This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. WB3947-808/11 of 14 September, 2011.

The Lagos Stale Government, through the Federal Government of Nigeria, has received a credit from the International Development Association (IDA) to finance activities under the Lagos EKO Secondary Education Project. The Project is expected to address the Government’s priority of human capital development by directly supporting public junior and senior secondary schools through grants, performance-based incentives, teachers training and professional development and standardized testing of students. The Lagos State Government intends to apply part of the proceeds of this credit to payments under the contract for consultancy services for Teachers’ Professional Development Mentoring Programme.

 

The objective of this Consultancy Service is (a) To improve the quality of teaching and learning in schools through the development of a Teachers Mentoring Programme; (b) To train 180 skilled mentors to effectively support continuous Teachers Professional Development in schools; and (c) To ensure sustainability of the Teachers Mentoring Programme by developing a cohort of 18 Master Mentors to provide on-going support and training.

 

The Lagos EKO Secondary Education Project now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochure, description of similar assignment, experience in similar condition, general qualifications and availability of appropriate skills among staff). The proposed assignment is expected to bring international best practice and ideas into Teachers Mentoring. As such, eligible local firms could associate with international education organization/firm with direct experience of training teachers at secondary school level in Nigeria and any other similar environment in English Language, Mathematics, Basic Science and Biology.

 

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines; Selection and Employment of Consultants by World Bank Borrowers. January, 20 11.

Call for Expression of Interest as Training Consultants

 

1.       BACKGROUND

The Micro Projects Programme in the Nine Niger Delta States (MPP9) is a programme executed by the Federal Government of Nigeria and the European Union (EU). MPP9 innovates from previous MPPs by involving both communities and the LGAs in contributing to Micro Project funding The European Development Fund (EDF) contributes 50% of the total micro project funds while the LGAs and Communities contribute 25% each.

 

The overall objective of the Programme is to reduce poverty of rural and sub-urban communities in the 9 Niger Delta States through the promotion of participatory and gender equitable local development governance and thus contribute to the achievement of Millennium Development Goals (MDGs). The Programme Management Unit (PMU) has received approvals to conduct some capacity building trainings and hereby calls for expression of interest from suitably qualified experts.

2.       Specific Objectives

The objectives of the trainings are to enhance the achievement of the following results:

i)       To strengthen Community governance through the adoption of community development plans by communities and government authorities

ii)      To increase equitable access to basic infrastructure services by women, men, boys and girls

iii)     To increase equitable access to income generating options and sustainable livelihood development by women and men.

3.       TRAINING AREAS

Part of the strategy for achieving the above Objectives is to build the capacity through training of CSOs, LGA officials and Community institutions in any or a combination of the 9 Niger Delta States and may be concurrent in some of the States.

 

The identified training areas include:

1.       Capacity building for LGA Works Departments on Public Procurement procedures in accordance with Nigerian laws and international best practices.

 

2.       Project Implementation Committees (PICs) Training on projects construction monitoring and sustainability techniques

 

3.       Mainstreaming Workshops on Hepatitis B, Sexually Transmitted Diseases (STDs) including HIV/AIDS and other prominent infectious diseases. The consultant will look at the perspective of the above as they relate to mode of transmission, prevention and stigmatization.

 

4.       Baseline Establishment to develop relevant database specific to the programme indicators from secondary sources and reviewing the monitoring and evaluation framework of the programme.

 

5.       Participatory Monitoring and Evaluation Training for LGAs to promote efficiency in projects monitoring and evaluation. The consultant shall emphasize on the development of gender sensitive data collection tools in project implementation and management.

4.       Eligibility Criteria

The Interested consulting organizations must possess the followings:

i.        At least 5 years relevant experience in the related field for Master Degree holders or 10 years for first degree holders for all lead consultants.

ii.       3 years proven experience in Adult Education techniques, and for training areas 1 and 2 in construction management, is a requirement

iii.      Show evidence of tax payment for the past three years

iv.      Show evidence of completion of similar assignments

v.       Documentary evidence of registration with the CAC

vi.      Provide 2-3 pages of the CVs of the consultants (EU format)

1.       This invitation for bids follows the general procurement notice that appeared in Development Business issue NoWB4617-764/09 of NOV 13 2009.

 

2.       The Federal Government of Nigeria has received a credit from the International Development Association towards the cost of Gombe State Community and Social Development Project, and it intends to apply part of the proceeds of this credit to payments under the contract for procurement of Computer and Accessories, Internet facilities & Office Equipment. IFB NO-CSDA/GS/GD/NCB/02/2011

 

3.       The Gombe State Community and Social Development Project now invites sealed bids from eligible bidders for the supply of the under listed items:

 

LOT1:-        Computers and Computers Peripherals Bid security at least 3% of the bid price

LOT 2:        Internet equipments Bid security at least 3% of the bid price

LOT 3:        Internal Communication equipments Bid security at least 3% of the bid price

LOT4:         Cameras PAS, projectors & stabilizers Bid security at least 3% of the bid price

LOT 5:        Office furniture’s Bid security at least 3% of the bid price

 

 

4.       Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines, “Bidders may bid for one or more complete lots, as bid will be evaluated and awarded on the Lot by Lot basis or combination of Lots, which ever result to be most economical to the Purchaser, Bids for part of Lot will be considered non responsive”,

7.       A complete set of bidding documents in English Language may be purchased by interested bidders on the submission of a written application to the address above and upon payment of anon refundable fee of Ten Thousand Naira (N10, 000, 00) paid in cash. Bank Drafts or through the project bank Account………….The biding document should be collected by hand from the Project Office of Gombe State Community and Social Development Project (CSDP) or can be forwarded to bidders by courier services on request.

 

8.       Bids must be delivered to the Gombe State Community and Social Development Project (CSDF) Premises on or before 10:00 AM on 20/10/ 2011.

 

9.       All bids must be accompanied by a bid security of at least 3% of the bid price, and shall remain valid from now till 20th October, 2011. Late bids will be rejected. Bids will be opened in the presence of the bidder- representatives who choose to attend at 10:00 am on 20/10/2011 at the Conference Hall of Gombe State Community and Social Development Project (CSDP) Premises.
