Introduction: The Akwa Ibom State Government, through the Ministry of Housing & Urban Renewal is desirous of Constructing a Leisure Park in Eket. In view of this, interested and established Construction Companies are hereby invited to submit tenders for Pre-qualification for the Urban Renewal Works, on a design and build basis.

The Proposed Plaza is to be developed as a Civic Space on the parcel of land adjacent to the Eket Stadium. The design should include and incorporate the existing Cenotaph, and should include, but not limited to the following:-

(i)      A Plaza

(ii)    Children’s Play Area

(iii)   Outdoor Games Area

(iv)   Sales Outlets for Foods and Drinks

(v)               Administration Building

(vi)    Beautiful and Functional Landscaping Features

(vii)   Necessary Mechanical & Electrical Installations

(viii) Maintenance Facilities

2.       Requirements

Interested construction companies are invited to submit the following

documents:

i)       Evidence of Registration with the Corporate Affairs Commission (CAC)

ii)      Evidence of current registration with the Akwa Ibom State Finance and General Purposes Committee

iii)     Tax Clearance Certificate for the last three (3) years

iv)     Article of Memorandum of Association of the company

v)      List and verifiable documentary evidence of similar Jobs successfully executed (or being executed in the last three years with a minimum contract sum off N1,000.000.000.00 (One Billion Naira) each including their letters of award, contract agreements, and relevant completion

vi)     List of equipment to be used for the projects and their locations. State

whether the equipment is on lease, hired or owned.

vii)    List of key professionals to be attached to the project, their qualifications and experience. Enclose photocopies of professional certificates where applicable.

viii)   Audited account of the bidder for the last three (3) years duly endorsed by a firm of Chartered Accountants.

ix)    Bank Statement of the company for the last two (2) years.

x)     Letter authorizing the Akwa Ibom State Government and their representatives to cross check the submitted company’s account

xi)    Evidence of payment of a non-refundable fee of N250,000.00 (Two Hundred and Fifty-Thousand Naira only) into the State Government Revenue Account Head 402 Sub-Head 140.

6.       Completed and Signed Documents for the advertised project in sealed envelopes marked Confidential should be submitted to the Secretary. Finance and General Purposes Committee and the Tender Register must be signed.

7.       The Committee may at its discretion, reject any Tender which does not conform with the basic Tendering rules.

8.       The Committee is not bound to accept the lowest Tender or any Tender.

9.       All Completed Tenders must be submitted on or before 3st May 2013.

10.     Late Tenders will not be accepted.

As part of the urban renewal and physical transformation programme of the Government of Kogi State, the main arterial road in the Lokoja metropolis is to be re-constructed with all-inclusive user-friendly features. Furthermore, the western end of the artery is to be dualised to complete the dualised loop from the northern end. In the realisation of this objective, the Kogi State Government invites applications from qualified, interested, competent and financially capable contractors to apply for pre-qualification for the re-construction and dualisation of the following roads:

Lot 1 – Re-construction of police zone 8 roundabout/Murtala Mohammed/New Market Road, Lokoja

Lot 2 – Dualisation of Kaduna Junction/Kogi circle/Barracks/police zone 8 round about Road, Lokoja.

Pre-Qualification Requirements

The following documents should be submitted in the order listed for the purpose of assessment.

1.       Evidence of incorporation of the company with the Corporate Affairs Commission (CAC)

2.       Memorandum and Articles of Association of the company and an up to date annual returns with the CAC.

3.       Company profile, with Certificates, telephone numbers and e-mail addresses of key personnel.

4.       Tax Clearance Certificate for the last three years, i.e. 2010, 2011, 2012

5.       Company audited account over the last three years.

6.      Evidence of VAT registration.

7.       Evidence of successful completion of similar projects. (Letters of Commission and Certificates of practical completion)

8.       Reference letter from a reputable bank.

9.       Sworn affidavit certifying the following:

i.        The company is not in insolvency or receivership.

ii.       The company does not have any Director who has been convicted by any court for financial offence in relation to fraud or financial impropriety.

iii.      That no Officer of Kogi State Government is a former or present director or shareholder of the company.

iv.      That there has been no promise of any gift in any form to any Kogi State Government official.

10.     Verifiable evidence of relevant equipment and facilities and their location (where they can be inspected) with proof of ownership, hire or lease agreement.

11.     All photocopies of documents should be submitted in colour. Originals should be made available for sighting on request.

Institutional Brief

The University of Port Harcourt Teaching Hospital is one of the Tertiary Health Institutions established in 1980 by the Federal Government to provide excellent medical services, manpower training and research.

The Hospital moved to its Permanent Site next door to the University of Port Harcourt in 2006 and has been expanding rapidly with structures, services and personnel.

Specification of Interest and Scope of Work

Expression of Interest (EOI) is invited from reputable companies/investors, Banks and financiers in property development to Build, Operate and Transfer (BOT) a Staff Housing Estate in the Hospital in line with the Federal Government’s policy on Public Private Partnership (PPP). Please note that apart from the provision of land, the PPP arrangement will be 0% (zero percent) financed by the Hospital.

The estate will comprise of 25 nos. 8 unit 3 bedroom houses, 34 nos. 6 unit 2 bedroom houses and 5 nos. 12 unit 1 bedroom houses giving 150 nos. 3 bedroom flats, 204 nos. 2 bedroom flats and 60 nos. 1 bedroom flats.

The Shopping Complex will be a storey building comprising of 32 nos. rental shops, 4 nos. business centres/cyber cafes, two nos. supermarkets and 2 nos. restaurants with attached cooking areas, including toilet facilities, newspaper stand and large parking lot.

Requirements

The prospective investors/financiers/bank will be required to submit all the

under-listed documents:

i.        Company Profile and organizational structure with names and qualification(s) of key personnel.

ii.       Certificate of Registration (Incorporation) with the Corporate Affairs Commission.

iii.     Evidence of registration with the Federal Ministry of Works.

iv.               Evidence of Contributory Pension Scheme for staff.

v.       Evidence of VAT Registration and remittance in the last 3 (three) years. vi.       Evidence of 3 (three) years Audited Annual Report.

vii.    Evidence of financial capacity/capability to handle the job and bank reference.

viii.    Evidence of technical capacity/capability, covering quality management

services in the field of design, construction and maintenance to match the

scope.

ix.     Evidence of relevant experience in executing similar projects, giving         scope, location, value and schedule.

Interested companies who are to source and fully finance the project and recover the cost are requested to visit the Hospital to assess the scope of work before putting in their interest.

Prospective investors/financiers are to pay a non-refundable fee of N50,000.00 (fifty thousand naira) only into the Hospital’s Main Account at the Sterling Bank Plc, UPTH Branch, Account Number – 0004722932. Original copy of the receipt should be attached to the EOI.
