The Federal Government of Nigeria is currently engaged on a transformation of its agricultural sector, with sharp focus on agribusiness development, commercialization of agriculture, to drive food security, promote growth and jobs creation. At the core of this strategy is the decision of the government to drive agriculture as more of business than being considered as a way of life for social development, and move away from treating agriculture as a development program.

 

The Federal Ministry of Agriculture has developed a comprehensive Agricultural Transformation Agenda which focuses on improving agricultural value chains in several commodities, including rice, maize, soybeans, cassava, sorghum, cocoa, palm oil, livestock and aquaculture.

 

The dissolution of the old marketing boards, as part of the Structural Adjustment Programs of the 1980s, has left the country without marketing institutions to coordinate the marketing system for Agricultural commodities. As a result, markets are poorly organized with high transaction costs, lack of price discovery mechanism, price volatility and difficulty in enforcing grades and standards, making domestic markets inefficient and unable to assure stable prices for farmers and consumers.

 

As part of the Agricultural Transformation Agenda, the Federal Ministry of Agriculture and Rural Development wish to develop Commodity Market and Trade Corporations that will be at par with International best practice that will coordinate the agricultural value chains to enhance market efficiency and competiveness. The scope of the consultancy shall include the Establishment of Commodity Market and Trade Corporations in respect of the following:

Terms of Reference (Applicable to all Commodity Markets)

1.       Critically review the experiences with the old marketing boards and lessons for Nigeria on improving marketing of Agricultural products.

2.       Critically review the current state of Agricultural Marketing in Nigeria and identify the gaps that must be fixed to improve marketing of agricultural produce and recommend measures to fix them.

3.       Review international best practices in market development and institutional arrangements for improving marketing of agricultural produce in emerging economics e.g. China, Brazil, India, Thailand) and other African countries (e.g., Ghana, Kenya, South Africa etc.) and draw lessons for Nigeria agricultural market development

4.       Develop the framework for the Commodity Market and Trade Corporation, based on the international best practices in market development

5.       Recommend suitable legal, regulatory and institutional frameworks to ensure oversight, proper regulation, transparency and accountability of the market and trade corporations to stakeholders

6.       Strategic plan for the market and trade corporations, outlining the key choices to be made, the recommended choice, and how to execute such choices:

a.       Concise scope and mission for the market and trade corporations

b.       Integrated activity-based plan for the market and trade corporation will need to engage in, while ensuring that they public-private partnerships for successfully unlocking the capacity of the agricultural value chains

c.       Determine the market development activities that the market and trade

corporations should engage in what should be done by the private sector,

d.       Outline the partnerships the market and corporations need to build and

recommend steps to achieve such partnerships at local, regional and global levels

7.       Develop a financial plan (P &L plus balance sheet) for the commodity Market and trade corporation’s activities over an initial period of 5years and how such can be achieved using combination of government, private and investor capital. The high level financials should include estimate of investment propositions for institutions including commodity buying and at what price, cost of running the corporation, uses of declared reserves, management price scheme etc.

8.       Given considerations and roles outlined above, determine the key capabilities and skills required by the market a trade corporations and steps required to achieve them. The capability mapping should as appropriate include high level organizational design and job description as well as a plan of action for filling these.

 

Timeline: The Consultant will finalize the report by August 15,2012. The Corporations shall be formed and incorporated by September, 2012.

