Invitation to Tender for the Execution of Projects under the year 2011 Capital Budget

Introduction:

 

  1. National Defence College (NDC) intends to execute the underlisted projects under its year 2011 Capital Budget. To this end, competent and experienced Contractors are invited to tender in line with the defined scope and specifications of the Projects below:

Description of works

  1. The works include:

Lot 1: Renovation of NDC Blocks of flats at Apo. This involves general repairs especially painting, plumbing, electrical and carpentry works.

 

Lot 2: Renovation of soldiers Blocks of NDC Camp Ushafa. This involves general repairs especially painting, tilling, plumbing, electrical, masonry and carpentry works.

 

Lot 3: Provision of Training aids.

 

Lot 4: Renovation and furnishing of Syndicate Rooms (joint war studies) this involves the procurement of furniture, installation of multimedia and video conferencing facilities in Syndicate Rooms.

 

Lot 5: Renovation/Furnishing of NDC Headquarters. This involves general repairs such as roof works, construction of Gymnasium, paving of ground surfaces and supply of furniture itmes.

 

Lot 6: Extension of Nursery/Primary School Ushafa. This involves the construction of 2 block of 4 classrooms each, establishment of children’s recreation park and general renovation works.

 

Lot 7: Upgrading of College Library. This involves the establishment of e-library comprising procurement/installation of appropriate server, digitalization, implementation of software application for indexing, cataloging and archiving and training of personnel.

 

Lot 8: Demolition/Construction of NDC Quarters Gwarimpa. This involve the demolition of failing structures    and the construction of a new storey block of 4 flats.

 

Lot 9:  Extension and upgrading of equipment in NDC Medical Centre. This involves the purchase and installation of medical Ophthalmic and Laboratory equipment and other items.

 

Lot 10: equipping of War Games (Simulation) Centre

 

Lot 11: Renovation/Upgrading of NDC Printing Press.

 

Lot 12: Purchase of 29 seater Bus.

 

 

 

Qualification Criteria

  1. The following requirements for pre-qualification/tender must be submitted
  2. Evidence of registration with corporate Affairs Commission (CAC) forms C02 & 07 to be included.
  3. Evidence of Tax payment for the past 3 years. Certificate supplied with TIN: pension and social security contributions
  4. Value added Tax (VAT) registration and evidence of remittance of VAT
  5. Company’s audited financial accounts and funding information over the past 3 years endorsed by a firm of chartered accountants.
  6. Evidence of  financial capability from a reputable bank(s)
  7. Company’s profile, organogram and resume of key Technical staff including individual attestation of availability. Copies of professional certificates to be sealed and endorsed.
  8. List of similar projects previously undertaken including letters of award Completion certificates, completion period and project costs.
  9. Verification list/type of construction equipment including an indication   of whether owned or on lease; for owned equipment evidence of ownership shall be required.

Collection/Submission of Tender Documents

  1. Qualified companies are to collect standard documents after paying a non refundable tender fee of N10, 000.00 only by Bank Draft to National Defence College Abuja from the Director of Logistics, NDC Abuja.
  2. Tender documents must be submitted in sealed envelopes marked “CONFIDENTIAL” TENDER FOR NDC 2011 FICAL YEAR CAPITAL PROJECT. Technical and Financial Bids should be sealed in separate envelopes and clearly marked so.

Public opening of the bids shall take place same day 19th July, 2011 by 12 noon in Abacha Hall, National Defence College, Abuja. This date supersedes the earlier date of 5 July 2011 indicated in the first invitation tender advertisement in the Federal Tenders Journal of Monday 13th June – Sunday 26th June, 2011

  1. The Office of the Surveyor General of the Federation (OSGOF) invites interested reputable and qualified companies to submit Technical and Financial Bids for the under listed Project:

LOT 1: Beaconing and Financial Demarcation of Bauchi/ Jigawa Interstate Boundary sector IV (27 27 Main Beacons, from Pillars 137 to 164).

 

  1. Technical Capacity/Financial Bid Requirements
  2. Certificate of incorporation with Corporate Affairs Commission (CAC);
  3. Tax Clearance Certificate for the past three (3)years,
  4. VAT Registration Certificate/ Evidence of Remittance,
  5. Evidence of financial capacity to handle the project or banking support,
  6. List of personnel their qualifications and experience in similar works,
  7. List of instrument equipment and evidence of ownership or lease,
  8. List of similar jobs successfully executed within the last three years,
  9. Evidence of payment of Pension Contribution by prospective bidding companies,
  10. Evidence of Registration with the Surveyors Council of Nigeria (SURCON) and evidence of payment of practicing fee for the current year.

10.  Evidence of technical, operational and managerial capabilities;

11.  Evidence of Enlistment of Company with the Surveyors Council of Nigeria (SURCON) to practice in the current year,

12.  Name and e-mail address and telephone number of the CEO of the company and,

13.  Evidence of payment of Tender fee of N 1 0. 000.00 per lot.

 

 

 

3.   Submission of tenders

Submission of bids shall be in two (2) separate envelops, sealed and clearly marked separately as TECHNICAL AND FINANCIAL indicating the job the company is applying for,   lot number and should be addressed to “The Secretary; Ministerial Tender Board, OSGOP”. The sealed envelops (i.e Technical and Financial bids) should be enclosed in a bigger envelope and is to be dropped by hand into the Tenders box of the OSGOF on or before 12noon, Monday, 25th July, 2011.

 

 

4.    Public Opening of Bids

Public opening of Technical bids will take place at the Conference Room of the Office of the Surveyor General of the Federation by 1:30pm, Monday, 25th July, 201 1 . NGOs and the General Public are encouraged to attend, please. Successful contractors or their representatives short listed from the Technical bid Evaluation shall be invited to witness the public opening of the Financial Bids on Wednesday 27th July 201 1 at 1 :30pm in the Conference Room of the Office of the surveyor General of the Federation. NGOs, Nigeria Institution of Surveyors and General public arc encouraged to witness the financial bid opening, please

The Federal Polytechnic Bauchi wishes to advertise for the following services under the year 2011 Capital Projects;

  11. Sworn Affidavit that none of the Partners of the Company has been “Convicted m any Country for any Criminal offences relating to fraud or financial impropriety”
  12. Sworn Affidavit indicating whether any Officer of Federal Polytechnic, Bauchi is a former or present Director, shareholder or has any pecuniary interest in the company.

1.0 Preamble

4.0      Note

Interested bidders are to note that

  1. Bidders should not bid for more than one lot.
  2. The Office of the Accountant-General of the Federation reserves the right to verify the authenticity of claims made by Bidders in the tender document submitted, and is not under any obligation to accept lowest bids.

 

5.0     Collection of Tender Document

5.1 Interested bidders are to collect the tender document from the Office of the Accountant-General of the Federation, Treasury House at the office of Assistant Director (Procurement) on the 1st floor, Wing B, Room 11 , with effect from 27th June till closing date, 11th July, 201 1 , between the hours of 8: am to 3: pm daily.

6.0     Submission of Tender Document

6.1     The Financial and Technical tender document should be enclosed in same sealed envelope marked with the Lot number on the top right corner of the envelope, and dropped in the tender box marked Financial and Technical Bid not later 11th June, 2011 at the following location:
