Sustainable Water and Sanitation in Africa (SUWASA) is a six year regional initiative launched in September 2009 and financed by the US Agency for International Development (USAID) and implemented by Tetra Tech (a company based in the USA) from the regional office in Nairobi, Kenya. The initiative is designed to encourage long-term financial sustainability of water and sanitation services delivery in Sub-Saharan Africa through the application of market-based principles and engagement of the private sector within a conducive policy and regulatory framework.

 

In Bauchi state, SUWASA is implementing a three year reform programme that targets to support to deliver water and sanitation services to one million people living in urban, peri urban and unplanned settlements with little or no access to safe, affordable, reliable and Sustainable water and sanitation services. The project’s focus is to address the wide range of challenges which prevent the Bauchi State Water Board (BSWB) from providing improved water and sanitation services to its population. The major output of the reforms in Bauchi is the transformation of the Bauchi State Water Board into a commercially oriented Bauchi State Water and Sewerage Corporation (BSWC). The changes are enshrined in the draft legislation due to be passed by the Bauchi House of Assembly.

 

SUWASA is requesting expressions of interest (EOI) from qualified consultancy firms in organizational development systems to develop new organisational structures based on the institutional framework for the BSWSC to enable it successfully carry out its mandate in line with its mission and vision for better and improved water and sanitation service delivery.

 

The assignment will include design and development of an organisation structure for the new BSWSC, development of a human resources development strategy. Job Profiles, Remuneration, development of competitive salary scales for a state owned corporation and Incentive Schemes; development of performance based contracts both at unit level and individual levels. We also anticipate that the sub-contractor will develop transitional arrangements from BSWB to BSWSC.

 

Due to the nature of these services, only those firms possessing demonstrable knowledge, experience, expertise and performance in projects of similar nature or in this field of activities are encouraged to participate. If interested, send an EOI not to exceed five pages responding to the following:

 

  • Explanation of the firm’s understanding of the work to be performed;
  • A capability statement indicating a brief proposed approach;
  • Documentation substantiating the firm has a minimum five years of experience in the relevant sector;
  • 3 references with description of tasks for similar work performed by the firmin Nigeria, West Africa or elsewhere in Africa in comparable socio-economic conditions:
  • Firm’s profile and registration status in Nigeria.

 

Firms will be shortlisted based on the responses to the above points.
