1.    This invitation for bids follows the General Procurement Notice for this project that appeared in Development Business, Issues No. 637 of August 31, 2004.

 

2.   The Federal Government of Nigeria has received a loan from the African Development Bank towards the cost of Jigawa State Fadama Development Project and intends to apply part of the funds to cover eligible payments under the Contract for Civil Works JGSFDO/ADB/NCB/CW/002.

 

3.    The Jigawa State Fadama Development Office is responsible for coordinating the project at State level, now invites sealed bids for the following works.

4.    Bidding is opened to all eligible bidders as defined in the Rules and Procedure     under the African Development Bank Group.

 

5.    Bidders are expected to bid for complete Contract. Any bid that did not cover     a complete Contract will be rejected.

 

6.    Bidding documents may be obtained at Jigawa State Fadama Development  ffice, JARDA Headquarters, Dutse, upon submission of written request and on payment of N10,000.00 during office hours.

 

7.    Bids Shall be valid for a period of 90 days after Bid opening and must be accompanied by bid security of an amount as stated in table (3a) above in local currency or its equivalent in a convertible currency, and shall be delivered to Jigawa State Fadama Development Office, JARDA Headquarters, Dutse on or before 31st August 2011 by 11.00 a.m., at which time they will be opened in the presence of the bidders who wish to attend.

A.         Introduction:

The   Federal   Ministry   of   Lands,   Housing   and   Urban Development in furtherance of its statutory mandate hereby invites   Contractors/Consultants   for   pre-qualification   for execution of projects under the 2011 Budget.

 

B. Projects

1)      Completion of Construction of Zik Mausoleum at Onitsha, Anambra State

 

The scope of works includes Completion of the Construction of reinforced concrete Mausoleum 39.5m x 35.5m with 4No. 30m high parabolic beams over the tomb finished with marble tiles and the construction of 3 floor Conference and Administrative block with dimensions 28m x 20m x 11m high.

2)      Construction of 6No. Federal Secretariat Complexes in Awka-Anambra, Yenagoa-Bayelsa, Gombe-Gombe, Lafia-Nasarawa, Osogbo-Osun and Gasau-Zamfara State.

 

The scope of works includes Construction of an office block on 3 suspended floors in reinforced concrete frame with sandcrete block wall with an approximate floor area of 3890m2 including 350 Offices, a Conference Hail and a Banking Ball

 

 

3)      Establishment   of   150 NOS. Fully   Serviced Residential Plots per Site in 36 States of the Federation and FCT

 

The scope of works includes Construction of asphaltic pavement, reinforced concrete side drains and culverts in the 26 States and FCT which have land for site and services schemes unemcumbered

 

 

4)      Rehabilitation Repairs   of   Estate Roads and Other Infrastructure in Various Housing Estates Spread Across the States and FCT.

 

The scope of works includes Reconstruction and Completion of some Roads and Rehabilitation of Drains and Culverts in some of the Ministry’s Housing Estates in the six (6) geo-political zones and FCT i.e Gwarinpa, Abuja; Kano, Kano State; Ibadan, Oyo State; Yola, Adamawa Sate; Makurdi, Benue State: Port-Harcourt. Rivers State; and Onitsha, Anambra State.

 

 

5.       Structural Rehabilitation of Fed. Secretariat building as in three (3) state capitals involving Access Roads, Parks and drives in the following location; Enugu State(Enugu), Yobe State(Damaturu), Cross River State (Calabar) and Borno State (Maiduguri).

The scope of works includes Rehabilitation of Buildings, Road, Parks & Drives.

 

 

6)      Procurement and installation of soil, concrete and Reinforcement Iron Rod tests Equipment and related Laboratory facilities.

The scope of works includes Supply, Installation and equipment

 

C.      Pre-Qualification Bid Process

Pre-qualification shall be conducted through the National Competitive Bidding process as specified in the Public Procurement Act, 2007 and is open to all eligible bidders.

D.      Edibility Requirements:

(i)      Evidence of Registration with Corporate Affairs Commission.

(ii)     Company profile showing key personnel with evidence   of technical/professional status/experience

(iii)    Current Tax Clearance Certificate

(iv)    Evidence of 3 years Audited Account of the Company

(v)     VAT Registration with proof of remittances

(vi)    Proof of Registration with the National Pension Commission

(vii)    Evidence of financial capability and support letter from a reputable bank addressed to the Ministry

(viii)   Evidence of similar jobs   executed   by   the company within the last five (5) years (copies of letters of award/Certificates of completion to he attached)

iv.      Vectorise twelve thousand (12,000) maps and plans for scanning;

v.       Create Geographic Information System (GIS) in GEO_ERP Environment;

 

4.0     Up-grading of Cadastral Geographic Information System (CADGIS)

Laboratory: Creation of Cadastral Information database System; Procurement of

Software and re-activation of the CADGIS laboratory internet service.

 

 

Scope of Work:

i.        To upgrade the CADGIS server to high capacity HP server, with window server, raid application, bandwidth manager and data cabinet .

ii.       Procurement of ArcGiS (ArcView 10.0); AutoCAD Map 3D 2010, Microsoft office 2010, Server antivirus, Soft CAD and AutoCAD Raster Design.

iii.      Re-activation of the CADGIS laboratory internet service.

 

 

Urban Regional Development Projects

5.0     Preparation of the First National Physical Development Plan (NPDP)

2010-2030

 

Scope of Work

The scope of work includes preparation of background studies, setting up of Project Data Bank Centre with GIS facilities, website and satellite imagery, documentation/integration of existing sectoral and physical plans. Expression of interest is intended for the following:

 

 

 

Lot i.-                         Preparation of background study as well as documentation and integration of existing sectoral and physical plans.

Lot ii-                         Establishment of Data Bank Centre with CIS facility, website, satellite imagery, etc.

Lot iii- Provision of Technical assistance towards preparation of Country and

Rural Development plans of four (4) selected human settlements in the country.

 

 

6.0        Preparation of Urban Indicator studies for Makurdi, Benue State Scope of Work

The scope of works include identification and selection of urban indicators, design of research and survey instrument, stakeholder’s collaboration and staff training

 

 

C.      Eligibility Criteria/Requirements

Interested eligible Consultancy firms are to submit the following document:

i Evidence of Registration with Corporate Affairs Commission,

ii        Evidence of compliance with the Pension Act, 2004,

iii       Company’s Audited Accounts for the preceding three (3) years,

iv.      Current Tax Clearance Certificate for the past three (3) years,

v        Evidence of VAT Registration,

vi       Detailed company profile, including curriculum vitae of professional staff proposed for the project, academic and professional certificate,

vii.     Details and proof of relevant and verifiable experience on similar past projects successfully executed. Please attached copies of transaction documents including project completion Certificates

viii.    Evidence of Registration with appropriate Professional Bodies,

ix.      Evidence of financial capability supported with letter of reference from a reputable bank and bank statements for the last six month.

 

 

D. Method of Application

All interested consultants are invited to submit detailed technical bids in sealed envelopes  marked  “EXPRESSION  OF  INTEREST  FOR…………….(Name of Project/Programme) LOT,……………(state clearly the LOT and description of LOT please)”.

 

 

Original documents mentioned in the “ELIGIBILITY CRITERIA (i-vi) above must be produced for sighting at any time requested before the completion of the procurement exercise.