Functions of the Commodity Markets

  • Coordinate the commodity value chains to ensure that farmers are able to secure profitable markets for their commodities, to raise farm incomes.
  • Organize farmers into production clusters for each of the commodity value chains and link them to processors.
  • Put in place institutional arrangements to expand the access of farmers in the value chain to agricultural extension services, improved production methods (seeds, fertilizers, irrigation, and mechanization) to rapidly raise productivity of farms.
  • Establish a decentralized modern price discovery system to ensure the flow of reliable, quality and timely market information across the agricultural value chains, using mobile phones and other mass price transmission systems.
  • Coordinate with Abuja Security and Exchange Commission and put in place a functional agricultural commodity exchange platform to improve marketing and pricing of agricultural produce.
  • Establish, manage and promote private sector Investments in commodity processing and value addition through commercial ventures.
  • Ensure price stabilization through a mix of public and private sector instruments including public intervention to mop up surpluses, strategic grain reserves link of farmers to off-takers, market hedging, and facilitation of export financing for farmers to export surpluses.
  • Develop the needed market infrastructure (warehouses, silos, cold storage etc.) and transfer these to private sector under lease arrangements to reduce post -harvest and marketing losses and improve food safety.
  • Put in place grade and standards for the commodities to facilitate trade
  • Facilitate the establishment and functioning of Staple Crop Processing Zones

 

Qualification Criteria

3.       In order to be considered, interested companies must submit Expression of Interest in line with the above terms of reference and functions of the Commodity Market, accompanied with the following:-

i.        Evidence of registration with relevant professional body or certificate of competence and qualification by appropriate regulatory agency;

ii.       Provide details of the company profile including the curriculum vitae of key

professional staff and other resources;

iii.      Verifiable evidence of similar jobs done previously;

iv.      Evidence of payment of due taxes, charges, pensions or social insurance

contributions;

v.       Company Audited Accounts for the last 3 years; (2009,2010,2011);

The Agricultural Transformation Agenda of the Federal Ministry of Agriculture has been developed, as part of the wider Transformation Agenda of the President of the Federal Republic of Nigeria. The implementation of the action plan requires the development and implementation of a comprehensive public relations/media plan with various strategies targeted toward a wide range of constituents, via numerous channels including print, radio, media, and social media.

The Federal Ministry of Agriculture and Rural Development seeks the services of an internationally reputable consulting firm, with global expertise and reputation in strategic communications, to develop and implement a comprehensive campaign for mobilizing agricultural investments in Nigeria, strategically enhance Nigeria in global food and agricultural markets and brand Nigeria as a destination for investments by global food and agribusinesses.

 

Terms of Reference

  • Develop and implement a comprehensive positioning and awareness campaign, including public relations/media plans that convey core messages to each constituent. This may include earned and purchased media such as promotional films for CNN, Al Jazeera, or other outlets.
  • Develop and communicate core messages for each of the following constituencies: 1) international private sector investing in agriculture; 2) international banking community: 3) multi-lateral banks and bilateral agencies; 4) Nigerian private sector investing in agriculture; 5) Nigerian banking community; 6) Nigerian farmers; 7) NGOs operating in Nigeria; 8) civil society; and 9) others to be identified.
  • Identify strategic,  highly visible opportunities for reaching wide audiences with core messages, at global forum and events, including but not limited to:  Clinton Global Initiative; World Economic Forum/Davos; G-8 Summits; and others. Develop and implement PR/media plan for agreed upon opportunities.
  • Develop portfolio of agricultural success stories and convey information to appropriate constituents via written documents, opeds, radio, video, social media, and other outlets.
  • Design and implement public relations/media strategy for Nigerian agriculture delegation visits to other countries and visits from foreign delegations.
  • Collaborate with Federal Ministry of Information and the News Agency of Nigeria to craft and convey to the national, regional and global media the progress and achievements of the Agricultural Transformation Agenda of the Government.
  • Organize agribusiness investment drives for Nigeria and position Nigeria for significant flow of investments in food and agribusiness, and develop media efforts to enhance exports of agricultural commodities from Nigeria.
  • Design and prepare other materials and public, relations/media activities as needed.

 

Duration of Assignment: One year at the first instance with the possibility of multiple one year renewals based on performance.

