Invitation for Financial Bidding

 

A. Introduction

The National Open University of Nigeria (NOUN), Lagos plans to commence the implementation of 2012 Capital Projects.  In view of this, the University hereby invites technically competent and qualified Contractors for Financial Bidding.

 

Scope of Works

 

Below is the list of areas covered by the scope of works to be undertaken:-

 

1.         Renovation/Rehabilitation/Construction works

i)          Renovation/Construction at Study Centres

ii)         Drainage works at Lagos Headquarters

 

2.         Supply/Installations

i)          Supply of Office Equipment for Study Centres.

ii)         Provision of I.T Solutions at Study Centres.

iii)        Supply of Toyota Motor Vehicles

 

C         Bidding Requirement

i)          All intending Contractors are to pay a non-refundable fee of N50 ,000.00 only per Bid in Bank Draft payable to NOUN and thereafter presented to Bursary Department for NOUN receipt.

ii)         Bid Documents are thereafter to be obtained from the Directorate of Procurement NOUN Headquarter, 14/16 Ahmed Bello Way, Victoria Island, Lagos on presentation of payment receipt between 9.00am and 3.00pm daily; and all shall last till 25th June 2012.

iii)        All Contractors presently handling on-going NOUN Capital Projects yet to be completed need not apply.

iv)        All Contractors who bided for Construction/Renovation works in 2011 need not pay bidding fee. They however need to present the receipt of their previous payment.

v)         All Contractors biding for vehicles must be accredited Toyota Dealers.

 

D.        Submission/Opening Of Bids

1)         The completed Bid Documents should be sealed and marked “Confidential.” stating the Lot no and title of the left hand corner of Envelope.   Any Envelope not carrying this identity shall not be entertained. Contractors Bidding for Furniture should attach the furniture catalogue describing the various items.

2.         All completed Bids should be submitted with the followings:-

i)          Evidence of Company registration with Corporate Affairs Commission,

ii)         Tax Clearance for immediate past 3 years, iii.

iii)        Evidence of compliance with the Pension Act. iv.

iv)        Any Bid without items i-iii above shall not be considered.

 

3.         Completed Bid Documents are either to be sent to the Registrar as addressed below or dropped in our Bid Boxes located at the Conference Hall, Model Study Centre, NOUN Headquarters, Lagos latest 25th June 2012.

 

4.         Opening of the Bid Documents shall take place at 12noon of the last day, 25th June 2012. Please note that no late submission of Bids shall be entertained.

 

5.         Please note that the submission of Bids is an offer and should not be considered   as   a commitment on the part of NOUN nor entitles Firms/Companies to make any claim(s) whatsoever and/ or seek any indemnity from NOUN.  It is not a contract.

6.         All Bidding Contractors are encouraged to attend the opening exercise

2.         Technical Qualification Requirements

Interested Companies are hereby invited to provide the following:

i)          Evidence of Registration with Corporate Affairs Commission (CAC) and Articles & Memorandum of Association;

 

ii)         Interested Company should have up to date returns with CAC and note that due

diligence could be conducted;

 

iii)       Current Tax Clearance Certificate for the last three (3) years expiring in December, 2012;

iv)        Chartered Accountant prepared Audited Account for the last three (3) years;

 

v)         Current Bank Reference  and Statement of Account for the last  12 months

vi)        Sworn affidavit in line  with the provision of Part IV Section 16, subsection 6 (e&f) of the public procurement Act, 2007.

vii)       Evidence  of Registration and up to date Remittance of employee Pension Fund Contribution in line  with Part IV, section 16 subsection 6d of the public  procurement Act 2007.

viii)      Evidence of payment of contributions to industrial Training Fund (ITF)

ix)        A chart indicating  the number of Nigerian to be  employed at various level of execution of the project.

x)         Letter introducing an authorized Representative of bidder with his/her sample signature and position in the company

xi)        Evidence of similar jobs successfully executed within the last three (3) years, including status of the service(s), total monetary value and clients who may be contacted for the  further information on these contracts.

xii)       List of relevant equipment to be  deployed for the project and evidence to show whether they are owned, lease or hired

xiii)      List of relevant Technical staff to be  deployed for the  project, proposed position and  evidence of educational qualifications and professional registrations;

xiv)      Information regarding any litigation, current or  during  the last five years, in which the company is involved, the parties concerned and disputed  amount; and

xv)       Full details  of the  company’s profile  which should  include the name, telephone  number, fax, email/website, verifiable  contact address

xvi)      A bid  security, in form of a bank guarantee from a  reputable  Nigerian bank and  whose value shall not  be less that 2% of the bid price, shall accompany any bid whose value  is N50 Million and above .

 

2.0       Method of Application

 

2.1       Collection of Tender Document

Interested companies are to collect tender documents from the planning, Research and Statistics Unit, FCTA Social   Development  Secretariat,   Cyprian   Ekwensi Centre for Arts and Culture, Area 10, Garki-Abuja upon the presentation of a payment of N10,000.00 (Ten thousand naira only) non-refundable Tender Fee per package of interest into SDS Revenue Account at Any Branch of Aso Savings and Loans PLC Account No: 001003024575015.

 

2.2       Submission and Opening of Tender Documents

The   Technical    (Prequalification)    and    Financial    bid documents should each be sealed and labelled Technical and Financial bids’ as appropriate separately, and the two separate envelopes are to be put in another envelope that should also be sealed and labelled as:” (stating the Project title and Package No)”. The financial bids should be submitted in three [3] copies [one original and two other copies] and all pages are to be duly endorsed by the authorized representative of the bidder. The document is to be dropped in the Tender Box at the Exhibition Hall of Social  Development Secretariat, Area 10, Garki -Abuja,  on or before  Friday 13th  July, 2012 by  10:00am. This tender is for a period of six (6) weeks. The representatives of the bidding companies and members of the public who choose to attend are invited to witness the opening of the tenders on the same day by 12:00 noon at FCTA Social Development Secretariat’s Exhibition Hall, Area 10, Garki-Abuja,

 

Please note that:

i).        A Company is not expected to tender for more than two (2) projects (packages). Tendering for more than   two   (2)   projects   shall   attract   automatic disqualification.

 

ii)         Due   Diligence   could   be   carried   out companies   to   verify   claims   included submissions;

 

iii)        Interested members of the public especially Civil Right Organization are invited to attend the opening exercise. They are expected to adhered to the Code of Conduct for Public Procurement Observers stipulated by the Bureau of Public Procurement,

 

iv).       Only companies prequalified shall be informed for further tendering process;

 

v).        The   advert   should    not   be   construed    as   a commitment on the part of the FCTA, nor shall it entitle responding companies to seek any indemnity from FCTA by virtue of such company having responded to this advert.

 

vi).       Successful   Companies   could   be   requested   to provide Performance Bond, whose value shall not be less than 10% of the contract sum before signing the contract.

9.       Evidence of VAT Registration and certificate

10.     Evidence of financial capabilities and Bank Support (Bank Reference) and

11.     Any other document that may complement the tender

 

(C)    Submission of Pre-Qualification and Collection Offender Documents

The Pre-qualification Documents must be accompanied with an evidence of payment of Five Thousand Naira (N5, 000.00) payable to the Federal payable to the Federal Polytechnic, Ilaro. The Pre-qualification documents must be submitted in a sealed envelope and marked at the top left hand corner “Pre-qualification for…” (the chosen project) and to reach the address below on or before 25th June 2012.

 

N. B: Only Pre-qualified bidders will be invited to tender for the project and no correspondence shall be exchanged with unsuccessful applicants.

 

The advertisement of invitation for pre-qualification should not be considered as a commitment on the part of this Polytechnic nor shall it entitle contractor to make any claims whatsoever and or seek any indemnity from the Polytechnic. It is also not an invitation to bid.

(a)   This is not an invitation to tender. Full tendering will be applied to only tenders that have been pre-qualified and found capable of executing the project.

(b)   This notice shall not be construed to be a commitment on the part of the Institute to award any form of contract to any respondents nor shall it entitle any organization submitting documents to claim any indemnity from the Institute.

(c)   Failure to comply with the above guidelines may lead to disqualification.

(d)   Late submission will not be entertained.

Invitation for Pre-Qualification of Contractors for Tertiary Education

Trust Fund (TETF) Year 2009 Special Intervention Projects (Batch 3)

 

For the completion of the above Intervention Programme, we are inviting interested companies to tender for the following on-going projects:

1.       Construction of Basement Floor in the construction of Laboratory/Workshop Block.

2.      Construction of Gangways connecting Laboratory/Workshop buildings and Classroom Blocks.

3.      Procurement of Panel/Laboratory Power Distribution System (TERCO Brand).

4.      Procurement of Universal Relay (TERCO Brand).

 

Method of Application:

Interested contractors should enclose the following for assessment:

i.        Certificate of Incorporation as a company in Nigeria issue by Corporate Affairs Commission (CAC).

ii.       Audited Accounts of the Company for the last three years.

iii.      Tax Clearance Certificate for the last three years.

iv.      Certificate of VAT registration and evidence of past remittances.

v.       Evidence of Financial Capability and bank support.

vi.      Evidence of similar projects successfully executed in the past.

vii.     Company’s profile including Curriculum Vitae/Certificates of technical    personnel and relevant equipment.

viii.    Affidavit of disclosure of Company Directors.

ix.      Annual Turnover of the Company.

x.       Evidence of registration with Federal Ministry of Works or other relevant bodies.

xi.      Evidence of registration with Akanu Ibiam Federal Polytechnic, Unwana.

 

Submission of Pre-Qualification Documents:

The Pre-qualification documents should be forwarded to the Registrar, Akanu Ibiam Federal Polytechnic, Unwana, on or before 2nd July 2012 and in a sealed waxed envelope with the name of the project clearly marked on the top left hand corner of the envelope.

 

The envelope containing the documents shall be opened by 12 noon on the expiration date, at the Council Chamber.

 

Please, note that only competent contractors shall be issued Invitation to Tender.
