1.0     Introduction

The University is desirous of constructing a Modern State of the State of the Art 12-Floor Building for the school of Postgraduate Studies. The foundation is expected to be on pile and the entire building is expected to be a reinforced concrete framed structure and designed as such. The facade should blend with the landscape of the University and the completed building should not impact negatively on the existing environment.

 

The institution therefore invites Consultants of International repute to express interest carry out the following services:

  1. Prefect Management
  2. Architecture
  3. Structural Engineering
  4. Mechanical Engineering
  5. Electrical Engineering
  6. Quantity Surveying
  7. Extra Low Voltage Equipment Design

 

 

The Expression of Interest (EOI) is the first step of a process that may result in a request for proposal from short-listed companies

 

2.0     Requirements for Consideration: The documents should be submitted fill the conditions as stated

a.       Compulsory and Mandatory Criteria:

i.        Evidence of registration with the Corporate Affairs Commission (CAC)

ii.       Company Audited Accountant for the last three years

iii.      Evidence of Tax Clearance Certificate for the last three (3) years and Tax Identification Number (TIN)

iv.      Evidence of Compliance with the provisions of the Pension Reform Act, 2004 and Industrial Training Fund (ITF) Amendment Act, 2011 as applicable

v.       A sworn Affidavit indicating that all documents submitted are genuine and verifiable

vi.      Evidence of Value Added Tax (VAT) registration

vii.     Registration of the practice with respective registration boards i.e. ARCON, COREN and QSRBN

viii.    Evidence of relevant verifiable experience on major construction work(s) in Nigeria over the last live (5) years that best illustrates Qualification with letter(s) of commission

ix.      A sworn affidavit that none of the Directors has been convicted in any country for any criminal offence, including fraud or financial impropriety.

x.       A sworn affidavit indicating that no present Director, Shareholder or has any pecuniary interest in the company submitting bid

 

Failure to provide any of the above listed documents will automatically disqualify the Consultant.

 

b.      Other Criteria

  1.        i.            A list of relevant project experience within the last 5years relating to construction works on Nigeria, stating the scope, location, construction value, length of time from design to completion, key personnel and client contact information (telephone and e-mail)
  2.      ii.            please attach letter of commission, for each project in 2(b)(i)
  3.   iii.            include the curriculum vitae of each proposed professional staff
  4.   iv.            Bank reference from a reputable bank
  5.      v.            evidence of payment of non-refundable fee of twenty thousand Naira (N20,000.00) in bank draft payable to the University of Lagos

 

 

3.0     Submission of Documents:

The original and three (3) copies of the documents should be arranged in the order itemized above, neatly bound and sealed in an envelope separately for each project. The envelope should be marked Confidential Notice of intention to Consult (specify the Building) on the proposed school of postgraduate Studies Building” and delivered either by hand or courier service to reach the address stated below.

  1. The scope of works for the project shall includes the following:
    1. Drilling of 3 (Three) Nos. 150mm diameter Boreholes capable of operation 10HP submersible Pump
    2. Construction of complete 250 cubic meter overhead welded tank and meter towers
    3. Provision of gravity and rising main from boreholes to overhead tank
    4. Supply and installation of 100KVA new lister generator set
    5. Construction of 4000m pipes Distribution Networks within the township

  1. 3.                 Qualification of Firms Responding to the (RFQ)

 

Water Engineering firms, representative of manufacturers of water materials etc in presenting quotation must show clear evidence of:

(a)              Payment of cooperate taxes PAYE VAT, etc

(b)             Kebbi State Tenders Board Registration Certificate

(c)              Letters of Confirmation by applicant’s Bankers on having finanacials capacity to execute the contract

(d)             Certificate of incorporation for companies/consulting firms

(e)              Memorandum and Articles of Association

(f)               Registration with professional/regulatory bodies as would be applicable

(g)              List of company/consulting firms machineries, equipments and instruments

(h)             List of previous works/services executed and evidence of performance

(i)                List of company/consulting firms personnel including qualification and year of experience in the field

(j)                Third Party Insurance

 

  1. 4.                 Deadline for Submission of Quotation:

Water Engineering firms, representatives of manufacturers of water materials etc are to submit their quotation for the project at 12.00noon on or before 4th February, 2013.

 

The Ministry of Water Resources and Rural Development Kebbi State reserves the right to reject any quotation that does not meet its requirement.

Place of Performance: Purpose of this RFA: Nigeria; Five states: Abia, Anambra, Yobe, Jigawa, and Katisina.

