2012 Invitation for Pre-Qualification to Tender

 

The National Industrial Court of Nigeria wishes to pre-qualify competent contractors and other service providers who wish to tender for jobs in the various areas specified below and accordingly invites interested parties who are competent, experienced and reputable to apply.

 

These services are required in our offices, Courts and official residences in all the Judicial Divisions including Abuja. National Industrial Court of Nigeria hereby invites experienced, competent and reputable contractors or service providers who are interested and offering services in the stated areas to apply for pre-qualification as required.

 

Areas of Services Required

(A)    Purchase/Supply

Toyota brand of vehicles, Mitsubishi Canter, Honda Brand of Cars and other vehicles as may be needed and specified from time to time.

Lot8:           Purchase of Fire Fighting Equipment Such As Fire Extinguishers, Hose Reels, etc.

Lot 9:          Purchase of Library Books & Equipment Such As Nord Plan Shelving System, Library Metal Book Shelves, etc.

Lot 10:        Purchase of Sporting/Game Equipment Such as Gymn Equipment such as Station Gymn, Bike, Treadmills, etc.

Lot 11:        Purchase of Security Equipment Such As Bomb Detectors, Garrerte, etc.

Lot 12:        Purchase of Teaching/Learning Aid Equipment SUCH AS Overhead Projectors Screen, Magnetic Boards, etc.

Pre-Qualification Requirement

Prospective contractors shall be required to possess the following pre-

Qualification documents

 

(a)     Valid Certificate of registration/incorporation

(b)     Current Tax Clearance certificate for the last (3) years, Valid up to December 31st 2011.

(c)      Value Added Tax Registration Certificate

(d)     Evidence of registration as a contractor with the National Industrial Court or renewal there of

(e)      Company’s resume including details of key staff strength to be deployed for execution of the contract.

(f)      Detail of Equipment and plants, including machineries owned or to be hired.

(g)     Name and Address of Banker(s) including a letter of reference/guarantee from the Bank

(h)     Evidence of involvement and experience in similar contracts stating contract sums and showing evidence of award and timely completion.

Pre-qualification documents should be enclosed in sealed envelope marked “2012 Pre- Qualification” and must be returned to Tender Board Secretariat, National Industrial Court of Nigeria, 31 Lugard Avenue, Ikoyi, Lagos, on or before 30th April, 2012 and addressed to:

Interested contractors for the pre qualification process are required to submit comprehensive technical and financial information as follows.

A.      Evidence of registration with Corporate Affairs Commission.

B.      Evidence of tax, clearance certificate for the last 3 years

C.      Companies audited account for the last 3 years

D.      Evidence of financial capability and banking support

E.      Technical qualification and experience of personnel

F.      Verification list and documentary evidence of similar jobs successfully executed with their locations within the last three years.

G.      List of plants and equipment(s) to be used for the project.

H.      Annual turnover of company

I.       VAT registration and evidence of past VAT remittance

Pre-qualification documents should be spirally bounded and enclosed in an envelop, sealed and marked at the top left corner pre-qualification for the selected project above clearly indicated and Addressed to:

3.    Pre-Qualification Criteria

The following requirement for pre-qualification must be submitted:

a)       Evidence of Company Incorporation in Nigeria

b)      Evidence of Valid Tax Clearance and VAT Certificate

c)       Evidence of pension compliance from National Pension Commission

d)      Company Profile with list of Technical/Managerial Staff with evidence of previous work experience, detailed clients, nature of work/contract, contract sum etc.

e)       Articulated Work Plan and Methodology

f)       Evidence of Financial Capability

g)       Experience in handling similar job is an added advantage.

 

 

4.    Submission

Pre-qualification documents must be in sealed envelope marked “CONFIDENTIAL PRE-QUALIFICATION FOR ECN 2012 FISCAL YEAR CAPITAL PROJECTS” and the LOT of interest clearly printed at the top left corner of the envelope and submitted ON OR BEFORE 7th May,, 2012 to:

Note

Submission of the Pre-qualification documents is not a guarantee for the award of contract and MUST be arranged in accordance to their sequential order as stated in

2.0.    Tender

i.        Collection of Tenders Document: All interested bidders are requested to collect Tender Document from the office of DEPUTY DIRECTOR (Procurement) Federal College of Education (Technical) Akoka upon the payment of appropriate and non-refundable tender fee in cash to the Bursary Unit of this publication

 

ii.       Submission of Tender Document: Bidders are required to submit their Technical bid (Pre-qualification Documents) and financial bid (tender) at the same time but in different envelopes appropriately marked (Financial/Technical) addressed to the Registrar, Federal College of Education (Technical), Akoka and same deposited in a Tender Box in the office of the REGISTRAR.

Note that the submission of bidding documents shall close by 4.00pm 28th May, 2012.

iii.      Opening of Bid: Collection and submission of bidding documents shall close by 4.00pm of 28th May, 2012 and opening of Prequalification bid shall take place same day in the Council Chamber of the College.

1.0      Introduction

The Management of the National Youth Service Corps (NYSC) intends to mobilize eligible graduates for National Service for 2012 Batch ‘B’ service year. Arrangements are therefore in ‘progress to procure kit items for the prospective corps members who are expected to participate in the orientation course scheduled for July 2012 in all the 36 States of the Federation and the Federal Capital Territory, Abuja. Interested, competent and (reliable contractors are therefore invited to express their intention for the production and supply of the underlisted kit items through submission of pre-qualification documents.

 

2.0      Scope of Works

Production and supply of corps members’ kit items listed below:

A.      Khaki Shirts/Trousers

3.0      Pre-Qualification Requirements

Letters of intent should be accompanied by photocopies of:

(i)      evidence   of Company   Registration/Certificate   of Incorporation;

(ii)     coloured photocopies of current Company Tax Clearance Certificate for the last three (3) years (2009 -2011);

(iii)   coloured photocopy of VAT registration certificate and evidence of VAT remittances;

(iv)   evidence of verifiable similar jobs successfully executed;

(v)     evidence of financial capability from a reputable Bank;

(vi)    company’s audited accounts for the last three (3) years

(2009-2011);

(vii)   comprehensive Company Profile with convincing proof of competence to undertake the jobs;

(viii) evidence   of  technical,   operational   and   managerial capabilities; and

(ix)    any other relevant document(s) that will place the company on a competitive advantage over others.

 

4.0     Submission

Pre-qualification   documents   must be   spirally  bound   and enclosed in an envelope clearly marked at the top left hand corner: “Pre-Qualification For NYSC Kit Items For 2012 Batch ‘B’ and addressed to:

 

The Director-General, National Youth Service Corps, Yakubu Gowon House, 416 Tigris Crescent, Off Aguiyi Ironsi Street, Maitama Abuja and dropped in the Tenders Box at the NYSC Tenders Board Secretariat, Procurement Department, 3rd Floor Wing ‘B’ Room 317, NYSC Directorate Headquarters, Yakubu Gowon House, Maitama, Abuja on or before 4.00pm of Monday, 30th April, 2012.

 

5.0      Tenders Opening

(i)      This pre-qualification notice is not an invitation to tender. Tendering will be applied to only pre-qualified contractors whose names will be published in the organization’s Tenders Notice Board. Invitation letters will also be issued to pre-qualified companies in addition to telephone calls to enable them collect bidding documents to prepare their bids. The date, time and venue of bids opening shall be specified in the bidding document/invitation to tender.

(ii)     Pre-qualified contractors will be required to pay a non-refundable tender fee of fifty thousand Naira (N50, 000.00) only in certified Bank Draft payable at the NYSC Accounts Department.

(iii)    Failure to fulfill any or all of the conditions in 3.0(i-ix) above shall render an application invalid for further consideration.

(iv)    The National Youth Service Corps shall reserve the absolute right of rejecting any document it considers doubtful.

(v)     In view of the disperse location of NYSC operations across the Federation, contracts for some of the listed categories may be awarded to more than one contractor for purposes of spontaneous execution , and timely delivery prior to the orientation course.

(vi)    The Directorate of the National Youth Service Corps also considers it an act of patriotism to accept executing jobs in any part of the country in line with the NYSC ideal of patriotism to National Service.

 

 

This advertisement shall not be construed as a commitment on the part of the National Service Corps, nor shall it entitle responding contractors to seek any indemnity from NYSC by virtue of such contractors having responded to this advertisement/invitation for pre-qualification.
