Sustainable Water and Sanitation in Africa (SUWASA) is a six year regional initiative launched in September 2009 and financed by the US Agency for International Development (USAID) and implemented by Tetra Tech (a company based in the USA) from the regional office in Nairobi, Kenya. The initiative is designed to encourage long-term financial sustainability of water and sanitation services delivery in Sub-Saharan Africa through the application of market-based principles and engagement of the private sector within a conducive policy and regulatory framework.

 

In Bauchi state, SUWASA is implementing a three year reform programme that targets to support to deliver water and sanitation services to one million people living in urban, peri urban and unplanned settlements with little or no access to safe, affordable, reliable and Sustainable water and sanitation services. The project’s focus is to address the wide range of challenges which prevent the Bauchi State Water Board (BSWB) from providing improved water and sanitation services to its population. The major output of the reforms in Bauchi is the transformation of the Bauchi State Water Board into a commercially oriented Bauchi State Water and Sewerage Corporation (BSWC). The changes are enshrined in the draft legislation due to be passed by the Bauchi House of Assembly.

 

SUWASA is requesting expressions of interest (EOI) from qualified consultancy firms in organizational development systems to develop new organisational structures based on the institutional framework for the BSWSC to enable it successfully carry out its mandate in line with its mission and vision for better and improved water and sanitation service delivery.

 

The assignment will include design and development of an organisation structure for the new BSWSC, development of a human resources development strategy. Job Profiles, Remuneration, development of competitive salary scales for a state owned corporation and Incentive Schemes; development of performance based contracts both at unit level and individual levels. We also anticipate that the sub-contractor will develop transitional arrangements from BSWB to BSWSC.

 

Due to the nature of these services, only those firms possessing demonstrable knowledge, experience, expertise and performance in projects of similar nature or in this field of activities are encouraged to participate. If interested, send an EOI not to exceed five pages responding to the following:

 

  • Explanation of the firm’s understanding of the work to be performed;
  • A capability statement indicating a brief proposed approach;
  • Documentation substantiating the firm has a minimum five years of experience in the relevant sector;
  • 3 references with description of tasks for similar work performed by the firmin Nigeria, West Africa or elsewhere in Africa in comparable socio-economic conditions:
  • Firm’s profile and registration status in Nigeria.

 

Firms will be shortlisted based on the responses to the above points.

Call for Expression of Interest from Social and Economic Development Vendors, Service Providers, NGOs/CBOs and Consultants to work with PIND in the Niger Delta.

 

The Foundation for Partnerships Initiative in the Niger Delta (PIND) is a non- profit Foundation established in 2010 with initial funding by Chevron to support a portfolio of socio-economic development programs for the Niger Delta in order to improve standards of living of communities in the region.  PIND supports projects in collaboration with a diverse range of donor partners including bilateral and multi-lateral aid agencies, federal and state government agencies in Nigeria, private companies and foundations. With an overarching goal of increasing income and employment in the region, PIND has four distinct but interrelated program areas. They are:

 

  • An economic development program focused on generating opportunities for pro-poor market development and employment generation.
  • A capacity building program that will build the service delivery and engagement capacity of government, civil society and communities.
  • A peace-building program that strengthens conflict resolution mechanisms for enabling integrated peace and economic growth.
  • An analysis & advocacy program that improves analysis and understanding of systemic constraints to growth in the Niger Delta region.

 

PIND is charged with promoting socio economic development through partnerships in the Niger Delta. The PIND head office is in Abuja with field operations located at the Economic Development Centre in Warri and Port Harcourt. PIND works in a number of agricultural value chains and other areas of economic activity and is interested in partnering with vendors, service providers, CBOs/NGOs and consultants that are capable of implementing and monitoring interventions that contribute to fulfilling its mission.

 

PIND is at this time compiling a data base of qualified service providers for 2013.  This is a call for expression of interests from organizations working in the fields of social and economic development in the Niger Delta region and that are currently registered with the Corporate Affairs Commission (CAC) to forward their profile for registration with PIND. Organisations based in the Niger Delta region are particularly encouraged to respond. NGOs that meet PIND’s selection criteria will be placed on a register of preferred service providers and will be invited to tender for implementation projects as they arise. Below is the type of organizations that can express their interest to register with PIND:

A.   Preamble:

The Nasarawa State University, Keffi, Nasarawa state invites interested, competent and reputable Contractors, to make submission for pre-qualification/expression of interest (EOI) for the construction and equipping of Entrepreneurship Development Centre.

 

B.   PROJECT DESCRIPTION

The Entrepreneurship Development Centre has the following components: Construction of Skill Acquisition Workshops, Furniture and Equipment and procurement of Generator.

