1.0     Introduction

1.1     Ecological Fund Office is under the Office of the Secretary to Government of the Federation, located at three Arms Zone, Shagari Complex, Abuja. The Office invites competent, qualified and well-structured companies with proven capability in the construction industry to submit their company profiles.

2.0     Eligibility of Bidders

 

2.1     Bidders company profile shall include copies of the following documents and provide key information as highlighted below:

 

1.       Registration information (Certificate of Incorporation, Form CO2 and

FormCO7).

2.       Tax clearance for the last 3 years (or years in operation), VAT/TIN

Certificate.

3.       Company organogram with identified names of Key Personnel.

4.       Evidence of registration with relevant professional bodies (applicable for

Consultancy Services only).

3.1     Scope of Consultancy Services

(a)     Part I Design Report

 

(i)      Prepare Comprehensive Geo-technical Studies, Engineering Drawings Topographic Maps, Structural Designs and Details, Layout Plans and Engineering Design Report.

(ii)    Prepare a Bill of Engineering Measurement and Evaluation (BEME) with current unit rates applicable in the Construction Industry nationwide.

(iii)    Prepare an Environmental Baseline Studies, Environmental Impact Assessment (EIA), to be included in the Design Report, where necessary.

(iv)    Prepare a Budgetary /Financial Analysis Cash Flow disbursement of Funds (to be included in the Design Report).

(v)     Undertake the project’s pre-qualification and tender valuation exercise, in conjunction with the Executing Agency.

(vi)    Prepare the project implementation schedule.

(vii)   Prepare the schedule for the supervision of the project.

1.       Preparation of Bid Documents.

 

(b)     Part 2

 

(i)      General supervision of the work

 

1.       Preparation of Interim Payment Certificates, which constitute the authority       for all payments to the Contractor by the Ecological Fund Office (EFO).

2.       Preparation of Monthly Progress Reports.

3.       In case of redesigning or review of existing design of any sections of the project.

4.       The Executing Agency, Contractor and Consultants must hold periodic site meetings to review progress report and also draw up project work plan.

5.       The Consultant must maintain a Site Office manned with requisite personnel.

 

4.0     Instructions to Interested Bidders

 

Interested parties are requested to submit:

 

1.       Information on their organization and brief summaries of the key personnel to be involved in the work, particularly their experience that directly relate to the needs of this assignment

2.       A description of similar assignments, including a brief description of the  projects executed methodology, client, budget and project start/end dates.

3.       A concept note on the assignment that describes in detail how the consultants would conduct this assignment if selected.

4.       Companies without Engineers registered with COREN need not apply.

 

5.0     Method of Submission

All documents for Prequalification and Expression of Interest in respect of the three (3) lots must be submitted in separate envelopes clearly marked ‘prequalification’ or ‘Expression of Interest’ for Lot (Specify relevant lot of interest) and return on the dates specified for closing in 6.0 below to the Secretary, Tenders Board, Office of the Secretary to the Government of the Federation, Room SF 18, Second Floor Main Building of Shehu Shagari Complex, Three Arms Zone, Abuja.

 

6.0.    Closing

 

6.1     Closing date for the submission of Expression of Interest for Consultancy Services is 25th March, 2013, at 12.00 noon, while closing date for the submission of Prequalification documents for the works is 22nd April 2013 by 12.00 noon

 

6.2     Opening of Documents for Consultancy Services shall be by 1.00pm on 25th  March, 2013, while Prequalification documents would be opened on 22nd  April, 2013, by 1.00pm at the Office of the Secretary to the Government of the Federation, Conference Room ,ground floor Shehu Shagari Complex Abuja.

 

General Information

1.       Consultants/Contractors seeking any clarification should contact the Secretary Tenders Board, Office of the Secretary to the Government of the Federation, Room SF 18, Second Floor Main Building of Shehu Shagari Complex/Three Arms Zone, Abuja.

2.       All claims made by applicants may be verified and any company whose claims are found to be false shall be disqualified.

3.       Contractors who have worked for this Office and have history of poor performance, abandonment or pr-long contract period need not to apply.

4.       Non compliance to the instructions will lead to disqualification. Only pre-qualified bidders will be invited to submit tenders for the respective projects after payment of non-refundable tender fee of Ten Thousand Naira (N10,000.00).

A. Preamble

The National Agency for The Control of AIDS (NACA) recently signed Round Nine (9) Global Fund Grant on behalf of the Federal Government of Nigeria which HIV/AIDS Treatment, Care and Support in particular and strengthen the health system in Nigeria generally.

