Invitation for Expression of Interest (EOI) for the Construction of Facilities for University of Uyo at Main Campus under Build, Operate and Transfer (BOT) Scheme

 

Introduction

The University is desirous of developing the Main Campus with facilities which will be useful to the University community. The University therefore, intends to develop same by public participation through Build, Operate and Transfer (BOT) basis.

 

The construction of such facilities must conform with Federal Ministry of Works conditions of contract, the Nigerian building code conditions of contract and International Standards in such a manner as to provide affordable accommodation to end users/ student/University/public. Also the preferred Concessionaire shall maintain and operate the facilities to high standards on a financially sound basis over an agreed concession period.

 

In this regard therefore, the University intends to procure the services of experienced Concessionaires/Developers/ Consortium with full complement of relevant skills and experiences in provision of University facilities and infrastructure throughout the phases of the project life cycle. More specifically, the companies must be capable of undertaking convincing feasibility report, co-ordination and packaging that will assist in making strategic management recommendations to Council.

Interested Companies are hereby invited to submit Expression of Interest (EOI) for the procurement of facilities and infrastructure, stating areas of interest.

 

Submission of Expression of Interest (EOI)

The prospective concessionaires are expected to demonstrate financial, contractual and technical competence to undertake the task. The EOI submission should include but not limited to the following:

(i)      Application with full, name of Company, Developer or Consortium; contact          person(s), postal contact and e-mail addresses, telephone/ mobile numbers of    each corporate firm to be involved with their role clearly stated.

 

(ii)     The Concessionaire’s profile with that of would be associated partners with agreements properly documented with table of contents.

 

(iii)    Evidence of extensive knowledge and experience in the provision of such facilities/infrastructure of similar high profile, local and international projects; experience in construction/building works facility provision  through (PPP), with emphasis on BOT, will be an added advantage.

(iv)    Details of verifiable experience in the preparation and execution of similar        jobs from conception to completion by the Concessionaire and its partners    would be an added advantage.

 

(v)     Evidence of civic and statutory compliances including three years audited accounts, VAT, tax certificates, incorporated certificates. Pension remittances/NHIS remittances (Consortium should include documents of each corporate entity).

 

(vi)    Registration in the appropriate category with the University.

 

(vii)  List of Equipment and technical capacity. (Evidence of lease agreement should be included where applicable).

 

(viii) Provision of details of personnel (educational and professional registration) and level of expertise of key personnel of the Concessionaires and their partners must be clearly outlined.

 

(ix)   A letter authorizing University of Uyo to verify or cause to be verified. Claims with relevant agencies and bodies as submitted by the Concessionaire.

 

Upon receipt of EOI from interested Companies, the University shall evaluate and pre-qualify applicants. Thereafter, pre-qualified applicants shall be expected to provide an implementation plan with financial management proposals (funding and recovery plan) after payment of a non-refundable deposit of N100, 000.00 to the Bursary Department.

 

Interested and qualified Companies desiring to offer these partnership services to the University in this capacity should submit their application, with necessary documents, as outlined above among others, describing in details their proposed area of participation.

 

Submissions in two (2) spiral-bound copies should be signed, sealed in separate envelopes, clearly marked “Confidential” and boldly written Expression of Interest for the Development of Infrastructure (Specify Area of Interest) in the University of Uyo, Uyo) should be addressed and delivered to:

1.0     Introduction:

The Nigerian Ports Authority (NPA) hereby invites reputable and competent local and international consultants with relevant experience to submit expression of interest documents for comprehensive safety audit of fifty (50Nos.) petroleum tank farms in Lagos, Nigeria.

 

 

2.0.     Scope of Work

The scope of work includes, but not limited to the comprehensive safety audit of petroleum tank terminals in the Lagos area, bespoke training of Safety, Fire and Occupational Health personnel of the Authority in terminal safety audit amongst others.

 

 

3.0.    Expression of Interest Requirements

For expression of interest, interested companies should submit the following documents:

 

A.      Evidence of company registration with corporate Affairs Commission and

Articles of Association should be submitted.

B.      Evidence of 3 years audited accounts (2009-2011).

M.     For Joint Ventures (JVs), Memorandum of Understanding should be provided.

e)       Evidence of verifiable past experience in handling similar project.

f)       Reference/guarantee from a   reputable Bank – giving verifiable evidence of financial capacity to execute project applied for;

g)       Evidence of Registration with Financial Reporting Council (FRC) of

Nigeria;

h)      Evidence of payment of N20, 000.00 non-refundable fees for (for

tenders only),

i)       Evidences) of compliance with the provisions of Pension Reform Act

2004.

 

 

Submission of Pre-Qualification and Tender Documents

All pre-qualification and tender documents (i.e. technical and financial bids) are to be neatly bound and placed in two separate sealed envelopes, clearly marked at the top with the lot and title of the projects); specifying the content of each envelop (whether technical or financial bid). Please ensure that the Company’s functional telephone numbers are written on the top left side of the envelopes. Companies interested in more than one project are, therefore, required to apply separately for each project. The envelopes should be addressed to:
