Invitation for Pre-Qualification

In line with the policy of the Government to provide good and sustainable road infrastructure in the State, the Government of Enugu State intends to construct the following roads:

  • New Market Round About to Agu Abor Interchange Road
  • Enugu Abakaliki Dual Carriage Way (from Abakpa Junction to Airport Interchange) Road.

 

The Enugu State Ministry of Works and Infrastructure, on behalf of the State Government hereby invites interested and reputable Civil Engineering Contractors willing to bid for the construction of the roads, for pre-qualification.

 

Pre-Qualification Requirements

A.      General Company Profile:

  • Full details of company profile accompanied with details of ownership.
  • Evidence of company registration with Corporate Affairs Commission (CAC)
  • Current Tax Clearance Certificate for the last three (3) years.
  • Evidence of VAT registration and remittance.
  • Evidence of current registration with Enugu State Ministry of Works and Infrastructure in the appropriate category and type of work.

 

B.      Technical Capacity:

  • List of CVs of key staff and organizational structure showing personnel with good knowledge base in road construction.
  • Relevant and verifiable work experience in similar jobs. Interested companies are required to attach evidence of signed completion certificate from clients to support claim.
  • Implementation tools.

C.      Financial Capacity:

  • Company’s current audited financial reports from the last three (3) years stamped and signed by a registered Chartered Accounting Firm.
  • Bank reference from reputable Commercial Bank.
  • Evidence of payment of N40, 000.00 (Forty thousand naira) only, processing fee.

 

All submissions should be in two sealed envelopes clearly marked on the top left corner “Invitation for Pre-qualification for construction of roads”, addressed to the Permanent Secretary, Enugu State Ministry of Works and Infrastructure and submitted to the Director (Planning, Research and Statistics) Department of the Ministry on or before 11th April 2012.

Requirements:

Those interested in the pre-qualification and tendering process are required to submit comprehensive technical and financial information as follows:

i.        Evidence of registration with Corporate Affairs Commission.

ii.       Registration with Taraba State University Tenders Board.

iii.      Evidence of Tax Clearance Certificate for the last three (3) years.

iv.      Company audited account for the last three (3) years.

v.       Bank Guarantee from a reputable Bank accepted by the Taraba State University Legal Unit covering the total sum of contract awarded.

vi.      Evidence of Financial capability.

vii.     Verifiable list and documentary evidence of similar jobs successfully executed with their locations within the last three (3) years (include photocopies of letters of awards and practical completion certificates)

viii.    Annual Turn Over of the Company.

ix.      VAT Registration and evidence of past – VAT remittance.

x.       Originals of documents (i and ii above) must be produced for sighting.

 

Purchase of Tender Documents

Tender documents can be obtained at the office of the Desk Officer (TETFund) Taraba State University Jalingo on or before 2nd 10th April, 2012 upon payment of non refundable ice of N10,000.00

Submission of Pre-Qualification and Tender Documents

The pre-qualification and tender documents should be sealed and submitted in an envelope marked:

Opening of bids and Pre-Qualifications

Bidders/their representatives are invited to the Public opening of pre-qualification and tender shall be on 1st May 2012 by 11:00am

 

Notes:

a.       All pre – qualification documents shall be rendered in English Language and spiral bound.

b.       Fake/suspicious documents would be handed over to appropriate government agencies for necessary action.

c.       This advert shall not be construed as commitment on the part of the University authority nor shall it entitle any company to make any claim or seek indemnity from the University. The University shall also not be obliged to award the contracts to the lowest bidder or any bidder at all.

d.       Late submission will be rejected.

This request for expression of interest follows the General Procurement Notice (GPN) for the Commercial Agriculture Development Project which appeared in “This Day” Newspaper of 22nd July 2009.

 

The Lagos State Government through the Federal Government of Nigeria has received a credit from the International Development Association (hereinafter referred to as IDA) towards the cost of Commercial Agriculture Development Project (CADP), and it intends to apply part of the proceeds of this credit to payments under the contract for the following Consultancy Services:

1.       Preparation of Commercial Agriculture Development Plan (CADPLAN) and Subproject Detailed Proposals (SDPs)

2.       Consultancy Services on Market Price Survey to include Commodity Prices, Farm Enterprise Survey, Agricultural Production Survey, Agricultural Inputs Survey

3.       Consultancy   Services for Conduction   of Beneficiaries Assessment

4.       Consultancy Services for Conduction of State Specific Studies

 

 

The CADP is to support the strategy of:

  • Diversifying into non-oil sources of growth and away from overdependence on oil and gas.
  • Bringing considerable global experience and knowledge on value chain development and small-holder commercialization.
  • Development of comprehensive and harmonized framework of support for agricultural commercialization, which includes capacity building, provision of critical public goods and development of market linkages
  • Identifying challenges and opportunities for growth and particularly agricultural growth in Lagos State.

 

The Lagos State Commercial Agriculture Development Project now invites eligible consultants to indicate their interest in providing any of the services.

Interested consultants (Firms or Individuals) must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff, etc.) Consultants may associate to enhance their qualifications.

 

A consultant will be selected under Consultant Qualification (CQ) in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers

(current edition).