 

The United States Agency for International Development (USAID) provides funding to Family Health International (FHI 360) to implement interventions for Strengthening Integrated Delivery of HIV/AIDS Services (SIDHAS) in

Nigeria. FHI 360 desires to issue sub grants under this grant to Nigerian indigenous organizations that can effectively engage networks of CBOs and FBOs to develop and implement effective integrated community-based HIV/AIDS prevention and care programs in 5 selected states of Nigeria. The 5 states are: Abia, Anambra, Yobe, Jigawa, and Katsina. FHI 360 is soliciting proposals from indigenous Nigerian organizations with interest and capacity to serve as Umbrella NGO/CBOs for delivering integrated community-based HIV/AIDS services in the target LG As. Each selected applicant will be expected to work with its sub grantees to cover all assigned program areas and selected LGAs in one state. All selected partners (applicant’s sub grantees) must be mentioned upfront within the application.

 

Fund Available:

FHI 360 intends to fund five grants and commit each grant between 5,000,000 to 10, 000, 000 Naira per year. An applicant may request a project period of up to four years

Eligible Organizations:

Registered Nigerian civil society organizations: (non-governmental organizations (NGOs) – this includes faith-based organizations (FBOs) and community-based organizations (CBOs) currently providing integrated community-based HIV/ AIDS services in any of the above states. Organizations are encouraged to apply in partnership with others to demonstrate capacity to cover all SIDHAS technical areas including Prevention of Sexual Transmission of HIV and OVC/PLHIV care and support. Each selected applicant will be required to cover the whole state through a sub-granting mechanism to other CBOs and FBOs.

The Abia State Agency for the Control of AIDS has received financing from the World Bank to coordinate the HIV/AIDS program Development project (HPDP2) and intends to apply part of the proceeds for consultant services.

 

 

Assignment Description and Services

This is a call for Expression of Interest from qualified and competent Organizations (Civil Society Organizations (CSOs) including Non Government Organizations, Faith Based Organizations Private Sector Organizations and Umbrella Organizations) to provide support to implementing the HIV/AIDS Fund (HAF). The focus is on prevention of new HIV infections and Care and support. The Organization will have Means of Verification peculiar to their activities.

 

Organizations are expected to work with any or all specified target populations within the specified geographic coverage area to deliver, evidence based HIV intervention packages in line with international standard and best practices.

 

 

HIV Prevention of New Infections

  1. 1.     Most At Risk Populations (MARPs)
    1. i.                   Target Population: Female Sex Workers:

 

Geographic Coverage: Aba South, Aba North, Osisioma, Obingwa and Umuahia North LGAs.

 

2.       Other Vulnerable Groups

i.        Target Population:  Youths/ Young adults, (Artisans, Hairdressers, barbers, bus conductors)

 

Geographic Coverage: Ukwa East, Ukwa West, Isiala Ngwa North,

Isiala Ngwa South, Umuahia South, Osisioma , Ohafia and Umunneochie .

 

  1. ii.                 Target population: In-school youths in tertiary institutions, (student Union Government)

 

Geographic Coverage: Aba North, Aba South, Ikwuano, Isuikwuato and Arochukwu.

 

  1. iii.              Target population: Men of reproductive Age (MRA) (community leader, Head of households Opinion makers and influencer)

 

 

Geographic Coverage: Ohafia, IsialaNgwa North, IsialaNgwa

South Ukwa West, Arochukwu, Ukwa East, Arochukwu.

 

  1. iv.              Target population: Transport Workers Short Distant Drivers (SDD),

    1. Target Population: People living with HIV/AIDS (PLWHA)

 

Geographical Population: Aba Urban, Ukwa West, Ukwa East, Ohafia, Umunneochi, Arochukwu, Umuahia North and Isailangwa North

 

 

Selection Criteria:

The Agency invites eligible organizations to express their interest in providing   any of the above mentioned services. Interested Organizations must provide information indicating they are qualified to perform the services which include evidence of registration with Corporate Affairs Commission or with the appropriate authorities in the State and Local Government Authorities for at least 2 years. (Organizational profile containing area of expertise, competence to deliver, Sound financial management, and availability of actuate staff with appropriate skills etc). The organization should have a corporate account with not less than two signatories for a minimum of six months. Evidence of records of minutes of meetings. The organization must have a traceable address including signboard permanently fixed in front of the facility. The organization must have evidence of similar activities over the past 2 years in Abia State and ready to work in at least 2 LGAs in the state. The office must not be less than a 2-room office and proof of tenancy for at least one year. The organization must be prepared to work in any assigned LGA in Abia state. While emphasis will be laid on civil societies that were captured in the last mapping exercise, organization with proven and demonstrable capacity on HIV/AIDS programming that were not captured in the mapping will also be considered.

 

 

Assignment is for a period of 24 months to complete the assignment.

 

General Terms and Conditions:

  • Organization will be selected in accordance with procedures set out in World Bank’s Guideline: Selection and Employment of Consultants by World Bank Borrowers, (January 2011 edition). EoI must be submitted in 2 hard copies and delivered to Abia State Agency for the Control of AIDS (ABSACA) not later than 21st February, 2013.
  • Only organizations shortlisted for the next stage would be contacted for a detailed proposal based on the Request for proposal (RFP) that will be issued to them.
