Title:           Recruitment of a Consultant for the study on ECOWAS Market Analysis and Business Model

 

1.       The Economic Community of West African States (ECOWAS) seeks to engage the services of a Consultant for the Study on ECO WAN Market Analysis and Business Model.

 

2.       The Purpose of the Study

Market Analysis

The analysis will examine potential market opportunities for the ECOWAN, including the market for the product existing product offering, market prices, projections and competition. The projected demand will determine the anticipated level of revenue needed to operate and maintain the ECOWAN infrastructure.

 

Business and Financial Model

The business model will cover the economic and financial viability of the ECOWAN applications, products and services. It will primarily focus on the variables in revenue projections taking into account qualitative and quantitative factors, return of investment and financing strategies.

It will also develop a financial model for the proposed project and identify the best, baseline and worst case scenarios. It should provide projections for IRR, EIRR, and Benefit-Cost Ratio based on discounted cash flow evaluation models. Highlight relevant assumptions for the model.

 

3.       The firm selected to conduct this mission shall, at least have the following:

  • Experienced in financial and legal advisory services in the field of telecommunications or ICTs.
  • Participated in at least 2 ICT related projects, especially fiber optic development in the last 5 years.
  • Had experience in financial management and economic analysis, particularly in developing countries and West Africa.
  • Have the ability to produce and provide materials in at least two of the ECOWAS official languages, namely: English, Portuguese and French.

 

4.    The selection procedure will be based on Quality and Cost in accordance with the ECOWAS Tender Code. ECOWAS Commission is under no obligation to shortlist any consultant who expresses interest.

The interested Consultants can establish in Grouping to increase their level of qualification.

 

5.    The ECOWAS Commission now invites eligible consultants (Firms) to indicate their interest in providing these services. The interested consultants have to supply the information indicating that they are qualified to perform the services, including:

  • List of the staff and the skills for the mission;
  • Indication of the verifiable technical references in the field of the present mission: the year, the cost of the mission, list of previous clients for this type of mission specifying, the name of the representative of the client, the implemented methodology and the obtained results.
  • The complete address of the firm (location, person to contact, BP, Telephone, Fax, Email).

The firms that are part of an international network are to submit one expression of interest.

D.      Collection of Bid Documents

Health Insurance Education and Awareness Implementation

 

The Partnership for Transforming Health Services (PATHS) 2 project, a 6-year national program funded by the UK’s Department for International Development (DFiD) to lead health system strengthening efforts in Nigeria is working to expand health insurance coverage to the poor. One aspect of this is to provide assistance in the design, distribution, and operations of health financing programs. A major piece of this assistance is the implementation of an educational curriculum on health insurance through microfinance banks. The PATHS2 project will contract a firm that can work with a pre­selected educational firm to implement the educational material that has been designed to the microfinance bank staff and their clients.

 

Looking for:

Lagos based company or NGO that has executed several education campaigns with experience in marketing, insurance, and healthcare.

 

Expected Outputs:

  • Implemented the education and awareness program and reach 6,000 clients (5,200 with a 30 minute curriculum and 800 with a one day curriculum) and 90 MFB staff (with a one day curriculum).

 

Project Tasks:

The specific tasks are:

  • Work with the education firm on the final modifications to the education and awareness curriculum.
  • Implement the education and awareness program.
  • Conduct an intensive education campaign with the MFB staff (90 people)
  • Conduct the education campaign with the MFB clients, educating 6,000 clients.

 

The following activities will be undertaken:

  • Final program design
  • Advise on the selection of delivery channels for material.
  • Implement the educational program.