 

As part of the grant, NACA as the Principal Recipient (PR) intends to engage the services of consultants who have highly specialized knowledge and extensive experience on the following Assignment

  • Independent External Audit consultancy service

 

 

B. Assignment

Specifically, the objectives of the engagement are, among others, External Audit

  • Establish that proper books/records of the accounts have been maintained and are in agreement with the supporting documents, information and explanations obtained from the implementing agencies i.e. Principal and Sub Recipients.
  • Establish that the expenditure had been incurred in accordance with the grant agreement signed by the implementing agency and in accordance with approved work plans and budgets.
  • Verify that the reported activities were actually implemented and properly represented in the required financial reports/statements by the agencies
  • Verify that all related procurement procedures that enhance transparency including proper record keeping were adhered to accordingly.
  • Verify that proper records/books have consistently been prepared in accordance with the accountability guideline issued by the Financial Management Agency (FMA) and that the reports are in accordance with International Financial Reporting Standards.

 

B. Guiding Criteria for Selection

 

The selection of the consultants will be in accordance with the procedures set out in the guideline published by the Donor and Bureau of Public Procurement.

 

D.      Eligibility Criteria & and Expected Contents of Expressions of Interest

Prospective applicants are requested to submit their expressions of interest that demonstrate capacity and capability to undertake this assignment detailing the following information as basis for short- listing for further evaluation in a subsequent process in which technical and financial proposals will be requested and reviewed accordingly. The prospective bidder may be a single entity or consortium but not individual consultants:

  • Evidence of registration with Corporate Affairs Commission(CAC) by inclusion of Certificate of Incorporation and Article of Association;
  • Detailed company profile containing experience with minimum five (5) years on the Assignment. These information should include Background with brochures and area of expertise, Description of similar assignments with verifiable letters of contract award and certificate of job completion, spell out professional capacity of staff as well as adequate and appropriate resources to carry out the assignment;
  • Evidence of registration as a corporate entity with professional bodies such as, (CAN, OAGF;
  • Evidence of Tax payment for the past 3 consecutive years;
  • Evidence of Vat registrations proof of past remittances;
  • Annual turnover and Audited Statement of Account for the past three 3 consecutive years:
  • Evidence of compliance with the provision of the pension Reform Act with the provision of the pension 2004 as contained in Section 16(6d) of the Public Procurement Act 2007
  • For Joint Ventures(JVs) include Memorandum of Understanding(indicating the responsibilities and duties of the individual firm constituting the JV);
  • Evidence of recommendation from prospective Consultant’s Bankers indicating the financial capacity and capability to undertake the Assignment, it awarded.

The Federal Government through the Federal Ministry of Transport is in the process of implementing Addendum No. 2 (2nd Segment; Lagos to Ibadan Standard Gauge Rail Double Track on Double Formation) to the Main Contract for the Nigerian Railway Modernization (Phase 1: Lagos- Kano).

 

The Standard Gauge Rail Double Track on Double Formation has been categorized as critical National infrastructure and will be funded from both the National Budget and China EXIM Bank Concessionary loan facility.

 

2.       The project length is 156.65 kilometers of double track on double formation standard gauge rail line of 1435mm with a design speed of 150km/hr from Lagos to Ibadan

 

3.       In view of the above there is urgent need for the Ministry in liaison with Federal Ministry of Land, Housing and Urban Development (FMLH&UD) to take accurate enumeration of existing structures/crops & economic trees within the Right of Way (ROW) of the alignment to be established, ascertain the legality of such properties by conducting title searches at the appropriate land registries etc. for the three Sections stated below:

 

(i)      Lagos end 0+00 -40+00 (40km);

(ii)     Middle Section 40+00 -116+650 (76.650km);

(iii)    Ibadan end 116+650-156+650 (40km).

 

Conclude the assignment within two months and submit report to the Ministry.

 

4.       In order to facilitate the proper handing over of the ROW to the recommended contractor without hitches, the Ministry wishes to invite competent and renowned Estate Surveyors and Valuers to submit EOI for the enumeration and evaluation exercise on the new alignment that will form the basis for payment of compensation to deserving claimants.