 

C.   Pre-Qualification Criteria

Interested Bidders are expected to submit documents for Pre- qualification as enumerated below:

I.       Compulsory and Mandatory Criteria

a.       Evidence   of   Registration   with   Corporate  Affairs Commission (CAC) and Nasarawa State University, Keffi.

b.       Company Audited Account for the last three (3) years (2010,2011 and 2012).

c.       Evidence of Tax clearance Certificate for the last three (3) years (2010, 2011 and 2012).

d.       Evidence of VAT Registration and remittance with FIRS TIN number.

e.       Evidence of remittance of pension and social security contribution of employees with PENCOM.

 

II.      Other Criteria

  1. Comprehensive Company Profile indicating Technical and   administrative   Staff   strength,    with academic/professional qualifications (CV) and years of experience of key personnel available for the project.
  2. Evidence of relevant verifiable experience in at least 5 projects of similar nature and complexity executed in Nigeria over the last five (5) Years indicating cost, duration of execution, practical completion certificates as well as reference letters and award letters.
  3. Evidence of social responsibility in terms of endowment, sports and TET-Fund contribution.
  4. Letter of Financial Reference from a reputable Bank and consent to allow for verification with Bankers,
  5. A declaration or a sworn affidavit indicating the following:

(i)                That all documents submitted are genuine and verifiable.

(ii)              That none of the directors has been convicted in any court from any criminal offence including fraud or financial impropriety.

(iii)           Whether any officer of Nasarawa state University is a former or present director, shareholder or has any pecuniary interest in the company

(iv)           That there is no promise of a gift or inducement in any form to any staff of the University,

(v)              That the company is not in receivership, insolvent bankrupt.

 

 

Please   note   that   failure   to   provide   any   of   CI(a-e)   will automatically disqualify the bidder.

 

D.   Submission of Pre-Qualification Documents

a.                The Technical bid (Pre-qualification Documents) should be sealed and clearly marked in an envelope and labeled “Pre-Qualification/Expression of Interest for the construction and equipping of the Entrepreneurship Development Centre at the top right corner and addressed to:

E.   Closing date for submission

The closing date and time for the submission in respect of this exercise is on before 20th February, 2013 at 11:00am. Any document submitted after this date and time will be rejected.

 

 

F.   Opening

a.       The bids are schedule to be opened on the same date at 12:00 noon at the Senate Chamber of the Nasarawa State University, Keffi.

b.       All prospective Contractors are invited to the public opening ceremony and also advised to bring along relevant original documents for sighting

c.       Please note that only pre-qualifled Contractors shall be invited to tender

1.0   Preamble:

The Anambra State Government is desirous of leasing its Schools of Nursing and Midwifery located at Nkpor, Idemili North Local Government Area of Anambra State to interested private operator/proprietor(S) for five years at the first instance with a view to ensuring optimal performance and more effective and efficient realization of the objectives of establishing the institutions.

 

2.0   Objective:

The main objective of the lease arrangement is to achieve optimal development of the two institutions through constructive engagement of experienced private organizations to manage the institutions effectively, as part of strategic partnership of the State Government with the private sector for health sector development.

 

3.0   Staff Disposition/Infrastructure:

The personnel and infrastructural profile of the schools meets the standards of the Nursing and Midwifery Council of Nigeria, The facilities on the ground and present staff disposition (both academic and non-academic) are push factors for the future growth and development of the institutions. The institutions have also turned out Nurses and Midwives many of whom are serving meritoriously in many health institutions within and outside the nation.

 

40   Inspection:

The facilities in the institutions will be open for inspection from 4th to 18lh February, 2013 with the written approval of the Hon. Commissioner, Ministry of Health, Awka.

 

5.0   Expression of Interest/Submission of Bids

All interested Applicants are required to submit detailed Organizational/Company profile and an Expression of Interest indicating   Plans   (Rehabilitation   and Development Work Plan) for the following:

i)                   Improvement of existing facilities and construction of additional one.

ii)                Effective and efficient management of academic and non-academic activities.

iii)              Financial operations.

 

The following documents should also accompany the application/bids to facilitate prequalification and consideration of bids:

 

i)                   Evidence of incorporation or registration with Corporate Affairs Commission, including passports of the Director/Proprietors.

ii)                Evidence of Affiliation/Registration with National Council of Nurses and Midwifery of Nigeria.

iii)              Three Years Tax Clearance Certificate, with Tax Identification Number (TIN) where applicable.

iv)              Evidence of financial capacity to implement the projects.

v)                Evidence of having carried out similar projects in the past.

vi)              Verifiable functional office.

vii)           Amount payable to Government for the lease period of 5(five) yeacs at the first instance.

viii)         Renewable fee for the Lease.

 

 

All expression of interests, marked “ANSG/20112/SNS-NKPOR” at the top right hand corner of the envelope, should be accompanied with evidence of payment of non-refundable tender fee of N100, 000, 00 (one hundred thousand naira) only, in Bank draft, payable to the Anambra State Government, and submitted by hand not later than  26th February, 2013  to:
