The Niger Delta Power Holding Company Limited is a limited liability company incorporated under the provisions of the Company and Allied Matters Act with the principal activity of building power generating plants, transmission lines and substations and strengthening of the distribution net­work in Nigeria.

 

The company is in the process of selecting firms to carry out survey of the Right of Way (ROW) or some transmission lines under government G-ltems. We hereby solicit expression of interest by interested suitably qualified survey firms/consultants.

 

Qualification

All interested survey firms are required to submit the following:

(a)       A Certified True Copy of certificate of registration

(b)       Evidence of registration with appropriate professional body/bodies

(c)        A Certified True Copy of current operating licence issued by the relevant body

(d)       Profile of firm

(e)       The CV of each professional staff available for the assignment

(f)        Evidence of successful completion of previous similar assignment

(g)       Evidence of compliance with Pension Reform Act 2004

(h)       VAT Certificate/evidence of payment

(I)         Tax Clearance Certificate of partners of firm for past three years

(j)         Audited Account for past three years,

Lot 10:            Promotion of Wind Energy, Establishment of five  Wind Electricity Pilot projects in each Goe-political zones

Lot 11:            Laying  down Guidelines for utilization of Energy Resources for specific purposes

Lot 12             Establishment of Platform of would-be investors in Energy (one Stop-shop).

Lot 13:            Small Hydro Power (SHP) Pilot Projects in Six Geo-political Zones)

Lot 14:            Maintenance of solar PV Power street lights and boreholes across the  federation

Lot 15:            Pilot Biomass Power plant in each geo-political zones

Lot 16             Promotion of Energy Efficiency Conservation (pilot projects and awareness)

Lot 17:            Production of off-shore wind  information system for Nigeria

Lot 18:            Development  of pilot Energy farm for Biodiesel Production

Lot 19:            National Energy Data Bank Development, (hardware and specialized software etc)

Lot 20:            ECN/NYSC Renewable  Energy Programme

Lot 21:            Awareness Creation for Energy R&D output for Commercialization

Lot 22:            Monitoring  and Evaluation

Lot 23:            Monitoring  the  implementation of government Policies  on Energy

1.         Conduct of surveys and seminars

2.         Production of Reports (periodically)

 

Lot 24:            Study on Biofuel Potential in Kano State

 

3.         Pre-qualification Criteria

The following requirement for pre-qualification must be submitted

(a)       Evidence of Company incorporation in Nigeria

(b)       Evidence of valid Tax clearance and VAT Certificate

(c)        Evidence of pension compliance from National Pension Commission

(d)       Company Profile with list of Technical/Managerial Staff with evidence of previous work experience, detailed clients, nature of work/contract, contract sum etc

(e)       Articulated Work Plan and Methodology

(f)        Evidence of Financial Capability

(g)       Experience in handling  similar job as an added advantage

 

4.         Submission

Pre-qualification documents must be in sealed  envelop marked “Confidential Pre-qualification for ECN 2012 Fiscal year Capital Projects” and the Lot of interest clearly printed at the top left corner of the envelope and submitted on or before 7th May, 2012 to:

The Government of Ekiti State has obtained a Conditional Grant from the Federal Government of Nigeria for the implementation of the Millennium Development Goals (MDGs) projects.

The millennium Development Goals Office invites interested and qualified contractors to tender for the following projects:

 

1.       Project Lots

i.        Lot 1 -Supply of UPVC pipes

ii.       Lot 2 – Construction of water fetching points

iii.      Lot 3 – Extension of water pipelines

iv.      Lot 4 – Construction of 500m3 concrete reservoir

v.       Lot 5 – Supply and Installation of 250/150 KVA generators

2.       Bids Requirements

The Tender for these projects will be in two (2) parts:

i.        Technical Bid: this will involve the presentation of necessary proof of technical competence and the capacity to execute such projects. The proof should include the following:

a.       Evidence of registration with the Corporate Affairs Commission (CAC)

b.       Evidence of Company Profile including profile of key technical personnel (Project Manager MUST have a minimum of ten (10) years post qualification experience and be registered  with appropriate professional bodies (COREN, etc); average company turnover of five hundred million naira (N500,000,000) in the last five (5)years; and have a financial cash flow to see to the completion of the project)

c.       evidence of registration with the MDGs Office in Ekiti state

d.       Evidence of Ekiti State tax clearance certificate for the last three (3) financial years

e.       Evidence of payment of development levy for the last three (3) financial years

f.       evidence of registration of Business Premises in Ekiti State

g.       Evidence of registration with Ekiti State Bureau of Public Procurement

h.       Reference letter from a reputable bank

i.        evidence of previous relevant experience (MUST have similar experience in terms of project value, volume, complexity, and management in the last five (5) years. Please include the certificate(s) of completion)

j.        VAT registration documents

 

ii.       Commercial Bid: this will involve the presentation of priced bills to confirm competitiveness.

3.       Collection and Submission of Tender Documents

i. The tender for both the technical and commercial bids are available for collection from Monday, April 16th, 2012 from the Millennium Development Goals (MDGs) Office, 1st Floor, Mutual House, Ado Ekiti.

ii. The fully completed tender documents should be returned to the same office by Monday, May 2nd 2012.

iii. The tender documents must be submitted in two separate envelopes clearly marked on the top right hand corner as

  • Technical Bid Document
  • Commercial Bid Document

4.       NOTE:

i.        No bidder is considered responsive unless both the Technical and Commercial Bids are submitted.

iii.      This advertisement is  not a commitment on the part of Ekiti State MDGs Office nor shall it entitle companies to  make any claims whatsoever from the said Office or the State Government.

iii.      The State MDGs Office reserve the right to vet any claim by potential bidders.

iv.      Fully bidding procedure shall only be applied to contractors that have been found to be capable of executing the projects.

v.       contractors with good performance in previous Ekiti State MDGs projects have an added advantage.
