Introduction:

The National Directorate to Employment (NDE) is inviting competent and reputable contractors to submit pre -qualification documents as pre-requisite to tender tor the following projects:

 

LOT A:       Construction/Rehabilitation of ICT Training and Repair Centre

LOT B:       Procurement of ICT Training and Repairs Tools and Equipment

LOTC:        Purchase of computers, printers and accessories

LOT D:       Purchase of photocopy machine

LOT E:       Construction of Model Agricultural Skills Training Centre

LOT F:        Construction/ Rehabilitation of Model Skill Development Centre

LOT G:       Provision of Borehole, Installation of Water Storage Tanks and Reticulation in each of the centres.

LOT H:       Printing of Documentation Materials such as Registration forms, Certificate of attendance, Identify Cards and logbook, Attendance Register for each of the centres.

LOT I:         Equipping of Rehabilitated Skills Development Centres. This involves the supply of heavy duty and durable  equipment to be used for skills Training in fifteen trades, namely computer operations, maintenance, GSM handset: repairs, welding (both Arc and Gas), auto electrical, plumbing, electrical installation, RTV repairs motorcycle repairs outboard engine repairs, furniture making, interior decorations, video production and satellite installation /maintenance

LOT J;        Supply of training items and equipment such as Multi Media Projectors, Screens. public address systems, magnetic whiteboards, 30KVA generator, etc, for the centres.

LOT K: Supply of Job Counselling Equipment Like Multi Media Projectors, Screens, public address systems, magnetic white boards, etc.

LOT L: Supply of Resettlement equipment in technical and vocational trades i.e. auto-mechanic, carpentry, welding, knitting, .fashion design, hair dressing, computer operation etc

LOT M:      Architectural Consultant to take on related services such as Structural Engineering, M&E, etc. in execution of Projects.

Pre-Qualification Requirements

Application for pre-qualification should be accompanied with the following:

i)       Evidence of Registration with Corporate Affairs Commission

ii)      Evidence of Technical Competence and years of Experience

iii)     Evidence of Registration with Financial Reporting Council of Nigeria

iv)     Tax Clearances Certificate for the last three (3) years (2009, 2010 & 2011) and Tax Identification Number (TIN)

v)      Verifiable list of similar and other jobs executed in the past

vi)     Evidence of Registration with Pension Commission

vii)    Detail of Company profile

viii)   Letter of Recommendation from the Company’s Bankers indicating the financial capacity of the Company to undertake the job if awarded.

 

Failure to submit ANY of the listed documents may result in disqualification

Preamble

Applications are hereby invited from qualified contractors to tender for pre-qualification for the following projects at the Neuropsychiatric Hospital, Aro, Abeokuta.

 

The Projects are as follows:

Lot 1: Landscaping, Drainage, and Dwarf fencing of the Multi-Purpose Hall at Lantoro Annexe.

 

Lot 2: Construction of 1st phase of three (3) blocks of four (4) 2-Bedroom apartments for Resident Doctors Quarters.

 

Lot 3:          Extension of the Old Administrative Block.

 

Pre-Qualification Requirements

Interested companies are required to submit the following along with their bids:

(a)     Certificate  of Registration  with   Corporate  Affairs Commission (C.A.C) (b)          Company Tax Clearance Certificates for the last three (3) years,

(c)      Evidence of VAT Registration and Remittances.

(d)     Evidence of Execution of Similar Projects in the last three (3) years.

The Rivers State Government in collaboration with UNDP under its 7th Country Programme is implementing activities in four (4) thematic areas contained in the Country Programme Action Plan (CPAP): Capacity for Governance Programme (CGP), Economic Governance Programme (EGP), Private Sector Development Programme (PSDP) and Sustainability and Risk Management Programme (SRMP) (comprising the Governance of HIV/AIDS and Environmental Governance programmes).

