Invitation for Expression of Interest as Financial Consultant

1.0     Introduction

The Industrial Training Fund (ITF), a foremost Human Resource Development Agency, with a wide network of Offices in the Country, seeks to engage the services of reputable Accounting Firms to assist in its Revenue Generation.

2.0     Scope of Work

The Amendment Act, 2011, of the Industrial Training Fund, has expanded the scope of its operation in both Training and Revenue Generation. In this regard, Employers of Labour with five or more Employees and or a Turnover of N50 Million and above are mandated by the Act to contribute to the Fund, 1% of their Annual Payroll as Training Contribution. Accordingly, the Fund requires interested reputable Accounting Firms to assist in Revenue Generation. Specifically, successful Accounting Firms will be required to:

I.            Discover eligible companies not registered with the Fund, and to collect Training Contribution from the discovered companies

II.            Carry out Verification of the Accounts of companies registered with the Fund to ascertain the correctness of Training Contribution paid.

3.0              Requirements   for   Submission   of   Expression   of Interest

All interested Accounting Firms, who wish to submit Expression of Interest (EOI) must include, but not limited to the following:

  1. Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC).
  2. Evidence of Firm’s registration for Value Added Tax (VAT).
  3. Certificate of Tax Clearance for the past three years (2010 – 2012).
  4. Evidence of membership of Professional Association, such as ICAN/ANAN/ACCA.
  5. Evidence of being licensed to practice by any of the Professional Accounting Bodies and must have been in existence for the past five (5) years.
  6. Evidence of registration/renewal with the Office of the Auditor-General of the Federation.
  7. Evidence of Registration with Financial Reporting Council of Nigeria.
  8. Evidence of Compliance with Pension Reform Act, 2004.
  9. Certificate of Compliance with Section 6 (1 – 3) of the Industrial Training Fund Amendment Act, 2011.
  10. A brief profile of the Firm, including type of services offered, the years established, form of the organizations, location of offices; and number of employees.
  11. Verifiable evidence of similar job carried out in other organization.
  12. Sworn Affidavit that none of the Directors/Partners/Owners of the Firm is an ex-convict or bankrupt.

4.0     Submission of Expression of Interest Documents

The Expression of Interest Documents shall be submitted, in sealed envelope, addressed to the Director General/Chief Executive, Industrial Training Fund, Miango Road, Jos and marked boldly at the right hand corner “EXPRESSION OF INTEREST AS FINANCIAL CONSULTANT” and dropped in the Tender Box at the Headquarters Complex Reception, Jos, on or before 12:00 Noon Thursday, 6th June, 2013.

5.0     Opening of Expression of Interest Documents

Expression of Interest Documents shall be publicly opened at 12:30 pm on the 6th June, 2013. Representatives of Firms that respond to this advertisement are invited to attend and witness the Expression of Interest opening.

6.0     Note

I.       Late submission of application will be rejected.

II.      Due diligence could be carried out on the Firms to verify claims mentioned in submissions.

III.     Successful Firms will be invited for Interview at the I.T.F Headquarters, Jos, Plateau State.

IV.     This invitation for Expression of Interest is not a commitment on the part of the Fund for engagement nor would it entitle the Firm to make any claims whatever and seek indemnity from the Fund by virtue of having responded to the advertisement

Request for Expressions of Interest 

This request for expression of interest follows the General Procurement Notice (GPN) for the Commercial Agriculture Development Project which appeared in “This Day” Newspaper of 22nd July, 2009.

The Lagos State Government through the Federal Government of Nigeria has received a credit from the International Development Association (hereinafter referred to as IDA) towards the cost of Commercial Agriculture Development Project (CADP) and it intends to apply part of the proceeds of this credit to payments under the contract for the following Consultancy Services:

1        Conduction of Beneficiaries Assessment

2        Design of Post Harvest Processing Centres (for Aquaculture. Poultry & Rice), Farmers Mart and Fish Marketing Stalls.

3        Engineering Design & Supervision of Energy

4        Staple Crops Processing Zone (SCPZ) in Lagos State

The CADP is to support the strategy of:

•        Diversifying into non-oil sources of growth and away from overdependence on oil and gas.

•        Bringing considerable global experience and knowledge on value chain development and small-holder commercialization.

•        Development of comprehensive and harmonized framework of support for agricultural commercialization, which includes capacity building, provision of critical public goods and development of market linkages

•        Identifying challenges and opportunities for growth and particularly agricultural growth in Lagos State.

 

The Lagos State Commercial Agriculture Development Project now invites eligible consultants to indicate their interest in providing any of the services.

Interested consultants (Firms or Individuals) must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff, etc.) Consultants may j associate to enhance their qualifications.

 

Consultants will be selected under Consultant Qualification (CQ) in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Bo/rowers (current edition).

Enugu State Ministry of Works & Infrastructure, behalf of Enugu State Government, invites sealed bids from contractors with proven experience and competence for the Construction of Pavement Delineation on the major roads in Enugu State.

Bid documents can be obtained from the Department (Planning, Research & Statistics), Ministry of Works & Infrastructure, on payment of (N50, 000.00) (Fifty thousand naira) only, non-refundable tender fee.

(B)     Enugu State Government embarks on design and development of public buildings. In compliance with Due Process guidelines, therefore, the Ministry of Works & Infrastructure hereby publicly invites competent and interested architects with relevant experience to apply for pre-qualification for the programme.

(C)     Qualified Engineers, Architects, and Builders are also invited to apply for pre-qualification for Project Management Services in Enugu State.

(D)   Requirements

The pre-qualification and bid documents each should include:

i.        Evidence of current registration with Ministry of Works & Infrastructure in relevant areas of work.

ii.       Evidence of registration with Corporate Affairs Commission (CAC)

iii.      Memorandum and Articles of association

iv.     Company profile and name/curriculum vitae of the Principal officers of the company.

v.       Three (3) years Company Tax Clearance Certificate (2010-2012).

vi.      Evidence of verifiable experience on similar projects executed in the last 3 years.

vii.     Bank reference from a reputable bank (for pre-qualification documents only).

viii.    Payment of non-refundable processing fee of N25,000.00 (Twenty Five thousand naira) only (for ore-qualification only).

ix.      VAT registration Certificate.

x.       Evidence of Two Percent bid Security of the amount quoted for the construction of Pavement delineation.

Completed documents should be in sealed envelope, addressed to the Permanent Secretary, Enugu State Ministry of Works & Infrastructure and submitted to the Director (PRS) of the ministry at a date not later than 27th May, 2013.
