The United Nations Population Fund (UNFPA), the leading UN organization in Reproductive Health and Population and Development, is requesting for 3 consultants for the evaluation of her 6th Country Programme (2009 – 2012) of Assistance to the Federal Government of Nigeria in the following areas:

 

1. Population and Development/Monitoring & Evaluation

2. Reproductive Health and Rights

3. Gender Equality & Women Empowerment.

 

Purpose and Scope of the Evaluation

The broader aim of the evaluation is to generate a usable evaluation report that would aid the inherent culture of accountability in the UNFPA programming processes in terms of progress made towards the attainment of the main Outcomes and Outputs of the 6th Country Program, provide relevant information and strategic recommendations that would support the Nigeria Country Office in the development of its 7th Country Programme in a timely and most effective manner. These recommendations will aim to improve the strategies, implementation mechanism, and management efficiency of the next Country program. The Evaluation exercise will cover the current lifespan of the 6lh CP from 2009 to 2012 and will holistically review and systematically analyze recorded achievements and the accompanied strategies and how all these aided the country office in delivering on the development priorities of Nigeria as expressed in the Vision 20:2020.

 

In particular, the evaluation will:

  • Assess the progress or lack thereof, towards the expected outcomes envisaged in the UNFPA programming documents. Where appropriate, the evaluation will also highlight unexpected results (positive or negative) and missed opportunities;
  •  Provide an analysis of how UNFPA has positioned itself to add value in response to national needs and changes in the national development context
  • Present key findings, draw key lessons, and provide a set of clear and forward-looking options leading to strategic and actionable recommendations for the next cycle.

 

 

Composition of the Evaluation Team and Responsibilities

UNFPA wishes to engage a three-man team of independent consultants recruited internationally/nationally and charged with the responsibility of preparing the Country Brief and/or other technical papers as may be required. The consultants will be responsible for the three core programme components of UNFPA, namely:

  • Population and Development/M&E (international),
  • Reproductive Health (National),
  • Gender Equality & Women Empowerment (National).

 

The Population & Development consultant will play the lead role and will therefore coordinate the activities of his/her co-consultants and assess the extent to which the various outputs contribute in meeting the aims of the UNFPA-supported Country Programme as they relate to the ICPD and ICPD+5 goals and the MDGs. For reasons of clarity and better understanding, the lead consultant will produce a matrix illustrating to what extent the component project outputs have contributed to meeting the outcomes of the programme components and the goal of the country programme. He/she will coordinate the inputs of co-consultants as well as coordinate the writing of the Country Report. UNFPA will identify the lead Consultant.

2.       Requirements:

Interested Companies are to collect Tender Documents from the institute upon payment of N20, 000.00 only in the institute Cash Office.

The Lagos Metropolitan Development and Governance Project (LMDGP), rationale derives from the International Development Association, IDA’S substantial experience with integrated metropolitan development in large cities in China, India, Indonesia, Brazil, and Pakistan. This experience highlights that cities need not just infrastructure capital, but a sustained flow of services to contribute to growth. Sustainable services require substantial institutional reforms, including the facilitation of private sector participation – these reforms take time. IDA’S ability to provide sizable investment resources over a long period, gives IDA the comparative advantage to facilitate and sustain reform processes during the transition. IDA also has substantial experience in Lagos through sector work and infrastructure lending.

 

The project’s objective is to increase sustainable access to basic urban services through investments in critical infrastructure. Progress towards the objectives of the project will be measured through (i) Increase in the percentage of population with access to safe water in selected slums, (ii) Reduction in the percentage of households reporting flooding in the LGs where the selected drainage basins lie. (iii) Increase in the percentage of generated garbage in Lagos that arrives for disposal at the landfill.

 

To realize the objective, a comprehensive communication program is being mainstreamed to raise public awareness, increase education as well as ensure stakeholder behaviors that are necessary for the achievement of project objectives and results. The Strategic Communication Program (SCP) would be driven by the Communication Specialist.

 

The Communication Specialist responsibilities shall include but not limited to the following:

a.       Designing and implementing a communications strategy in line with the revised project description and Results Framework, for behavioral change for the LMDGP project using available baseline studies on public perception to achieve management objective(s).

b.       Responsible for the day to day communication activities of the Project Management Unit

c.       Helping to provide communication structures for linking the participating government agencies at the various levels and ensuring fluid, proactive and sustainable interaction among the various stakeholders.

d.       Producing relevant information (print, electronic and online) materials for distribution or broadcast to target audience.

e.       Prepare the communications plans, timelines and budgets

f.       Working to help develop broad implementation framework for the communication strategy that will also take into account, the varied socio-cultural sensibilities and peculiarities of the participating communities.

g.       Helping to generate themes and core take-away messages, and determine which communication channels would be suitable to reach each segment of the audience towards achieving behavior change.

h.       Explore and see through to a functional partnership between LMDGP and key media organizations as well as some select state broadcast stations, to strengthen message delivery process.

I.       Managing the LMDGP Project’s website and operating and engaging through New-Media channels of Communications of Facebook, Twitter, Flickr, Youtube, etc.

j.        Organize and coordinate workshops/trainings for information officers at the State and Local-level agencies to enhance the communication of the LMDGP program at the grassroots

k.       Monitor and evaluate the success of the communications programs through simple qualitative and quantitative research on quarterly bases to ensure success of communications program.

l.        Establishing partnerships and liaising with organizations, Community Based Organizations (CBOs) and civil Society Organizations (CSOs) and NCOS.

 

The Individual Consultant is required to have minimum of a Masters degree in Communications, Journalism, sociology, psychology or any of the social sciences. Minimum of 3 years cognate experience in Development Communications or 8 years post-qualification experience in the print or electronic media, social mobilization, public relations or advertising. Some knowledge of environmental and safeguard issues. Computer literacy and expertise in ICT and Social Media platforms is required. Fluency in the local languages within the state is an advantage: Good writing and oral communication skills as well as ability to organize events and functions and demonstrated ability for teamwork.

Quotations are hereby invited from competent software developers to develop a Least-Cost Ration Formulation Software for the on-going ARCN-CARGS Project on “Development of Feed Standards for the Nigerian Poultry”. The project involves surveys of research results on poultry feed ingredients and nutrition work done in Nigeria for the past 10 to 20 years. The data obtained from the survey shall constitute data base for the software to be developed to make it relevant for the Nigerian Poultry Industry.

 

Features Required in the Software

The software to be developed is expected to have  among others, the following features:

  • Ability to add/remove/modify ingredients’ or nutrients’ names or compositions or values/costs etc
  • Ability to add/remove/modify ration formulae
  • Support for Text and Graphic Reports on Ingredients, Nutrients and Formulas
  • Ability to perform data analysis on ingredients and nutrients and also capable of interfacing with Microsoft Excel and Word
  • Permit Export/Import of data from a data base