 

5.       Interested Firms are hereby invited to submit Expression of Interest (EOI) to carry out the enumeration and evaluation of structures/ crops & economic trees within the ROW of the Lagos to Ibadan Standard Gauge Rail Double Track on Double Formation. The prospective Estate Surveyors and Valuers are expected to demonstrate requisite skills and competences to undertake the exercise. The EOI submission should include but not limited to the following.

i.        Full name of the Firm, and contact persons(s), postal Contact and e-mail addresses, telephone/facsimile/mobile numbers.

ii.       Firm Profile.

iii.      Evidence of extensive knowledge and experience in the proposed assignment.

iv.      Evidence of civic and statutory compliances including three years abridged audited accounts, tax certificates, incorporated certificates; and

v.       Evidence of registration as a member of the Nigerian Institution of Estate Surveyors and Valuers.

 

6.       Upon receipt of EOI from interested Firms, the Ministry shall evaluate and pre-qualify applicants that will eventually be awarded the Contracts in different Lots as deemed fit by the Ministry to carry out the exercise.

A.      Background

The Government of Katsina State of Nigeria has received a financing from World Bank toward the cost of the second HIV/AIDS programme Development Project (HPDPII). The HPDP II will build on the substantial success of the HPDP 1. It is equally important to note that, the trend in the state is actually reducing due to various intervention strategies applied by the state. In the year 1999 prevalence rate was (2.3%), 2001 (3.5%) 2003 (2.8%) 2008 (2.6%) 2010 (2.0%). The site prevalence rate in the urban areas are Funtua 3.0%, Katsina 1.3% while in the rural areas Baure is 1.3% while Jibia is 2.0% (Antenatal Sentinel Survey 2010). Awareness creation has improved the attitude of the people towards stigmatization and discrimination. This is more so, as parents and relations provide care and support to people Infected by HIV/AIDS.

The Project Development objective is to reduce the risk of HIV infection by scaling up prevention intervention and to increase access to and utilization of HIV counseling, testing, care and support services.

 

 

B.      Activities Eligible for Funding

A.      Prevention of New infection

1.       Targeting Behavior Change Communication (BCC) Targeting subpopulation of MARPS

i.        Female Sex Workers (Brothel Based) -Geographical area:-Danja, Sabuwa, Dandume and Funtua

ii.       Female Sex Workers non brothel based: Geographical area Katsina, Rimi(EKA). Charanch. Rimaye, Funtua, Jibia, and Sabuwa.

iii.      Transport Workers – Long distance drivers Geographical area –Sabuwa.

Dandume, Funtua, Mashi, Daura, Maiadua, Kankia, Rimi, Charanci, Dutsinma, Kaita, Batsari, and Katsina.

 

2.       Other Vulnerable Groups

i.        Youth in and out of School-Target population University students, secondary schools and out of school (Girls Hawkers), football clubs and drinking spots Geographical area- Katsina, Funtua, Daura, Dutsinma, Malumfashi, Kankia Mani,

ii.       Uniform Service Men- Target population Police, Army, Immigration and Customs, Geographical area Towns;- Katsina, Jibia Mai’adua (Kongolom),  Baure (B/Mutum), Kaita (Dankama), and Zango (Tsatsinbirin).

 

3.       Prevention of mother to child transmission of HIV/AIDS

i.        Target population-Pregnant women, traditional birth attendants, health care providers, traditional and religious leaders and household heads. Towns are to be identified across the 34Local Government areas.

 

B.      Care and Support

i.        Care and Support for Orphan and Vulnerable Children

i.        Target population- Focusing on orphans and vulnerable key population

ii.       Geographical area-(Orphan Vulnerable Children) to be reached with access to basic health services, nutritional support, educational support and psycho-social support across the 34 Local Government areas.

iii.      Care and support for People living with HIV/ AIDS. PLWHAs are to be reached with Adherence counseling, nutritional support, home based care, referral, client tracking (in case of default) and peer education outreach for people living with HIV for positive living etc. across the state.

 

Period of Assignment

a)       The assignment is for a period of two year (2 year)

b)      The selection of an organization will be in accordance with (HIV/AIDs fund HAF manual guidelines)

c)       Please note that geographic areas of coverage and target population may change as more data becomes available on HIV epidemic in the state.

 

C.      Eligibility Criteria

KATSACA invites eligible organization to express their interest in providing any of these services Interested organization must provide formation indicating that they are qualified to perform the services: they should include:

(i)      Detailed organization profile containing area of expertise, experience of similar projects, logistics and infrastructural capacity to deliver the intended result with minimum five (5) years experience.

 

This information should include Background with brochure and area of expertise. Description or similar assignment with verifiable letters of contract award and certificate of job completion, spelt out professional capacity of staff as well as adequate and appropriate resources to carry out the assignment.