Request for Expression of Interest (EIO)

 

The Federal Government of Nigeria (FGN) has 25 Silo Complexes it intends to concession to allow for greater participation of farmers and the Public in the Agricultural Transformation Agenda. The different 25 Silo Complexes are as follows:

 

Kaduna (Kaduna State), Gaya (Kano State), Dutsin-ma (Kastina State), Birnin-Kebbi (Kebbi State), Gusau (Zamfara State), Bauchi (Bauch State), Damaturu (Yobe State), and Maiduguri (Borno State) Ilorin (Kwara State), Lafia (Nasarawa State), Lokoja (Kogi State), Jalingo (Taraba State), Yola (Adamawa State), Ado-Ekiti (Ekiti State), Ilesa (Osun State), Akure (Ondo State), Ikenne (Ogun State), Irrua (Edo State), Igbariam (Anambra State). Ezillo (Ebonyi State), Okigwe (Imo State), Ogoja (Cross River), Uyo (Akwa Ibom), Yenegoa (Bayelsa State).

 

In this connection, FGN is desirous to assess the strategic fit, achievability, value for money and affordability for the procurement of concessionaires to finance, maintain and operate its silo complexes across the country. The procurement of all concessions in Nigeria follows the National Policy on Public Private Partnership (PPP) published by the infrastructure Concession Regulatory Commission (ICRC).

 

The FMA & RD and ICRC now seek Transaction Advisors to provide a broad scope of advisory services to assist in the procurement of the concessions. The FMA&RD and ICRC therefore invite qualified Transaction Advisors to express Interest in providing such services.

 

Terms of Reference

The services to be provided include but not limited to the following:

  • Completion of project preparation, including PPP transaction structuring;
  • Market sounding to confirm decisions on scope, structuring and timing of transaction;
  • Financial analysis and modeling;
  • Upgrade the feasibility studies and any other report to outline business case (OBC) in line with the National Policy on PPP (N4P);
  • Assistance in designing and managing the procurement and evaluation process and support to FMA&RD Project Delivers Team PDT during the process;
  • Analysis of enabling legal frame work;
  • Readiness for market assessment;
  • Preparation of information memorandum and tender documentation (including concession contract etc);
  • Support marketing;
  • Organization and preparation, where necessary of supporting documentation to be made available to Bidders (including technical analysis);
  • Assistance in negotiation with one or more parties prior to contract award; and
  • Management of other advisory inputs and overall management of the advisory team to ensure a successful transaction.

 

Transaction Advisers may consist of a single firm or a consortium of firms with the financial legal, technical, PPP and other specialist expertise required to successfully bring the transaction to financial close in the case of a consortium, the consortium members must jointly submit the required information and must also clearly identify one of the firms comprising the consortium as the lead Transaction Adviser. The lead Transaction Adviser will have primary responsibility for liaising with FMA&RD and ICRC Project Delivery Team (PDT) and for managing the consortium’s advisory inputs as a whole.

 

Firms comprising the consortium with specialized expertise in the finance legal and technical fields should be identified, respectively as the Finance Transaction Advise, Legal transaction Adviser, and Technical Transaction Adviser International Consultants are encouraged to form partnerships with reputable and accredited Nigerian consulting firms.

 

Submission of Expressions Interest (EOI)

Expressions of interest (EOIs) from prospective Advisor should specify the following information as the basis for Prequalification

  • Full name and nationality (country of registration of the company).
  • Profile of firm/consortium including ownership structure and role of each corporate entity with full contact details including email of lead firms.
  • Detail of direct experience advising government in the structuring of PPP transactions.
  • Track record of successful closing of PPP concessions particularly in the Agricultural Sector
  • Description of roles played in at least five (5) Agriculture transactions closed in emerging markets during the past seven (7) years at least one which should be in the past (3) years);
  • Relevant experience in the Agricultural sector (including technical competence);
  • Experience working in Nigeria and/or Sub-Saharan Africa;
  • Financial Capacity Profile of the firm and Evidence of Tax Clearance
  • Certificate for 2008, 2009, 2010 for Nigeria Firms;
  • Submission of three (3) years Audited Accounts with an annual turnover of N13 million in each of the last 3 years;
  • Evidence of Employees Open Retirement Savings Account (RSA) with a Pension Fund Administrative (PFA) of the last three years for Nigeria firms.

