Expression of Interest (EOI) for Provision of Consultancy Services

 

The Central Bank of Nigeria is desirous of engaging the services of specialist Information Technology and Security Services Consultants for the effective and efficient deployment of ICT infrastructure and security monitoring and surveillance solutions in some of its on going Capital Development Projects which include the Development of International Convention Centre, Development of International Training Centre, Development of CBN Branch Buildings and other CBN owned properties.

 

The consultants are among others responsibilities, expected to carry out the following:

 

  1. Identify and put in proper perspective the full architecture of IT and security Installations/Equipment in all CBN physical development projects.
  2. Undertake the design and deployment of efficient Security and Surveillance solutions in the Bank’s projects.
  3. Undertake the design and deployment of workable ICT infrastructure Solutions.
  4. Supervision and coordination of the Implementation of such solutions to completion.
  5. Render regular project progress report to the Bank.
  6. Review documented issues on installed existing ICT and Security and Surveillance Solutions and make recommendations to Management for possible resolution.
  7. Vet and approve all IT and Security Installations related shop drawings on all on-going projects.
  8. Identify manpower requirements and development needs in respect of installed IT and Security installations and other shared facilities.
  9. Undertake the testing and commissioning of completed installations.
  10. Continuous review of existing installation with a view to making improvement that would benefit the Bank.

 

Consequently, reputable firms interested in rendering such specialist services to the Bank, are requested to send in their Expression of Interest (EOI) for that purpose.

 

 

Requirements

Interested firms are required to submit proposals prepared in English Language with the following requirements which shall be used as criteria for preliminary selection.

 

Mandatory (Without which companies win be disqualified)

(i)                Evidence of registration with Corporate Affairs Commission.

(ii)             Certified true copy of Memorandum and Article of Association.

(iii)           Evidence of payment of tax for the last three (3) years as at when due (such evidence should reflect the value of the projects undertaken by the Company in the last three (3) years).

(iv)           Certificate of Compliance issued by the National Pension Commission as evidence of fulfilling employer’s obligation to employees with respect to pensions.

(v)             Evidence of payment of training contributions to ITF (Industrial Training Fund).

(vi)           Evidence of Registration with FRC (Financial Reporting Council of Nigeria).

 

 

Others

  1.        i.            Evidence of participation in similar IT/Security Consultancy Services (of value not less than N200 Million)
  2.      ii.            Corporate profile of the firm including CV of key personnel supported by Professional licenses, registered address, functional contact email address, GSM phone number(s), facsimile number(s).
  3.   iii.            Audited accounts in the last three (3) years duly stamped by licensed Auditors.
  4.   iv.            Verifiable reference of related services rendered in the last three (3) years (attach letters of engagement)
  5.      v.            References of satisfactory performance on similar projects from three (3) previous clients.
  6.   vi.            Evidence of competencies and experience in the design and integration of Logical and Physical security systems, deployments of workable ICT solutions and Extra Low Voltage (EL V) installations,
  7. Evidence of competence in Project Management (PMP, Prince2)
  8. Professional Certification and licenses in the field of Security and ICT (CISCO, COREN, ASIS, COAN, etc)

 

 

Interested firms should note that consultants’ remunerations shall be based on the Federal Government approved fees for consultancy services in the Public Sector.

 

 

Submission

Applications for EOI accompanied by the relevant documents should also be forwarded in sealed envelope marked at the top left corner and boldly written:       “EOI for (Security) or (ICT) Consultancy Services for CBN Capital Projects (Ref CBN/CDP/2012/012) and addressed to:

Central Business District,

Abuja, FCT Nigeria.

 

 

Closing Date

All submissions must be received at the above Office not later than 30 working days from the date of this publication.