 

(ii)     The organization must be officially registered according to Federal or State Law at least one year before the deadline for submission of Expression of interested (EOI) Activities are to be carried out in at least two (2) Local Government Areas in Katsina State.

Kogi State Agency for the Control of AIDS (SACA) coordinates the response to HIV/AIDS epidemic in the state. It has received financing from the International Development Association (IDA) to coordinate the HIV/AIDS Program Development Project (HPDP 2) and intends to apply part of the proceeds for consultant services.

 

Assignment Description & Services Requested (Scope of Work)

This is a call for Expression of Interest from qualified and competent organizations to respond to (i) HIV Prevention of New Infections and (ii) Care and Support.

 

Under the two service categories mentioned above, organizations are expected to work with any or all specified target populations within the specified geographic coverage areas to deliver, evidence based HIV intervention packages in line with international standard and best practices.

 

A.      HIV Prevention of New Infection

1.       Most at- Risk Populations (MARPs)

i.        Target population Female Sex Workers

ii.       Geographical Area Lokoja, Kogi, Olamaboro, Adavi, Ankpa, Dekina, Idah, Kabba-Bunu, Okene, lgalamela/Odolu, Ofu, and Yagba East Local Government Areas (LGA)

 

iii.      Interventions Packages:

  • General Population Package Plus
  • Behavioral: community outreaches for FSW
  • Biomedical: STI control and  management;  HCT, Condom and lubricants programming
  • Structural: interventions to address policy, socio- cultural norms and individual empowerment issues

 

2.       Other Vulnerable Groups

i.        Target population clients of FSW [e.g. Long Distance Truck Drivers with Parks or Stops and migrant workers (Uniform Personnel patronizing social spots e.g Mami Market). Youths In-school Secondary: Male and Female,

 

ii.       Geographical Area Adavi, Lokoja, Kogi, Yagba East, Ankpa, Idah, Dekina, Okehi, Kabba-Bunu and Olamaboro LGAs.

ii.       Geographical Area identified communities with documented evidence of low up-take of PMTCT services within 9 LGAs with PMTCT services, namely: Dekina, Ankpa, Okene, Lokoja, Kabba-Bunu.idah, Okehi, Yagba west and Olamaboro

 

iii.      Intervention packages:

  • Behavioural: education, community dialogue
  • Biomedical: HCT, PMTCT, condom and lubricants programming
  • Structural: interventions to address stigma and discrimination, gender issues
  • Linkage and referral- have indicators to capture this

 

B.      Care and Support

1.       Care and Support of PLWHA

i.        Target populations People Living with HIV/AIDS (PLWHA)

ii.       Geographical Area Lokoja, KogiAnkpa, idah, Okene, Adavi, Kaaba-Bunu, igalamela/Odolu, Olamaboro and Dekina LGAs.

 

iii.      Intervention packages:

  • Behavioural: education, community dialogue
  • Biomedical:  HCT, PMTCT, condom and lubricants programming.
  • Structural:  interventions to address stigma and discrimination, gender issues
  • Linkage and referral- have indicators to capture this

 

2.       Care and Support for OVCs

i.        Target groups Orphans and Vulnerable Children

ii.       Geographical area Ajaokuta, Kabba-Bunu, Ofu, Olamaboro, Dekina, Ankpa and Okene LGAs

 

iii.      Intervention Packages:

  • Behavioural: education, community dialogue
  • Biomedical: HCT PMTCT, condom and lubricants programming
  • Structural:  interventions to address stigma and discrimination, gender issues

Selection Criteria

Kogi SACA invites eligible organizations to express their interest in providing any of the above mentioned services. Interested Organizations must provide information indicating they are qualified to perform the services which include evidence of registration with CAC of not less than one year old, brochures / organizational profile containing area of expertise, description of similar assignments with delivered results, demonstrate logistics and infrastructural capacity to deliver, experience in similar projects availability of adequate staff with

appropriate skills office accommodation located within the state, operational governance structure and process, understanding the culture and traditional values

including local languages of the project areas, evidence of working in and with the   community and evidence of financial management. Organizations are encouraged to associate to enhance their qualifications.

 

General Terms and Conditions

Organizations will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 edition).

  • All Expression of Interest must be submitted in triplicates (three hard copies), one CD -Rom and delivered to KOSACA not later than 27th March 2013.
  • The sealed envelope must be clearly marked ‘KOSACA-Expression of Interest for HAF Grant.
