Introduction

The Federal Project Management Unit of the Rural Access and Mobility Project, which is responsible for the Rural Travel and Transport Programme on behalf of the  Federal  Ministry  of Agriculture and Rural Development has received allocations from the 2010  Appropriation   towards   the   cost   of the Rehabilitation/Construction of Rural Roads in the  six geo-political zones of the country and intends to apply part of the proceeds for Consultancy Services for the Feasibility Studies, Design and Preparation of Bidding Documents for selected rural roads/ Supervision of the Works.

The Federal Project Management Unit (FPMU) on behalf of the Ministry now invites eligible and registered Consultants for the submission of Technical/Financial proposals for the design of the (underlisted rural roads.

The Terms of Reference shall be made available to interested Consultants at the address below.

Qualification Requirement

  • Evidence of registration with the Corporate Affairs Commission (CAC)
  • Evidence of Company’s registration with COREN
  • Evidence of personnel capability including list of key professionals,
  • curriculum vitae of each professional, registration with relevant professional bodies such as COREN
  • Evidence of experience in at least five (5) jobs of similar nature and
  • complexity executed within the last five years with verifiable letters of contract award and certificates of job completion.
  • Evidence from Bankers to confirm the Company’s financial capacity
  • Evidence of VAT Registration and current Tax Clearance Certificate for 3 years
  • 3 years audited company account
  • Consent Letter authoring the Client to verify the authenticity of the claims
  • Any other information considered relevant

One Original and Four Copies of the Technical and one original copy of the Financial Proposal Must Be Submitted In A Sealed Envelop Clearly Marked “Submission of Technical and Financial Proposals for the Feasibility Studies, Design of the lot you wish to tender for and delivered by hand on or before 11:00 am on Wednesday 2nd June, 2010 to the address below.

The technical proposals shall be opened immediately at the NFRA Conference hall, FMARD, Mabushi, Abuja on the same date. A Company would be allowed to submit Technical and Financial Proposals for only two lots on the whole. The address referred to is:

Further to an earlier advertisement in this medium by the Petroleum Products Pricing Regulatory Agency (PPPRA) on 22nd March, 2010 inviting qualified firms to tender for the internal partitioning, furnishing and provision of kitchen equipments for the new Agency’s corporate headquarters, an addendum is hereby published.

2.         As part of the pre-qualification for the award of the of the afore-mentioned contract, firms who earlier submitted bids are kindly requested to forward evidence(s) of compliance with the provisions of the Pension Reform Act 2004 in line with section 16(6)d of the Public Procurement Act of 2007 compliance with the Pension Reform Act 2004 include as the minimum;

i)          Ensuring that all employees open Retirement Savings Accounts (RSA) with a Pension Fund Administration of their choice;

ii)         Remitting both employer and employee pension contributions to the appropriate Pension Fund custodian not later than 7 days from the date of payment of salaries and;

iii)       Transferring  all   Pension   Funds   and  Assets   prior  to  the

commencement of the Pension Reform Act to licensed pension operators.

A.        PREAMBLE

Further to the release in principle by the Education Trust Fund (ETF) to embark on the supply of 12no. Utility vehicles to twelve Senior Secondary Schools in the State under 2010 SPECIAL ETF INTERVENTION, the Ministry wishes to invite suitable qualified contractors for pre-qualification to execute the project.

The project is aimed at Supplying 12no. Toyota Hiace D15.SWACStd Roof to serve as school utility vehicles.

B.        PRE-QUALIFICATION REQUIREMENTS

Prospective contractors are expected to submit companies’ corporate profile containing the following information/documents:

1.         Certificate of incorporation

2.         Evidence of registration with the state works registration board in relevant category

3.         Company audited account for 3 years including tax clearance certificate

4.         Evidence of financial capability and or banking support

5.         Evidence of experiences and technical qualification of key personnel

6.         Record of similar previous project executed and evidence of knowledge of the industry.

7.         VAT registration and evidence of past VAT remittance

8.         Annual turnover of the company

9.         A sworn affidavit certified as follows:

i)          Those  documents  submitted  are genuine and correct,

ii)        That none of the directors/partners of the company has been convicted by any

court of law.

iii)        That the firm/company is not bankrupt

  1. The review will comprise all subjects, and two alternative titles, two supplementary titles and a revision text shall be recommended for each subject. All texts recommended shall be for a period of three academic years, until the next book review in the year 2013.

Engagement of Tax Consulting Firm at KDSGCBP

Request for Expression on Interest for the Engagement of Tax Consulting Firm

Background

The Federal Government of Nigeria has received a credit from the International Development Association (IDA) for the implementation of a State Governance and Capacity Building Project (SGCBP) in three pilot States, namely: Bauchi, Cross River and Kaduna States. The overall objective of the project is to ensure good governance by way of promoting accountability and transparency in the utilization of financial and human resources in the public service. The Kaduna State Governance and Capacity Building Project (KDSGCBP) now intends to apply part of the proceeds towards the engagement to Tax Consulting Firm to enhance the State internally Generated Revenue (IGR) towards a more self-sustaining revenue base.

The Project is made up of two broad components namely: (A) Core Reforms which consist of the following subcomponents:

  1. i.            Public Finance Legislation,
  2. ii.            Budget Preparation,
  3. iii.            Accounting, Expenditure Control and Financial Reporting,
  4. iv.            External Audit,
  5. v.            Budget and Treasury management Information System (BATMIS),
  6. vi.            Human Resource Management and Staff Training Enhancement as well as Public Procurement Reform (Due Process) and (B) State Specific Program which is Modernization of Tax Payer Identification System for Kaduna State.

The overriding objective of the Modernisation of Tax Payer Identification System component is to review and reposition the State’s tax machinery (the Board of Internal Revenue) to meet the challenges of a higher IGR, through a system that captures a greater percentage of economic units and individuals in the tax net. In this regard, the services of an experienced consulting firm become necessary.

Scope of Service

A reputable firm will be required to restructure and strengthen tax administration in the State in the following areas:-

  • Design a new and comprehensive taxpayer’s database, including rental income, in electronic format
  • Review existing tax payer’s database and migrate the clean and viable taxpayer’s records into a new electronic database.
  • Conduct a State-wide taxpayer identification and enumeration survey capturing new/all tax payer’s with verifiable addresses and nature of business(es).
  • Collate survey data and input into the new computer supported electronic database
  • Design, test and install new database software and train relevant Staff on

Service Duration

The consultancy service will be for a period of three months.

The Kaduna State Governance and Capacity Building Project now invites eligible consulting firms to interest in providing the services. Interested firms must provide information to the address below indicating  that there are qualified to perform the services (e.g. experience in similar consultancy services, availability of appropriate skill, etc.)

Selection of Consultants

The Firms will be selected through Quality and Cost-Based Selection method, in accordance with the procedures set out in the World Bank’s Guideline: Selection and Employment of Consultants by Word Bank A Borrowers dated May, 2004 and revised in October, 2006.
