1.       ECOWAS Parliament has allocated funds for the Procurement of 2013 Diaries and intends that these funds are applied to eligible payments under the contract for the design, production and supply of these Diaries.

 

2.       Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the Administration Division, ECOWAS Parliament, International Conference Centre, Area 10, Garki, Abuja.

 

3.       A complete set of Bidding Documents may be obtained by interested bidders on the submission of a written application to the Registry to enable bidders collect, each, an authorized copy of the said bidding document which is also available at the ECOWAS Parliament website at: www.parl.ecowas.int

 

4.       Bids must be delivered to the Registry at ECOWAS Parliament on or before 7th September, 2012 by 12:00 noon and must be accompanied by a bid security of one hundred and two thousand (102,000) Naira from a reputable bank in Nigeria.

PATHS 2 Micro Health Insurance – Medical Firm to Conduct Medical Tests During Survey of Microfinance Clients in Lagos State

 

The Partnership for Transforming Health Services (PATHS) 2 project, a 6-year national program funded by the UK’s Department for International Development (DFiD) to lead health system strengthens efforts in Nigeria is working to expand health insurance coverage to the poor. One aspect of this is to provide assistance in the design, distribution, and operations of pro-poor health insurance through partnerships between health maintenance organizations (HMO) and Microfinance banks (MFB).

 

PATHS2 is working to improve financial access to health services through multiple approaches. One such approach involves partnerships between PATHS2, three HMOs and four MFBs in Lagos State to develop and scale up pro-poor health insurance products. PATHS2 is providing technical assistance throughout the design, marketing, and sales of these products. The products are expected to be ready to sell by the end of 2012, and substantial work will be needed before and after the product launch to collect data on potential buyers of this health insurance in order to understand its impact.

 

A medical firm is needed to work alongside a survey team to conduct medical tests on 4,000 survey respondents in Lagos state, as part of a larger project supporting the roll­out of private pro-poor health insurance through microfinance banks in Lagos State. Medical tests will include a point-of use anemia test so that respondents can get hemoglobin results immediately, 3 blood pressure readings to be averaged together, and anthropometric measures including height, weight, and BMI.

 

Key Deliverables & Expected Outputs:

  • Execution of medical tests on 4,000 respondents in Lagos state including a point-of-use anemia test, 3 blood pressure readings each, and anthropometric measurements including height, weight, and BMI
  • Approval from PATHS2 of point-of-use anemia test machines, blood pressure cuffs, and durable supplies needed for anthropometric measurements including only height, weight, and BMI
  • Procurement of necessary disposable equipment for all medical tests
  • Selection of qualified stiff to conduct tests and troubleshoot problems from the field
  • Plan to supervise and ensure quality and accuracy of all medical tests
  • Final database of all measurements, and short final report on activity.

Sale by Bid of a Marine Asset “As is”

 

Request for Pre-Qualification Applications

 

The Offerer, (holder of title) to a marine Asset currently moored in Lagos State, Nigeria wishes to Offer for Sale, by bidding from interested parties to be pre-qualified, the said marine Asset on an “as is” basis.

 

The Offerer is desirous of selling the marine asset by advertising for bids, Please note that any expenses applicable to the marine Asset shall as from the date of sale (execution of the Sale Memorandum), be for the account of the Purchaser.

 

The marine Asset is a specially designed vessel, moored in Lagos State, Nigeria. It can be applied for several purposes, but does not have any self-propulsion capabilities at present. Bidders shall be pre-qualified, in order to ensure that only those with capacity are selected to undertake a due diligence which comprises access to specifications of the vessel as well as a physical inspection of the marine Asset.

 

The criteria for pre-qualification are as set out below:

Submission of Pre-Qualification Application

 

Interested bidders may submit a pre-qualification application alone or through a consortium, (a consortium being a temporary aggregation of companies in a joint or consolidated form, with a designated representative that will be responsible for each of its members).

 

Applicants submitting a request for pre-qualification alone shall be:

i)       A duly registered corporate entity that transacts business in accordance with the laws governing the Sovereign of its domicile; or

ii)      A corporation having the status of an offshore entity in accordance with recognized and internationally accepted regulations in force in the country of registration; or

iii)     An unincorporated consortium coming together for the sole purpose of this bid comprising two or more companies; such a consortium must have a duly notarized Memorandum of Understanding defining the basis of existence and purpose of the consortium, as well as signifying the representative entity or authorized signatories of that consortium. Each constituent company of the consortium must meet the pre-qualification criteria in either (i) or (ii) above.

 

Conditions of pre-qualification of Applicants

To be pre-qualified, Applicants under (i) and (ii) above and each constituent member of a consortium shall submit one (1) set of hard copies and one (1) CD or Flash drive of the following:

 

1.       Statutory Documents:-

(a)     Memorandum and Articles of Association.

(b)     Certificate of Incorporation.

(c)      Copies of the latest returns of Forms CO2 & CO7.

(d)    Copies of Audited accounts for the last 3 years. (Companies less than 3years old should submit copies of their most recent accounts).

(e)      Copies of tax returns for the last 3 years.

 

2.       Submit one (1) copy of a statement of intention regarding initial and mid-term plans for the asset.

3.       Submit one (1) copy of a letter of reference from your bankers regarding capacity to acquire the asset.

4.       Submit one copy of the names and contacts of Advisers to the Applicant e.g. solicitors, accountants etc.

5.       Submit one (1) copy of a statement in which existing or previous relationships and possible conflicts with any party (individual or corporate) previously or currently involved in any way with the asset is clearly stated.

 

Deadline for Submission of the Pre-Qualification Request

A sealed envelope containing the required submissions, should be delivered by hand with clear indication on the outside “Sale by Bid of the Asset -Request for pre-qualification” on or before 13th August, 2012 at 5pm Nigerian Time addressed to “The Sale Agent” – Sterling Towers (2nd Floor) 20 Marina Lagos.

Please note that by entering this process you agree:

(1)     That only approved pre-qualified bidders would be invited to submit non-binding offers.

Communication for Change (C-Change) is USAID’s project for improving the effectiveness and sustainability of communication programs across multiple sectors: population, health, environment and civil society. The program is implemented by FHI Development 360 LLC (FHI360).

 

Recently, the USAID commissioned C-Change to implement a demand creation campaign for the increase of prevention of mother to child transmission (PMTCT) services’ uptake in the country; C-Change wishes to conduct a formative research on knowledge, attitude and barriers to uptake of PMTCT services in Nigeria. The result of this study will inform the development of a national demand creation communication strategy for PMTCT. The purpose of this solicitation is to contract the services of a personal services contractor (PSC) with requisite technical experience in qualitative and quantitative research techniques to work with C-Change to conduct formative research on the PMTCT knowledge, attitudes, and behaviors of specific audience segments as well as barriers to PMTCT service uptake by pregnant women in Nigeria. The preferred candidate shall have the responsibility of putting together a team of qualified personnel to complete the stated tasks of this assignment and should have the necessary skills, education and experience to accomplish the assigned tasks.

 

Person Specification for PSC:

A.      At least ten years experience in quantitative and qualitative research techniques.

B.      Relevant experience in Public Health research including data management

C.      Evidence of similar work done

D.      At least a Masters Degree or advanced degree in Social Sciences, Public Health, Health Economics or Epidemiology.
