 Invitation for Expression of Interest (EOI) For the Operation and Maintenance of Hospitals in Oyo State, Nigeria

 1.0        Background

The Oyo State Government (OYSG) in pursuit of the transformation agenda of the present administration has embraced the Public Private Partnership (PPP) model as a key strategy in the delivery of public infrastructure and Social Services.

The Oyo State Ministry of Health (OYSMOH) plans to institute International best practice in hospital management in this regard, OYSMOH is desirous of concessioning part or whole of the operation and maintenance of some Hospitals and hereby on behalf of Oyo State Government, invites Expressional of Interest from reputable and experienced International and Local Firms/Consortia to participate in a competitive tender process for the provision of the services herein:

The Hospitals proposed for management are:

  • Ring – Road State Hospital, Ibadan
  • Adeoyo Maternity Teaching, Ibadan
  • Jericho Nursing Home, Ibdand
  • State Hospital, Oyo
  • Jericho Specialist Hospital

 

2.0     Project Scope

The envisaged holistic management, operation and maintenance (O&M) of the Hospitals will include but not limited to the provision of the services below. EOIs must be for all the services and not in part.

 Clinical Services

The provision of comprehensive clinical services vide staffing and administrative services shall include but not limited to 24/7365days provision of the following:

  • Emergency Services
  • Outpatient Clinics
  • Inpatient Service
  • Operating Theatre Facilities
  • Surgical Services

 B.   Research, Development & Training:

The provision of world class research, development and training programmes including

  • Clinical Trials Programmes
  • Drug Development Programmes
  • Scientific Investigations
  • Epidemiological Investigations
  • Research & Development of local capability for design & fabrication of medical equipment and consumables

 Health Technology, Community Outreach & Telemedicine

The Provision of integrated community medicine outreach programmes to rural areas utilizing but not limited to Operation of Mobile Clinics Operation of Telemedicine portals Establishment & Operation of statewide Electronic Medical Records Systems to support integrated Primary, secondary tertiary referral systems.

3.0     Requirements from Interested Parties

In order to be pre-qualified, the prospective firms or consortia must possess the relevant experience in the operations and maintenance of these Health Facilities. They are required to submit comprehensive information as follows:

  • Full name and nationality (Country of registration) of the company and contact person, postal address, telephone, e-mail address;
  • Ownership structure including names of shareholders and percentage shareholdings;
  • Company registration including certificate of incorporation certified true copies of Memorandum, and Articles of Association and CAC from CO7 or the equivalent
  • Most recent 3-years Audited Financial statements and latest management accounts
  • Evidence of previous experience in carrying out similar services in the operation and maintenance of Hospital, similar or other medical facilities including the following details; (i) Name of Project, Brief description and Client (ii) Scope of Work (iii) Nature of contract (PPP, Lump sum etc.) (iv) Name and Address of related client’s referee
  • Safety, Security, Healthy and environment (SSHE) Policy and Evidence of Management’s commitment to the policy
  • Quality assurance and Quality control policy plan along with ISO Certified (if available)
  • Project team, including specialist consultants and a list of key personnel and organizational chart, their qualification and relevant experience
  • Evidence of available financing/ operational model.

It is pertinent to know that preference shall be given to submissions that demonstrate  exceptional value for money and operational innovations.

4.0     Submission of Bids

Interested firms or consortia may obtain further information at the address below between 09.00am to 5:00pm weekdays or by electronic mail (health@oyostate.gov.ng) on or before 22nd May, 2013. The EOI submission for one or all of the Hospitals should include:

One (1) original; copy and five (5) other copies to be delivered in a sealed envelope clearly marked “EOI-O&M for Name of Hospital of Interest and submitted not later than 22nd May, 2013 to the address below, on or before 12noon Nigerian time on the said date.

All costs incurred by respondents as a result of this EOI invitation and any subsequent request for information shall be for respondent’s account only.