 

To realize the objectives of the programme as contained in the 2012 Annual work plan signed between the Rivers State Government and UNDP, the office of the Senior Special Assistant (SSA) to the Governor on International Donor Agencies, requests proposals from qualified individuals, firms, corporate bodies and civil society organizations with requisite qualifications /experience for activities under two thematic areas.

A.      Economic Governance Programme (EGP)

(i)      To conduct three days capacity building workshop on proposal writing /reporting format, terms of reference (TOR) and work plan development, project planning and management for staff, Implementing Partners(IPs) and Non-State Actors. Develop a data base on AID Flows in Rivers State (Design a prototype and collection of Data).

(ii)     Conduct capacity building workshop on plan implementation monitoring (including manual/development of M & E framework in line with national M & E and training on application for concerned staff)

 

B.      Sustainability and Risk Management Programme (SRMP) Environmental Governance Programme

(i)      Conduct capacity building training for 46 Rivers State Legislators/Policy Makers on mainstreaming of climate change adaptation and mitigation issues into development planning.

 

(ii)     Conduct Environment and Conflicts/Disasters Management in the State

(iii)    Conduct capacity building workshop on State grants for community based environmental initiatives

 

Application Procedures

All interested individuals/firms/NGOs/consultants and corporate bodies are to submit two (2) copies each of a detailed technical proposal and a financial proposal in separate sealed envelopes stating clearly the activity applied for.

 

The top left of each envelope should be marked Technical Proposal, or Financial Proposal, as may be applicable. Individual proposal should include three (3) copies of CVs while firms/corporate bodies should include certificate of incorporation, company profile/staff, list of key staff/personnel that will work on this assignment and other relevant information.

A.      Introduction:

In compliance with the Public Procurement Act 2007, the Federal Airports Authority of Nigeria (FAAN) intends to undertake the under listed projects under its 2012 financial year (K3R) budget. B.   Expression of Interest Requirements

  • Evidence of company registration [Certificate of incorporation of the Company]
  • Certified true copy of Memorandum and Article of Association with CAC (Form C02 & CO7 inclusive).
  • Evidence of Tax payments (Current Tax Clearance Certificate) for the last three years.
  • Copy of VAT registration and evidence of remittances.
  • Certificate of compliance to pay pension from PENCOM and evidence of remittances.
  • Corporate Profile with Curriculum Vitae showing evidence of Professional Qualifications of key personnel.
  • Evidence of financial capability to execute the project (Bank Reference Letter/Bank guarantee will form part of the evaluation criteria).
  • Copies of the Audited Account of the company for the last three (3) years.
  • Verifiable evidence of similar works successfully completed/on-going (e.g. Letter of Award, Certificate of Completion, Contract Agreement and Payment Certificate)
  • The Sworn Affidavit disclosing as follows:-
  • That all documents submitted are not only genuine but correct.
  • That the Director(s) has /have never been convicted by any court of law.
  • That the firm’s Director or company is not bankrupt.
  • Whether or not any of the officers of FAAN or BPP is a former or present director of the Company.

 

C.   Submission of Documents.

  • The documents are to be submitted in four (4) copies in A4 paper size and neatly bound. The document should be arranged in the order listed under expression of interest requirements and clearly separated by dividers.
  • The documents must be sealed in an envelope and the Project Name and Lot number clearly written at the top left corner of the envelope.
  • All documents must be submitted to the office of “The General Manager

(Procurement)”, FAAN Headquarters, Ikeja- Lagos.

 

D.   Closing and Opening of Submissions

Submission of Expression of Interest tender shall close at exactly on 28th May, 2012 by 11.30 am. All submissions will be opened on the same day at 12 noon in The Commercial and Business Development Conference Room, FAAN Headquarters, Ikeja- Lagos.

 

E.      Important Information.

  • The FAAN reserves the right to verify the authenticity of any claims made on the expression of interest documents submitted by companies.
  • Failure to comply with the instruction(s) and provide any required document(s) may automatically result in disqualification.
  • FAAN reserves the right to reject any or all the expression of interest documents.
  • Original of all documents above must be produced for sighting at the opening and any other time requested
  • Tender documents submitted late shall be rejected.
  • All submissions must be in English language.
  • Submission should be very clear on the areas of specification and Lot(s) of interest.

