Pre-Qualification Requirements

  1. Evidence of Incorporation by the Corporate Affairs Commission (CAC)
  2. Company Audited Accounts for the last Three (3) years (2008, 2009 & 2010).
  3. Tax Clearance Certificate for the last Three (3) years (2008, 2009 & 201 0),
  4. VAT Registration and evidence of VAT remittances.
  5. Verifiable evidence of previous experience in a similar job
  6. Evidence of Financial Capability from a recognized Bank.
  7. Evidence of Compliance- fulfillment of statutory obligations to employees of the Company with respect to pension.
  8. Evidence of Community and Social Responsibility.
  9. Experience/Technical Qualification of key personnel with copies of Certificates.
  10. Equipment and Technology Capacity
  11. Sworn Affidavit that none of the Partners of the Company has been “Convicted in any Country for any Criminal offences relating to fraud or financial impropriety”
  12. Sworn Affidavit indicating whether any Officer of Federal Polytechnic, Bauchi is a former or present Director, shareholder or has any pecuniary interest in the Company.

Not: Application for pre-qualification shall not be construed to be a commitment on the part of Federal Polytechnic, Bauchi nor shall it shall it entitle any person to make any claim and or seek indemnity from the Polytechnic by virtue of such person having responded to this advert. Consequently, Federal Polytechnic, Bauchi shall not enter into correspondences with unsuccessful applicants.

Submission of Documents

The documents are to be appropriately registered with the undersigned and to be dropped into the Tender Box, situated at the Rector’s Office, in a sealed envelope marked “Project Title” at the top right corner of the envelop, not later than 11th July, 2011.

The submissions are to be opened at 12:30pm of the same date at the Council Chamber of the Polytechnic and all applicants are invited to attend. Please note that this is not an invitation to tender and only Contractors that have been Pre-qualified will be invited to Tender.

1.0.         Applications for expression of interest are hereby invited from suitably qualified and reputable private investors to partner with the State Government in the management of a company fully owned by the State Government on leasehold basis. The company is Fountain Dairy Products and Farms Ltd.

 

2.0.          The applicants must have proven and verifiable track records in successful ownership and or management of similar company and must be ready to deploy the needed fund and managerial ability towards the successful transformation of the company within a short period of time.

 

3. 0.   In order to be pre-qualified, prospective investor must supply verifiable evidence of their ability to manage the company in the following formats:

  • Full name of the company and the contact person, postal address, telephone number and e-mail address.
  • Ownership structure with names of major shareholders including international affiliations if available and percentage equity holdings.
  • Profile of the technical management team showing qualifications, years of experience in the industry.
  • Audited Financial Statement for the last 3 years and most recent Management Accounts.
  • Evidence of payment of relevant taxes to FIRS and other relevant institutions in the last 3 years.
  • Record of successful investment and management of a similar company.
  • Evidence of financial resources to turn around the fortunes of the company.
  • Any other information   that   may enhance the application.

 

 

4.0     Each prospective applicant is expected to pay the sum of N10, 000.00 as the expression of interest fee into the Ministry of Commerce & industry, Account No. 1011558678 at Zenith Bank, Ado-Ekiti.

 

 

5.0     Application shall be evaluated for pre-qualification upon strict compliance with submission of the information and would be contacted accordingly.

 

6.0     Applications must be submitted in sealed envelope and clearly marked “Expression of Interest” and delivered to the office of the Permanent Secretary, Ministry of Commerce and industry, State Secretariat, not later than 12th July, 2011

In view of the above, the University is inviting competent and interested Tenderers for pre qualification to tender for the above listed projects. Each Tenderer must clearly identify which of the projects its company is interested in.

 

The pre-qualification document must contain the following:

(a)     Company’s Tax Clearance for the last three years

(b)     Evidence of Company Registration with Corporate Affairs Commission

(c)      Verifiable list of similar and other jobs successfully executed with their locations (d)          verifiable list of plants/machinery with years of manufacture and locations of the

equipment to be used in the project. Please state whether the equipments are on lease, hire or owned by the company with evidence of purchase where applicable

(e)      List of key staff with their Curricula Vitae and relevant positions that will execute the project

(f)      company’s financial details and audited accounts for the last three years

(g)     Valued Added Tax Certificate (VAT Certificate).

(h)     An affidavit disclosing  whether or not any officer of the relevant committees of the Obafemi Awolowa University or the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidding company.

 

Submission of Pre-qualification Documents

The relevant pre-qualification documents should be neatly packaged in binders and sent in separate sealed envelopes for each project and clearly marked “Pre-Qualification to Tender for the Projects on the Year 2010 Education Trust Fund (ETF) Special Intervention Programme For Programme Upgrade and Teaching & Learning Environment.

All submissions for pre-qualification in respect of each of the projects/lots shall enclose a bank draft for a sum of forty thousand naira (N40, 000.00) only per project payable to Bursar. Obafemi Awolowo University. Ile-Ife.

 

The packages should be delivered to the address given below on or before 6th July, 2011. (4.00pm on the closing date).
