Invitation to Tender for 2010 Capital Projects

1.0     The Federal Medical Centre, Birnin Kebbi wishes to execute the following listed projects under 2010 Capital Budget

2.0

Lot I            –        Construction of Administrative Block

Lot II          –        Construction of Interns Accommodation Block

Lot III         –        Construction of Orthopaedic, and Paediatric Surgical Ward Lot IV –          Access Road (Drainage)

3.0     Tenders are hereby invited from suitably qualified bidders for execution of the above projects. Bidders may indicate their interest in one or more lots. Each lot must however have separate application and near left hand corner of the envelope, the relevant lot reference number should be dearly marked separately.

4.0   Pre- Qualification Evaluation Criteria

The criteria for pre-qualification include the following:-

  1. i.                        Evidence of Registration with Corporate Affairs Commission (CAC)
  2. ii.                        Evidence of Tax clearance for the last three (3) years.
  3. iii.                        Company Audited Account for three (3) years,
  4. iv.                        Evidence of Financial capability and Banking support (Original)
  5. v.                        List of their personnel officers that will handle the project stating their roles, designation, qualification and experience,
  6. vi.                        VAT Registration and evidence of past VAT remittances.

5.0   Preamble

Interested companies should collect tender documents from the office of the Medical Director. Federal Medical Centre Birnin Kebbi. Kebbi State . Upon the presentation of evidence of payment of =N=20,000.00. None-refundable tender fee paid into the FMC Treasury Account.

Submission of Pre-Qualification Document and Financial Proposal

Responses to this invitation should be in three separate, envelope (clipped together) containing the pre-qualification documents, technical proposal and the financial proposal respectively, each marked for dear identification.

Each of the documents should be submitted in three copies. The documents are to be dropped In the Tender box at the Federal Medical Centre Birnin Kebbi on or before 28th June, 2010.   Representatives of the bidding companies are invited to witness the opening of the pre-qualification documents on the same day.

Advertisement for a Legal  Adviser on Nigeria’s Sovereign Bond Issuance in the International Capital Market

  1. The Federal Government of Nigeria (FGN) is in the process of issuing a 10-year USD500 million Sovereign Bond in the International Capital Market (ICM). The legal documentation involved requires the expertise of an International Law firm working in collaboration with a Nigerian Law firm with requisite experience. The foreign-local collaboration will also be in furtherance of the government’s goal of developing skills amongst local market operators.
  2. In order to achieve this objective, the Federal Government of Nigeria seeks to recruit the services of an International Law firm that will work in close coordination with the Nigerian Ministry of Justice/ Attorney General’s Office, the Debt Management Office, and the International Law Firm.
  1. The services that will be required will include, inter alia, the following:
  • Provide requisite advice to make the issuance a success;
  • Assist in the preparation and packaging of the legal documentation;
  • Assist in the negotiation and firming up of the contract documentation with the Book Runners;
  • Assist in the preparation of legal opinion to be issued in accordance with the international and the Nigerian Law;
  • Assist in the preparation of disclosure opinion to be issued in accordance with the international and the Nigerian Law; and, ;
  • Ensure that any approvals and regulations in accordance with the international and the Nigerian Law are received on time.

4.       The Proposal should also include the Respondent’s credentials in

  1. i.            Sovereign Bond issues by (Emerging market borrowers;
  2. ii.            possibly, experience in dealing with Nigerian commercial external debt instruments; and,
  3. iii.            expected remuneration for providing the legal services.

Request for Proposal for A Financial Adviser on Nigeria’s

Sovereign Bond Issuance in the International Capital Market

  1. The Federal Government of Nigeria (FGN) has recently approved the issuance of a 10-year USD500 million Sovereign Bond in the International Capital Market (ICM).
  1. The Debt Management Office (DMO), on behalf of the FGN, seeks to appoint Financial Advisers to provide advisory services for this purpose. The DMO, therefore, is seeking for formal proposals from Financial Advisers with reputable international capital market expertise in the ICM.
  1. The DMO expects the proposal to be submitted on or before 18th June, 2010, detailing the Respondent’s recommendations for the floatation of the USD500 million 10-year Bond, taking into consideration the peculiarities of the issue and the context of what should be the country’s strategic direction in the international arena.
  1. The proposal should address the following areas of particular importance for Nigeria:
  • Specific considerations for Nigeria in accessing the ICM, which include establishing a sovereign benchmark in the international capital market, attracting foreign direct investments, and, promoting Nigeria as a strong emerging economy in the international market;
  • Potential synergies with the development of domestic capital market; and,
  • Potential impact on Nigeria’s public debt profile and on private sector borrowing from the ICM.
  1. The proposal should also include all relevant timelines, costing and other considerations linked to the efficient execution of the Bond issuance such as:
  • Format (Reg. S, I44A):
  • Underwriting and Market making;
  • Sovereign Rating/or rating of the Bond;
  • All -in transaction costs; and,
  • Legal considerations.
  1. The Financial Adviser will, among other activities:
  • Prepare and publish the Request For Proposal (RFP) for
  • Book Runners; and,
  • Prepare the framework and guidelines for the assessment and selection of the Book Runners.
  1. The Financial Adviser would be required to work with one or more Nigerian Financial Advisers to take advantage of local knowledge and experience, and in furtherance of the government’s goal of developing skills amongst local market operators.
  1. Please note that the successful Financial Adviser will be precluded from applying for the role of Book Runner when the role of Book Runner is advertised at a future date.

The Federal Ministry of Environment wishes to refer to the advertisement published in the Daily Trust and Thisday Newspapers of April 29th 2010 and Federal Tender Journal of May 3rd 2010, respectively on the above and to inform the general public and earlier respondents that the Ministry hereby adds LOTs 7 & 8 as follows:

LOT 7 (i-vi) Development of Teak and other species in six selected states in the Southern part of the Country.

Scope of work:

To raise 400,000 seedlings of Teak and other species in each of the Six States

LOT 8 Development of Forestry Data Bank

Scope of Work

  • Design and development of Forestry Information Management System
  • Review existing data and information system
  • Installation and commissioning of Forestry GIS Laboratory and Data Bank
  • Training of information management staff of Forestry Department

Furthermore, the Ministry wishes to review the earlier advertised LOT 5 as follows:

LOT 5 (i-xxxi) Development of Tree  Nurseries and Raising of Seedlings Nationwide.

Scope of Works

Raise 1 million assorted seedlings in 10 selected LGAs of each of the state and the 6 Area Councils of the FCT

TENDER REQUIREMENT & SUBMISSION

To qualify for consideration, applicants are required to submit the documents stated herein after, failure to submit any of the under listed documents may lead to the disqualification of the applicant.

  1. i.            Notwithstanding the submission of tender data, the Federal Ministry of Environment is neither committed nor obligated to include your company or any bid list or award any form of contract to your company or agent.

Non-Refundable Tender Fee, complete set of bidding documents are to be collected from Secretariat of MTB, Federal Ministry of Environment Room Mabushi on payment of a non-refundable Fee of Ten Thousand Naira (N50.000.00) for each of the LOTS.

Submission Deadline: Completed Financial and Technical Tenders are to be submitted in two Separate Envelopes Marked Financial Bids or Technical Bids respectively. Each of the Envelopes are to contain one original and two duplicate

copies of the Tenders respectively, and Both Envelopes Enclosed in a Larger Envelope Mark CONFIDENTIAL on the Top Left Corner and Written Tender for (Specify LOT) at the Centre.
