification Exercise shall not be considered as a commitment on the part of the College of Medicine, University of Lagos, nor shall it entitle any Company to any claim whatsoever to seek indemnity from the College of Medicine of the University of Lagos.

Only Companies that have been Pre-qualified and found suitable will be invited to competitively tender for the projects.

Consultancy Services for an Underwriter to Cover the College Staff Group Assurance Policy

1.        Introduction:

The Nigeria College of Aviation Technology, Zaria intends to apply a portion of the funds appropriated in the year 2013 Budget to procure Insurance Cover for College Staff Group Assurance Policy. In compliance with the Public Procurement Act, 2007, the College therefore wishes to engage the services of underwriter with specific expertise, proven track record and experience in the Staff Group Assurance Policy.

2.       Eligibility/Requirement:

Prospective applicants are expected to submit their Expression of Interest (EOI) by showing capacity to undertake the assignment, provision of the following should form the basis for short-listing and consideration for the subsequent invitation for technical and financial proposals. Interested companies are therefore expected to provide the followings:

  1. Evidence of registration or incorporation with Corporate Affairs Commission (CAC);
  2. Evidence of registration with NAICOM Registration with other relevant international professional bodies will be an added advantage:
  3. Evidence of payment of claims in the last three(3) years (2010, 2011 & 2012);
  4. Evidence of VAT registration and evidence of past VAT remittances;
  5. Profile of insurance company including details of its directors and management, total staff strength, competence, expertise and experience.
  6. Annual Turnover and Audited Statement of Accounts of the company for the past three (3)years (2010 -2012);
  7. Evidence of similar staff group life assurance cover provided within the last three (3) years (attach letters of award) (2010 – 2012);
  8. Evidence of payment of claims for the last (3) consecutive years (2010-2012)
  9. Evidence of remittances for pension contribution of employees to PENCOM;
  10. A sworn affidavit that none of the Directors have been convicted in any country for criminal offences, including fraud and financial impropriety,
  11. A sworn affidavit indication that all documents submitted are genuine and verifiable.
  12. Insurance companies that have not done similar assignments in the past five (5) years need not indicate interest.

3.         Duration of the Insurance Services:

i.        The Insurance Cover is for One (1) year period.

4.       Submission of Documents

The Expression of Interest document should be duly signed by the company’s Managing Director. This should be spiral-bound in two (2) copies, one “original” and a “copy” to be submitted in a sealed envelope and bodily marked “UNDERWRITER FOR THE COLLEGE STAFF GROUP ASSURANCE POLICY” at the left hand corner of the envelope, clearly indicating the name of the company, mailing address and GSM number. Interested insurance company may request further information from the address below during office hours from 9.00am – 4.00pm, Monday to Friday, except on public holidays

5.       Closing Date:

The Expression of Interest documents must be delivered by hand or registered mail to reach the undersigned on or before 12.00 noon on Monday, 22nd July, 2013 at the address shown below