Invitation for Crude Oil Term Contract Application- Extension of Deadline for Submission of Applications

 

Further to our invitation for applications dated 21 and 22 March 2012, the guideline for Crude Oil Contract has been reviewed to comply with the Nigerian Content Act. All interested applicants are given two weeks effective 30/4/12-11/5/12 to submit their applications for lifting of Nigerian Crude Oil during the 2012/2013 contract year as follows:

 

A. Who May Apply

i.        A bona fide end user who owns a refinery and retail outlets -Details of the applicant’s facilities, markets and volume of crude oil processed over the last three years must accompany the application.

 

ii.       An established and globally recognized large volume trader-applicant must provide evidence of its global network, its activities and volumes of crude oil handled in the last three years.

 

iii.      Indigenous Nigerian company engaged in Nigerian Oil and Gas business – Applicant must attach the evidence of registration.

B.      Financial Requirement

i.        Applicant must have a minimum annual turnover of US$ 500 million and net worth of not less than US$100 million – Applicant must attach three (3) years audited accounts.

ii.       Successful applicants will be required to make payment of US$2.50 million deposit for the first cargo. This deposit will be part payment for the first cargo to be lifted.

 

iii.      Payment for all cargoes shall be on the basis of confirmed irrevocable Letter of Credit from approved local and International banks.

 

C.      Compliance with the Nigerian Content Act

Compliance with Nigerian Content Act shall be a major consideration in the selection of applicants to lift Nigerian Crude Oil. Towards that end, the following requirements must be met by interested applicants;

 

1.       Interested applicants must provide commitment from prospective shippers to lift Nigerian crude oil, that a minimum of five (5) slots per cargo shall be set aside for ocean-going attachment of Nigerian cadets for the purpose of obtaining international certification.

 

2.       Interested applicants must submit a Memorandum of Agreement with shipper(s) demonstrating a credible strategy to grow Nigerian equity in the tanker(s) nominated to lift allocated Nigerian crude to 25% by 2014 and 90% by 2017. It should be noted that evidence of Nigerian equity in the nominated tanker(s) prior to conclusion of the process shall give trader competitive advantage.

 

3.       Interested applicants must submit a detailed Nigerian Content execution strategy to the satisfaction of the NCDMB, clearly setting out Nigerian Content commitments for subcontracting in the areas of;

1.       Insurance and legal services

2.       Banking and Financial services

3.       Training and capacity building

4.       Cargo inspection and survey

D.      Other Conditions

In addition to the above, successful applicants must show commitment to the development of the Nigerian economy by investing in any number of investment opportunities that abound either in the oil industry or other sectors or, as an alternative, in the short run, meaningful and sizeable investment in community development projects(s) in the oil producing areas as may be acceptable. Investment areas include:

i.        Upstream investment – to increase our oil reserves and production capacity;

ii.       Downstream projects in refining, processing, distribution and storage of petroleum products;

iii.      Gas utilization projects;

iv.      Independent Power Plant Projects;

v.       Agriculture;

vi.      Railway construction;

vii.     Solid Mineral Development;

viii.    Healthcare sector development and Real Estate Development;

ix.      And any other areas of the economy acceptable to the SELLER;

 

E. Modalities

i.        Short listing of applicants for consideration for crude oil term contract allocation will be contingent upon successful Independent due diligence reports.

 

ii.       Nigerian National Petroleum Corporation shall maintain regional balance in the distribution of Nigerian crude oil term contract holdings to the following regions;

 

–         Africa

–         North and South America

–         Western Europe/Mediterranean/ Eastern Europe

–         Asia

F.      Submitted Applications

All applications received following our 21 and 22 of March 2012 advertisements remain valid. However companies are at liberty to present new applications in line with this new advertisement if they desire to do so.
