UNICEF Nigeria Country Office is calling for interested qualified services providers to submit applications to become prequalified in relation to upcoming Request for proposal (RFP) to be issued by UNICEF for Contractual Management

 

 

Background

UNICEF Nigeria County Office plans to establish a Long Term,

Agreement (LTA) with an international organization to manage the provision of the professional services of vaccine security, social mobilization, Learning and gifts education, water and environmental sanitation consultants and other professionals to support UNICEF programmes with the Government of Nigeria in its goals of eradicating polio and strengthening routine immunizations, improvement of learning and girls education and provision of safe water sources.

Estimated number as consultants for 2013 are 540 and the LTA duration is for up to two (2) years.

 

Major Tasks

  1. Manage a pool of consultants and technical experts for planning, Implementation, monitoring and evaluation of specific activities at the federal, state and LGA levels per the individual work schedules
  2. Organize the movement of these consultants throughout the states and LGAs and FCT for effective coverage of programme activities as specified in programme schedules.
  3. Provide a monthly summary report of all activities and expenditures on authorized activities of personnel.

 

Qualifications, Specialized Knowledge and Experience

  1. Reputed NGO or Consultancy/Management organization with experience of large scale orated management and human resources management in social mobilization activities of development programmes.
  2. Capacity to handle disbursements of large sums of money with experience in field level monitoring and investigations.

 

Mandatory Requirements for Prequalification

  1. Minimum of 5 years of existence; submit legal Registration Certificate.
  2. Minimum of 3 years of experience in provision of similar services and implementation of similar contracts: submit List and  details of completed/ ongoing contracts in Nigeria, including certificates of satisfactory completion of similar projects.
  3. Financial Capacity of average annual turnover of USD1M for the last three years and Financial Sustainability: submit audited financial statement and/or credit rating report
  4. Personnel: office organogram and CVs of minimum of three (3) key staff

Interested service providers are encouraged to complete and submit the Supply Profile Form (SPF), which can be downloaded from www.unicef.org/nigeria/about_3841.html  or obtained by sending an enquiry to abujasupply@unicef.org.

 

 

EOIs should be sent to e-mail: abujasupply@unicef.org, not later than 20 February 2013 COB. Please quote “Eol Contractual Management Services” as subject in your correspondence.

 

This EOI does not constitute a solicitation. We do not require bids or proposals at this stage; we merely seek your expression of interest in participating in the tender.

 

A response to this Request for Expression of Interest does not automatically ensure that you will be selected to participate in the tender.

 

 

UNICEF reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process, UNICEF also reserves the right to require compliance with additional conditions as and when issuing the final tender document.

Notice is hereby given by the Central Bank of Nigeria on behalf of DMO that the Federal Government of Nigeria Treasury Bills of 91, 182 and 364-day tenors amounting to N40,647,810,000,  N50,000,000,000 and N80,000,000,000 respectively would be issued by Dutch auction on Thursday, February 21, 2013.

 

 

All Money Market Dealers should submit bids through the CBN TEMENOS INTERNET BANKING between 9.00a.m and 11.00 a.m. on Wednesday, February 20, 2013.

 

Each bid must be in multiple of N1, 000 subject to a minimum of N10,000. Authorized Money Market Dealers are allowed to submit multiple bids. A bid may be for authorized Money Market Dealers own account, Non – Money Market Dealers or interested members of the public. The result of the auction would be announced by 11.30 a.m. on Wednesday, February 20, 2013. The Bank reserves the right to reject any bid.

 

Allotment letters would be issued for successful bids on Thursday, February 21, 2013, while payment for successful bids should be made to your account with the Central Bank of Nigeria not later than 11.00 a.m. on Thursday, February 21, 2013.

It should be noted that Ekiti land comprises of both thick and light forests, hence the need to specify the forest of interest is very important. Land clearing operations involve:

 

(i)                Land Layout

(ii)             Tree felling

(iii)           Cross cutting and packing

(iv)           Rome ploughing

 

It should also be noted that agricultural land clearing demands technicalities and experience. Therefore the following guiding principles must be strictly adhered to:

  1.        i.            Scraping of the top soil should be avoided.
  2.      ii.            Tree must be properly felled.
  3.   iii.            Tree felled must be cross cut and packed in rows. Packing should be in lots of 20ha each.
  4.   iv.            Scattered trees (not more than 3 in a lot) should be allowed to remain/stand in the lots. Preferably locust bean trees.
  5.      v.            Removal of the top soil should be seriously avoided.
  6.   vi.            In the attempt of felling tree(s), pits dug should be leveled.
  7. Rome ploughing is to be done across the slope.
  8. Rome ploughing should break the hard pan soil and cut the buried roots of the tree felled.

 

Interested contractors should send in their ‘Expression of Interest to the Permanent Secretary, Ministry of Agriculture and Natural Resources. Attention of Director, Planning Research and Statistics not later than 27th  February, 2013

Your’ Expression of Interest should include the following:

(a)     Time line of operation.

(b)      Type of equipment possessed/equipment mobilization.

(c)      Financial capability and mobility.

(d)     Experience on similar job.

(e)      Technical partner(s) if any.

(f)      Office location within Ekiti State.

(g)     Evidence of 3 years development levy payment (2011, 2012  & 2013).

(h)     Tax clearance for the last 3 years.

(i)      Registration with the Corporate Affairs Commission (CAC).

(j)      Registration with the State Ministry of Works.

(k)     Registration with the State Ministry of Commerce.

(l)      Payment of Tender fee.
