Request for Expression of Interest from Prospective Contractors for the Execution of Capital Projects Under 2012 Budget

 

The Central Bank of Nigeria is proposing to undertake, under its 2012 budget the renovation of Some CBN properly adjoining newly developed Branches for forestall dilapidation and provide additional functional spaces for the Bank’s operations.

 

Consequently, the Bank wishes to invite reputable building contractors to express interest to undertake the projects

 

  • Total Refurbishment of CBN Enugu Old Branch Building (Ref CBN/CDP/ 2012/009)
  •  Renovation of the old Treasury of CBN Port Harcourt Branch (Ref CBN/CDP/2012/010)

 

The project involves rehabilitation works and the replacement/upgrading of elements of the existing facilities and appertaining equipment.

 

PREQUALIFICATION REQUIREMENT

Interest and competent contractors wishing to carry out the above job must submit the following documents with the expression of interest:-

 

Mandatory: (Without which companies will be disqualified)

       i.            Evidence of registration with Corporate Affairs Commission.

     ii.            Certified true copy of Memorandum and Article of Association.

  iii.            Evidence of payment of tax for the last three (3) years as at when due (such evidence reflect the value of the projects undertaken by the Company in the last three (3) years)

  iv.            Certificate of Compliance issued by the National Pension Commission as evidence of fulfilling employer’s obligation to employees with respect to pensions.

    v.            Evidence of payment of training contributions to ITF (Industrial Training Fund)

  vi.            Evidence of Registration with FRC (Financial Reporting Council of Nigeria)

Others

(vii)     Comprehensive company profile.

 

(Viii)   Proposed Management team, Organizational Chart, with CV’s of Key personnel to be deployed on the project

 

(ix)      Evidence of successfully executing projects within the last five years, similar in scope & complexity, and costing not less than N250 Million, (Copies letters of award & successful completion certificates and supporting reference letters should be attached)

 

(x)       Reference letter from bank stating willingness to grant a credit line of a minimum of N80 Million in order to carry out such a project

 

(xi)      Current Company’s audited statement of accounts for the past 3years, and duly stamped by a registered Auditor. (Note that account statement will be compared with submitted tax clearance certificates.

 

(xii)    List of equipment to be deployed for the project and evidence of ownership or lease.

 

(xiii)   Proposed method statement for the execution of the project.

 

(xiv)    Health, Safety and Environment (HSE) Policy.

 

(xv)     Quality Assurance Policy (Evidence of ISO Certifications will be an advantage)

 

(xvi)     Evidence of commitment to Local content policy.

 

(xvii)    Company’s registered address, functional contact email address.

The Government of Ekiti State, Nigeria proposes to undertake the following projects:

 

i.            Construction of General Hospital, llawe-Ekiti;

ii.            Construction of General Hospital, lye-Ekiti Reputable firms.

 

Reputable firms, interested in the construction/renovation of the above projects are requested to send in their tenders for that purpose.

 

REQUIREMENTS

Tenderers are required to submit proposals with the following requirements which shall be used as criteria for preliminary selection:

 

Mandatory (without which the firm will be disqualified):

i.            Evidence of incorporation with the Corporate Affairs Commission;

ii.            Evidence of professional license to execute a construction of such magnitude

iii.            Evidence of payment of tax by the firm for the last three (3) years as at when due;

iv.            Evidence of payment of overhead tax and development levy by the CEO of the company in Ekiti State, Nigeria for the last three (3) years;

v.            Evidence of registration of business premises in Ekiti State Nigeria:

vi.            Evidence of registration as contractor with Ekiti State Bureau of Public Procurement;

  1. Verifiable list of major construction equipment and facilities including registration numbers location (where the equipment can be inspected) and remarks whether owned or hired, lease agreement must be provided for hired equipment;
  2. Evidence of access to credit/funds of up to N200,000,000.00:

ix.            Six (6) months bank statements and reference letter from the bank.

x.            List of verifiable documentary evidence of at least two (2) similar jobs not less than N500,000,000.00 each successfully executed within the last 3 years including  their letters of awards, completion certificate and relevant certificates of valuation where the job(s) are on-going;

xi.            Evidence of payment of training contribution to the Industrial Training Fund (ITF);

  1. Evidence of compliance with the employees’ compensation act, i.e. remittance of 1% of total emolument of your workers to Nigeria Social Insurance Trust Fund (NSITF)
  2. Sworn Affidavit that
  • The Company is not bankrupt
  • The Company does not have directors convicted by any court in Nigeria or other countries for any criminal offence in relation to fraud or financial impropriety

xiv      Evidence of registration with PENCOM, Pension and Social Security contributions and remittance to PENCOM Fund Administrator

 

xv       Corporate Profile of the firm including CV of the key personnel supported by professional license, registered address, functional contact email address, phone number(s)

 

xvi. Audited account in the last five (5) years duly stamped by licensed auditors;
