1.       This invitation for Bids follows the General Procurement Notice (GPN) for the Federal Roads Development Project (FRDP) that appeared in Development Business dated 11 March, 2005

2.       The Federal Government of Nigeria has received a credit from the International Development Association (IDA) in the sum of USD 330 million towards the Federal Roads Development Project (FRDP). It is intended that part of the proceeds of this credit will be applied to eligible payments under the contract for the Procurement of’ Communication Equipment for FRSC – FRDP/2013/NCB/G/03.

3.       The Road Sector Development Team (RSDT) now invites sealed bids from eligible bidders for the Procurement of Communication Equipment for the supply of under listed items:

4.       Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits

5.       Interested eligible bidders may obtain further information and inspect the bidding documents at the Office of the Unit Manager, Road Sector Development Team (RSDT) at the address below on working days from 10:00 hrs to 17:00 hrs (local time).

6.       Eligibility and Qualifications requirements include:

(a)   Eligibility:

(a)  Articles of Incorporation or Registration of firm.

(b) Latest Income Tax Clearance Certificate

(c)  Latest VAT Registration Certificate

 

(b)     Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): The audited accounts for the last three years 2010, 2011 and 2012 shall be submitted to demonstrate the current soundness of the bidder’s financial position.

 

(c)      Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

(i)                A minimum of five years overall experience in the supply of goods and related services,

(ii)             A minimum of three years of specific experience in the supply of Similar goods and related services

(iii)           The minimum supply value of goods under a single contract in the Last three years in: Lot 1 -NGN24M

 

7.  A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of =N= 15,000 (Fifteen thousand Naira) only. The method of payment will be bank draft in favour of “Federal Roads Development Project”. Bidding Documents will be available from June 25th, 2013.

 

8.  Bids must be delivered to the address below on or before 12noon on July 24, 2013. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person or on-line at the address below at 12.30pm on July 24th, 2013. All bids must be accompanied by a Bid Security as indicated in the Table in column 5 above and must be addressed to “Federal Roads Development Project”

8. Development of Feedback Mechanism for the Agency’s Programmes. Pre-Qualification Requirement:

a.       Evidence of experience and understanding of the lot being applied for.

b.       A comprehensive current profile of the firm with curriculum vitae of principal/technical officers, address of headquarters and branches (if any).

c.       Copy of Certificate of Incorporation (registration with Corporate Affairs Commission (CAC)) and evidence of filling of current (2012) Annual Returns.

d.       Three (3) years Tax Clearance Certificate (2010, 20111, and 2012). (Tax Identification Number to be provided).

e.       Copy of Value Added Tax Certificate and evidence of remittance of VAT.

f.       Evidence of compliance with Pension Act (where applicable).

g.       Evidence of compliance with the provisions of the industrial Training Fund (ITF) Amendment Act 2011.

h.       Evidence of Registration with the Financial Reporting Council of Nigeria.

i.        Evidence of financial capacity to execute the lot applied for.

j.        Three (3) years Audited Accounts (2010, 2011 and 2012).

k.       Copy of Article and Memorandum of Association.

l.        Letter authorizing SMEDAN to make enquiries about any information supplied by the company.

m.      Detailed information on equipment/facilities of the firm

n.       Any other information that will be useful in determining the firm’s competence.

Collection of Tender Documents

Interested firms are to collect bid documents from the Secretary, Tenders Board upon payment of non-refundable fee of ten thousand Naira (N10,000.00) in bank draft or payment into SMEDAN Account with Zenith Bank (Account Number: 1010584052).

Submission of Bid

The pre-qualification requirements should be sealed in a separate envelope and clearly marked “Prequalification Documents.

The technical bid document should be in another envelope sealed and clearly marked, ‘Technical Bid’

The financial bid should also be in separate envelope, sealed and clearly marked ‘Financial Bid’

The name of the company should be boldly written on the reverse side of all the envelopes.

Pre- qualification Requirements

The Pre- qualification documents should include:

  1. Evidence of Incorporation documents/Registration with Corporate Affairs Commission (CAC).
  2. Company Current Tax Clearance Certificate for the last three (3)years (2010-2012)
  3. Company Audited Account for the last three (3) years (2010 -2012) Certified by a Chartered Accountant/Auditor.
  4. VAT registration and Evidence of Remittances in the three (3) years (2010 -2012) to be attached
  5. List of Similar, Verifiable and Successfully executed Projects on-going by the Company with Letters of Award and Completion Certificates, in the last four (4) years (2009 – 2012) only. Letters of award and interim Certificates of payment should be attached for Projects that are on-going.
  6. List of Managerial, key Technical and Administrative Staff of the Company which should include names, curriculum vitae and copies of Certificate for each key staff.
  7. List of Equipment owned or on lease by the Company relevant for smooth execution of the project. Evidence of Ownership and pictures with company logo is an added advantage.
  8. Evidence of PENCOM Compliance.
  9. Evidence of Community Social Responsibility (if any).
  10. Original Document should be available for sighting on demand during or after the opening of pre-qualification documents.
  11. Registration with Niger State Polytechnic, Zungeru.
  12. Evidence of Registration with Niger State Public Procurement Board.

13 .    A Sworn Affidavit that none of the staff of the procuring entity is a former or present Director or Shareholder and has no any pecuniary interest in the bidder and that all information in the bid are true and correct in all particulars.

Submission of Pre-qualification Documents

Pre-qualification documents should be bound in wax-sealed envelope with “Pre-qualification as Contractor” written at the Top Right Hand Corner and addressed to:

1.       Submission of Pre-qualification documents to Niger State Polytechnic Zungeru is neither a commitment nor an obligation to award contract/supply to any Contractor/Supplier or his agent.
