Invitation for Pre-Qualification to Tender for 2012 Capital Projects

In compliance with the Public Procurement requirements of the Federal Government of Nigeria, Federal Polytechnic, Bali hereby invites interested, qualified and reputable contractors with relevant experiences to apply for pre-qualification for the following projects:

(i)      Construction of Agric Complex

(ii)     Construction of Entrepreneurship Skills Development Centre Phase I

(iii)    Furnishing of Agricultural Technology / Engineering Complex

(iv)    Supply of Agric  Equipment: One (1 No.) Tractor and Accessories

Pre-Qualification Requirement

(i)      Evidence of incorporation with Corporate Affairs Commission (CAC)

(ii)     Evidence of Tax Clearance and Banking support.

(iii)    Evidence of Registration as contractor  with Federal Polytechnic, Bali.

(iv)    Evidence(s) of compliance with the provision of the Pension Reform Act 2004.

(v)    Company’s Audited Account for (3) Years 2009 2011

(vi)              Verifiable proof of ownership/unhindered access to essential equipment   required for the job.

(vii)  Verifiable proof of experience as prime contractor in the construction industry of at least three (3) works of a nature and complexity equivalent to the works mentioned above.

(viii) Tax Clearance Certificate

(ix)   Experience and Technical Capabilities of personnel.

(x)    Vat Registration Certificate

Submission of Pre-Qualification Documents

All pre-qualification documents must be submitted in sealed envelope(s) clearly marked pre-qualification for “Construction of or “Supply of”  on the left hand corner and must be delivered to the address below on or before 18^th April 2012. Only qualified contractors will be chosen and will be invited to competitively tender for the works.

Important Notice:

The Federal Polytechnic Bali will not bear the cost of preparation and submission of application for pre-qualification.

Preamble

The general public is hereby informed that the Federal Polytechnic Bali, Taraba State has received a special Intervention Fund from the Tertian Education Trust Fund.

In line with the foregoing, reputable, qualified and interested contractors are invited to apply for Pre-qualification and Tender processes for the under listed project

A.      Year 2011 Normal Intervention

A.      Pre-Qualification Requirements:

Bidders are required to submit the following:

i.        Evidence of registration with the Corporate Affairs Commission (CAC)

ii.       Company Audited Accounts for the last three (3) years.

iii.      Tax clearance Certificate for last three (3) years.

iv.      List and source of Equipment to be used for the work.

v.      Evidence of competent Technical and Administrative staff with academic/professional qualifications and years of experience of key personnel available for the project.

vi.      Bank reference from a reputable Bank.

vii.    Evidence of relevant verifiable experience on similar works in Nigeria over the last three years stating, cost and duration of execution.

viii.   Evidence of VAT remittance.

ix.     Evidence of payment of non refundable Pre-qualification/ Tender fees at the Federal Polytechnic, Bali Bursary department.

x.      Evidence of compliance with the provision of the Public Procurement Act

2007 as related to Pensions.

xi.      Evidence of Registration as Contractor with Federal Polytechnic, Bali.

xii       Construction programme (as part of Tender Document).

B.        Collection of Documents:

Pre-qualification and Tender documents shall be made available to interested companies on presentation of the receipt issued at the Bursary Department of the Polytechnic.

C.       Submission of Documents:

Tender document shall be forwarded to the address below in two separate envelopes. The envelopes containing the Pre-qualification documents should be clearly marked on top “Pre-qualification of 500 Seats Capacity Library Building (PolyBali/TETfund/Normal/2011/V.I)” while the sealed envelope containing the Tender documents shall also be clearly marked on top “Tender Construction of 500 Seats Capacity Library Building (PolyBali/TETfund/Normal/2012/V.I)”

The Pre-qualification and Tender documents shall be submitted on or before 14^th May. 2012 by 12:00noon. The pre-qualification documents shall be opened in

the presence of the presence of the prospective contractors on or before 14^th May, 2012 by 2:00pm, at the Polytechnic Multi-purpose Hall. Attendance at the opening event is important. The Tender of successfully prequalified contractors shall be opened at a later date to be conveyed to successful contractors.

Participation in the Pre-qualification and Tender exercise is not a guarantee for consideration in the Tender stage. Bidders are to note that only pre-qualified companies will be invited for the Tender opening.
