Tender for the Complete Renovation/Rehabilitation and Construction of New Structures of Skills Acquisition Centres at Gubio, Monguno,

Ngala, Bama, Gwoza, Lassa and Biu Towns.

 

Pursuant to the policy thrust of the present administration in Borno State on jobs and wealth creation and training of youths and the unemployed in various trades in skills Acquisition, the Borno State Ministry of Poverty Alleviation and Youth Empowerment hereby invites tenders from suitably qualified and competent contractors for submission of qualification documents for the complete renovations/ rehabilitations and constructions of new structures of the existing skills Acquisition Centres located at Monguno, Gubio, Gamboru/Ngala, Bama, Gwoza, Lassa and Biu. The description/scope of work in each Center is as follows:-

 

SAC Monguno (Rehabilitation and construction of new structures)

a.       6 rooms each of female and male hostel blocks for minimum of 24 students using single bed and maximum of 48 students using double bed. Each room with attached toilet and each block to have a common room and matron’s office.

b.       New block wall fence around school premises with 2 gate houses

c.       New block wall fence around proposed female and male hostels with 2 gatehouses

d.       4 No blocks of workshops for the various trades

e.       Landscaping/ horticulture and rain water drainages

f.       Water supply (drilling of boreholes) construction of steel surface tank and steel underground water tank and water distribution to all parts of the school

g.       Completion of computer /sewing class room blocks

h.       Completion/alteration of office block

I.       Completion/alteration of classrooms/workshop blocks

j.        Electricity connection from to NEPA to school

SAC Gubio (Construction of new structures)

Tender Documents

The tender documents will be available for collection by interested contractors/Companies upon the payment of a non-refundable fee of N25,000.00 (twenty-five thousand Naira only) per set with effect from Thursday, 8th December 2011 from the office of the Secretary, Ministerial Tenders Board, Room 03 (middle floor), Ministry of Poverty Alleviation and Youth Empowerment, Musa Usman Secretariat, Maiduguri, Borno State, Contractors/Companies wishing to tender are advised to visit the project sites to ascertain the scope of work required.

 

Completed tender documents should be returned to the same address on or before 20th December 2011 accompanied with the following requirements:-

i.        Valid certificate of incorporation from the Corporate Affairs Commission

ii.       Tax clearance certificate for the last three years

iii.      Evidence of registration as a contractor with the Borno State Ministry of Finance and Economic Planning

iv.      Evidence of past performance of the Company with similar work

v.       Company profile

vi.      Registration of Value Added Tax

 

Opening of Tenders

All submitted tender/bid documents would be opened in the presence of the Contractors who submitted their bids on Thursday, 29th December 2011 at 10 am In the Office of the Permanent Secretary, Room B90 (Ground Floor) Ministry of Poverty Alleviation and Youth Empowerment, Musa Usman Secretariat, Maiduguri, Borno State. Contractors who chose to be present during the opening of tenders are free to do so.

 

Any tenderer/contractor who does not comply with the provisions above would be disqualified. Furthermore, the Borno State Government is not bound to award contract(s) to any contractor/tenderer under any obligation whatsoever or offer any explanations for the eventual award of the contract to a contractor.

(xv)   Procurement of Consultancy Services for the Development and Production 0f training manual for improved communication skills;

(xviii)          Consultancy services for the development and production of Advocacy materials for the promotion of child participatory rights in schools and advocacy visits to policy makers in the

(xix) Procurement of consultancy services for capacity building of language Teachers, inspectors, Examiners on language education in each of the six Geo-Political zones of the Country

(xx)  Procurement of Consultancy for capacity Building of Budget and Accounts Officers at HQs and 104 Unity Colleges.

 

Tender Qualifications/Requirements:

Interested Consultants who possess the following requirements are invited to submit Technical and Financial proposals for any of the following Con

i.        Evidence of Registration with Corporate Affairs Commission (CAC);

ii.       Evidence from the Companies’ Bankers as to their financial capacity to undertake the project

iii.      Evidence of Tax Clearance Certificate for the last three years;

iv.      Evidence of VAT Payment;

v.       Evidence of Tax Identification Number (TIN);

vi.      Evidence of National Pension Commission Compliance;

vii.     Evidence of qualified technical and professional staff;

viii.    A comprehensive Company profile to include veritable key professional staff and evidence of financial capabilities including Audited Accounts for the last three years;

ix.      Evidence of similar jobs undertaken; and

x.       Evidence of Registration with Professional bodies.
