1.0  Introduction

 

The Management of PHCN Ikeja Electricity Distribution Company in line with the Federal Government efforts to further improve power supply wishes to invite interested reputable Companies for Expression of Interest to execute projects and supply materials in the 2012 Financial year.

2.0        Condition for Eligibility:

Intended companies are required to submit the following along with the application:

 

  • Copy of the Certificate of Incorporation of the Company
  • Current Company Tax Clearance for the last Three (3) Years (2009, 2010, 2011)
  • VAT Registration Certificate and evidence of VAT remittances
  • Evidence of compliance with Pension Act 2004 and evidence of remittances
  • Audited financial report of company for the past 3years (2009, 2010 & 2011)
  • Evidence of Financial capability from a reputable Bank (Not just evidence of maintenance of Bank Account)
  • Evidence of having successfully carried out similar works/supply in the last Five years.
  • Companies in construction industry should have COREN Registered engineer as the Managing Director and must show proof or having executed such jobs successfully.
  • Evidence of capability and facilities for manufacturing of Equipment for Manufacturers.
  • Manufacturers must show evidence of SON or ISO certification
  • Company profile including details of key professional staff, relevant manufacturing capability where necessary and copy of Company Brochure.
  • Any other information or document(s) that will place the Company on a comparative advantage over others

 

 

3.0   Submission Of Document

Interested Applicants should indicate interest on the LOT desired and separate documents should be submitted for each LOT. The documents should be duly signed by the company’s authorized representative. The submission in line with the requirement stated above shall be enclosed in sealed envelope (s) clearly marked “EXPRESSION OF INTEREST 2012 FGN CAPITAL PROJECTS” indicating the description of project on the left hand corner of the envelope (s).Name, mailing address and telephone number of the Company must be clearly stated at the back of the envelope(s).

 

Application should be per lot and documents for different lots must be in separate envelopes, clearly and boldly labeled as indicated above to be sent to we following address on or before 12.00pm on June 18th, 2012.

5.0 Note;

  • This notice is not an invitation to bid.

Introduction:

The Federal Government of Nigeria has made budgetary provision in the 2012 financial year to procure, repair and upgrade electricity infrastructure in (the country in its continuous efforts to improve power supply, energy efficiency and ultimately enhance service delivery to the numerous customers of PHCN and the citizenry.

Requirements:

Interested companies are required to submit three (3) copies of Bids with specific  chapters, paginated and separated by dividers in the same order as set out under A & B below.

 

(A)       Mandatory Requirements (without which the company will be disqualified)

i.          Evidence of registration with Corporate Affairs Commission (CAC). Certified True Copy of Certificate of Incorporation and Memorandum and Articles of  Association should be submitted,

ii.         Evidence of compliance with the Pension Reform Act, 2004 with updated  remittances.

iii.        Report of Audited accounts and tax clearance for the last three Years (2009,

2010, 2011).

iv.        Evidence of VAT registration and past VAT remittances.

v.         Evidence of payment of N50,000.00 only as non-refundable Bid fee for the

collection of the bid documents.

vi.        Comprehensive company profile with all relevant information concerning physical addresses, Telephones(GSM), fax, e-mail address of the company and its Representatives should be submitted.

vii.       Documented evidence of Financial Capability including Bank reference.

viii.      A sworn affidavit affirming that all the Directors of the company have never been convicted in a court of Law and no staff of KDEDC has pecuniary Interest in the company. The affidavit should also affirm the true financial and technical position of the company.

ix.        Any other relevant documents that may place the company on a Comparative

advantage above others.

 

(B)       Technical Details

i.          Proof of available office, resources, warehouse, equipment, facilities etc.

ii.         Proof of technical expertise and Resume of Key officers to be involved in the

execution of the project.

iii.        Details of relevant and verifiable experience of similar projects executed by the  company (please attach copies of transaction documents including project Completion Certificates).

 

Note: Kaduna Electricity Distribution Company shall verify. All Claims made by Companies. Therefore; all Necessary Authorities and guarantee for verification must Be submitted.

 

Collection of Bid Documents,

The Bid documents, both Technical and Financial, are obtainable from the Secretary, Management Tender’s Board, Kaduna Electricity Distribution Company, Electricity House, New Head office Building, Ahmadu Bello Way, Kaduna- Nigeria on evidence of payment, in Bank draft, of a non-refundable Bid fee of N50,000.00 payable to PHCN Kaduna Electricity Distribution Company.

Applications are hereby invited from reputable and interested Contractors with relevant cognate experience and good track record of performance for prequalification on year 2012 Capital Appropriation Projects in Ahmadu Bello University, Zaria. The projects are:

 

Rehabilitation of Blocks of Students Hostel

 

Pre-qualification Criteria:

The pre-qualification documents should include:-

(a)     Evidence of Incorporation/Registration with Cooperate Affairs Commission (CAC).

(b)     Company Current Tax Clearance Certificate for the last three (3) years (2009-2011)

(c)      Company Audited Account for the last three years (2009-2011) certified by a chartered accountant/auditor.

(d)     VAT registration and evidence of remittances in the last three years (2009-2011) to be attached.

(e)      Evidence of Financial capability to execute the project. Bank reference and a letter of credit facility from a reputable Commercial Bank with a commitment to provide loan facility for the execution of the contract if eventually won.

(f)      List of similar, verifiable and successfully executed projects or ongoing by the Company with letters of award and completion certificates, in the last four years 2008-2011 only. Letters of award and interim certificates of payment should be attached for projects that are ongoing.

(g)     List of Managerial, key Technical and Administrative Staff of the Company which should include names, curriculum vitae and copies of certificates for each key staff.

(h)     List of Equipment owned or on lease hold by the company relevant for smooth execution of the project. Evidence of ownership and pictures with company Logo is an added advantage.

(i)      Evidence of remittance of pension contribution fund for staff of the company from reputable pension funds Administrators ( PFA) as provided in section 16, subsection 6(d) of the Public Procurement Act, 2007.

(j)      Evidence of compliance with the provisions of the industrial training fund amendment act as stipulated in section 6 (1)-(3).

(k)     Evidence of community social responsibility (if any)

(l)      Original documents should be available for sighting on demand during or after the opening of prequalification documents

Prequalification documents should be bound in wax-sealed envelope with “Prequalification as Contractor” written at the top right hand corner and addressed to The Registrar Ahmadu Bello University Zaria should be hand delivered into the prequalification box in the Registrar’s office, 7th floor Senate Building on or before 28th June, 2012 by 12noon.

 

2.       Opening of Pre-qualification Documents

Prequalification documents will be opened on Thursday, 28th June, 2012 by 1:30pm at the ABU Samaru Zaria Assembly Hall near the Convocation Square. All interested members of the public especially intending contractors are hereby invited.

(a)     A submission of pre-qualification documents to ABU Zaria is neither a commitment nor an obligation to award contract to any Contractor or his agent.