 

Advisor will be selected in accordance with the procedures set out in the BPP Standard Request for Proposals (RFP) for the selection of Consultancy firms (Complex Lump Sum) January. 2008.

Prospective Tenderers are required to submit their pre-qualification bid containing the under listed documents information in clearly marked envelopes to the office of the Registrar on or before Thursday, 28th June 2012.

 

The opening of the bids follows immediately after close of submission.

 

Breakdown of Projects under the Year 2010 Normal And Special  intervention

Lot 1 Rehabilitation of existing space for Department of Philosophy Library

Lot 2 Supply and Installation of Computers and Internet Facilities for Department of Philosophy

Lot 3(a)       Supply of Books for the Department of Philosophy

Lot 3(b)      Supply of Books for the Department of History

Lot 4           Procurement and Installation of Sundry Office Equipment and Computer for Department of History

 

 

The pre-qualification document must contain the following:

(a)     Company’s Tax Clearance for the last three (3)years

(b)     Evidence of Company Registration with Corporate Affairs Commission

(c)      Verifiable list of similar and other jobs successfully executed with their locations, together with letters of Awards and Certificates of Job Completion

(d)     Verifiable list of plants/machinery with years of manufacture and locations, of the equipment to be used in the project. Please state whether the items of       on  equipment are on lease, hired or owned by the company with evidence of purchase where applicable.

(e)      List of key staff who will execute the project with their Curricula Vitae and relevant positions.

(f)      Company’s financial details and audited accounts for the last three years.

(g)     Value Added Tax Certificate (VAT Certificate).

(h)     Evidence of remittance of pension contribution of employees to PENCOM in line with section 16, subsection 8 (d) of the Procurement Act.

(i)      An affidavit disclosing whether or not any officer of the relevant committees of the Obafemi Awolowo University or the Bureau of Public procurement is a former or present director, shareholder or has any pecuniary  interest in the bidding company, and confirming that all the information it presented in its bid are true and correct in all particulars.

 

Tender Procedure

Tenderers are required to pay in respect of each project a sum of twenty thousand naira (N20,000.00) only to the University Bursary or enclose Bank Draft for similar sum payable to Bursar. Obafemi Awolowo University. Ile-lfe. The Bills of Quantity and other Tender documents are obtainable from the Office of the Director of Physical Planning and Development Unit of the University at the University Hall Extension between the hours of  8.30am and 4.00 p.m. daily upon the presentation of the evidence of payment.

 

Submission of Tender

Interested bidders are expected to put the technical bid in separate sealed envelope and financial bid in another sealed envelope, with each envelope distinctively labeled. while the two envelopes will be put in a bigger scaled envelope in line with the three envelopes system of tendering. Envelope for each project should be clearly marked “TENDER FOR THE PROJECTS UNDER THE YEAR 2010TERT1ARY EDUCATION TRUST FUND (TETFUND) NORMAL  INTERVENTION AND SPECIAL INTERVENTION.   It should be forwarded to the Secretary, Tenders Board, Registrar’s Office, Floor 3, University Hall, Obafemi Awolowo University, Ile-Ife, not later than 12.00 noon on the closing date.

Closing date for submission of Tenders is Thursday, 28th June 2012 and the Opening of Tenders follows immediately thereafter in the Committee Room 05. Of the University Hall.

 

Please, note that only die Disqualification bid documents will be opened on the bid opening day and only pre-qualified bidders will be invited for financial bid opening while unsuccessful bidders will have their financial bids returned unopened.

The University reserves the right to reject any or all pre-qualification packages

The University will deal only with authorized officers of the tendering companies and not through individuals or agents acting on their behalf.
