1.0     Introduction

The Tertiary Education Trust Fund (TETFUND) has allocated some fund to the University in the year “2012 Special Intervention for programme upgrade and improvement of the teaching and learning environment (phase 4).” Interested and reputable contractors with RELEVANT EXPERIENCE are hereby invited to apply for pre-qualification to bid for the following projects.

 

2.0     Construction of the Faculty of Clinical Sciences Block-Scope of Works/Non-Refundable Pre-Qualification Fee, Minimum

 

The works consists of the construction of a three-storey building, and involves site clearing; concrete work, block work. carpentry and joinery, roofing, metal work and glazing, mechanical and electrical works, finishes, painting and external works. The non-refundable fee is N20, 000.00 only payable at the Bursary Department by a bank draft raised in favour of the University of Calabar.

 

 

3.0     Construction   of the   Faculty of Allied Medical Sciences Block Scope Of Works / Non-Refundable Pre-Qualification Fee

The scope of works and non-refundable fee are the same as in 2.0 above.

 

4.0     Construction of the Central Laboratory Block Scope of Works/Non-Refundable Pre-Qualification Fee

The works consist of the construction of a storey building with the same scope

of works as in 2:0 above. The non-refundable fee is N10,000.00.

 

 

5.0.    Construction of the Central Water Supply System Scope of Works/Non -Refundable Pre-Qualification Fee

 

The works including the drilling of boreholes, supply and laying of pipes, construction of pressed-steel ground-level and elevated water reservoirs, supply and installation of submersible and booster pumps, construction of the pumping station, connection of the distribution main to buildings. The non-refundable fee is N200,000.00.

 

 

6.0     Rehabilitation of the Department of English and Literary Studies – Scope of Works / Non-Refundable Pre-Qualification Fee

The works include the demolition of concrete roof gutter and parapet, replacement of roof, ceiling, doors, window, plumbing and electrical systems, painting and decoration. The non-refundable fee is N10, 000, 00.

 

 

7.0    Rehabilitation of the Department Of Theatre Arts –

Scope of Works/Non-Refundable Pre-Qualification Fee

The scope of works and non-refundable fee are the same as in 6.0 above.

 

 

8.0    Rehabilitation   Of   The   Department   Of   The   Dean’s (Faculty Office), Faculty of Arts – Scope Of Works/Non-Refundable Pre-Qualification Fee

 

The scope of works and non-refundable fee are the same as in 6.0 above.

 

9.0    Rehabilitation   of   the   Faculty of Social Science – Scope Of Works/Non-Refundable Pre-Qualification Fee

 

The scope of works and non-refundable fee are the same as in 6.0 above.

 

10.0   Rehabilitation   of   the   Roofing   System   of   4   No. Departmental Blocks in the Faculty of Science – Scope Of Works/Non-Refundable Pre-Qualification Fee

 

The scope of works includes the demolition of concrete parapet wall, construction of concrete spouts and water-proofing of concrete gutters. The non-refundable fee is N1 0, 000.00.

 

11.0            Re-Roofing and Rehabilitation of the Male Students-Hotel, Hall 6 Scope of Works / Non-Refundable Pre-Qualification Fee

The works include the demolition of concrete roof gutter and parapet wall, replacement of roof, ceiling, doors, windows, plumbing and electrical systems, painting and decoration. The non-refundable fee is N20, 000.00.

 

12.0  Re-Roofing and Rehabilitation of Hall 2 For Students      Scope   of   Works/Non-Refundable   Pre-Qualification Fee

The scope of works and non-refundable fee are the same as in 11 .0 above,

 

13.0   Rehabilitation   of   the   Pre-Clinical-Scope Works/Non-Refundable Pre-Qualification Fee

 

The works include the demolition of concrete roof gutter and parapet wall, replacement of roof, ceiling, doors, windows, plumbing and electrical systems, painting and decoration. The non-refundable fee is N20, 000.00.

 

14.0   Completion of Media Arts Studio Block    Scope of Works/Non-Refundable Pre-Qualification Fee

The works include concrete work, block work, steel and timber roof trusses, doors, windows, finishes, mechanical and electrical works, painting and decoration. The non-refundable fee is N20, 000.00

 

15.0  Pre-Qualification Requirements

Only companies that can show evidence of the following documents should apply for, and complete, the pre-qualification documents:

a)     Company Registration with Corporate Affairs Commission (CAC);

b)     Corporate Affairs Commission Forms CO 2 and Co 7

c)     Company Tax Clearance Certificate for the last three (3) years expiring in December, 2013.

d)    VAT Registration Certificate with TIN No. and past remittance for the last 3 years;

e)     Evidence of company’s registration with National Pensions Commission for contributory pension’s scheme for staff in accordance with Pensions Reform ACT, 2004.

f)      Evidence of Compliance with the amended Industrial Training Fund Act, 2011.

g)     A sworn affidavit disclosing whether or not any officer of the University of Calabar, Federal Ministry of Education, National Universities Commission or Tertiary Education Trust Fund is a former or present director, shareholder or has any pecuniary interest bidder and confirm that all information presented in its bid are true and correct in all material particular.

h)    Evidence of Financial Capability to executive the project

i)       Experience / Technical Qualification of Key Personnel Registration with professional Regulatory Bodies (i.e. ARCON, COREN, QSRBN and CORBON as appropriate, photocopies of academic and professional registration certificates must be attached)

j)       Evidence of at least three (3) similar jobs executed in the last five years with their locations, letters of commission, job completion certificates and contract sums

k)    Details of Plants and Equipment, including machineries owned or to be hired, and the year of manufacture

l)       Evidence of payment of relevant pre-qualification fees at the Bursary Department of the University

m)  Name of Bankers with references

n)    Minimum turn-over in the tax clearance certificate in any of the last three years(i.e. 2010,2011, or 2012) shall be

  1. N25 million for the Construction of Faculties of Clinical and Allied Medical Sciences blocks
  2. N10 million for the Construction of the Central Water Supply System
  3. N5 million for the Re-roofing and Rehabilitation of Male Students Hostel Hall 6, Re-roofing and Rehabilitation of Hall 2 for Clinical Sciences Students, the Rehabilitation of the Departments of English and Literary Studies, Theatre Arts, Social Science, Dean’s Office (Faculty of Arts), Rehabilitation of the roofing system of 4 no Departmental Blocks in the Faculty of Science, and the Construction of the Central Laboratory Block,

 

N/B:

a)       The above listed requirements shall form part of the pre-qualification evaluation criteria and non-compliance with section 15(a) (g) of the requirements shall result in automatic disqualification of the bidder.

b)      Bidders shall not apply to bid for more than one project in lots 2 and 3 above.

c)       Complete sets of the pre-qualification documents shall be required for each lot.

 

Bidding will be conducted through National Competitive Bidding (NCB) procedure as specified in the Public Procurement Act, 2007.

 

Eight (8) copies of the pre-qualification documents should be prepared and bound in the order listed above with a table of contents for each project.

 

16.0 Payment for Pre-Qualification Evaluation Documents

Interested bidders are requested to raise a bank draft for the pre-qualification fee in favour of the University of Calabar, and submit it to the Bursary Department of the University where an official receipt would be issued.

 

17.0  Pre-Qualification Evaluation Documents

Pre-qualification documents are obtainable on or before 14th May, 2013, between 10.00am and 3.00p.m each day, from the:

On the presentation of the receipt for payment of the pre-qualification fee and a photo-copy of the bank draft.

 

18.0  Submission of Pre-Qualification Documents

Completed documents, which must be enclosed in a sealed envelope with the title of the project written on the top left-hand corner of the envelope, should be dropped in a Tender Box in the Office of:

On or before 12.00 noon May 14,2013.

 

19.0   Opening of Pre-Qualification and Tender Documents

Opening of the documents shall take place at 12 Noon on the closing date for the submission of the documents. The venue will be the Senate Chambers of the University. Bidders are please requested to witness the opening exercise.

 

Note:

Companies should note that the pre-qualification exercise is not an invitation to tender or bid and does not create any commitment by the University to any company.
