In a bid to fast track the attainment of the MDGs in Nigeria an MDGs Acceleration Framework (MAP) has been put in place to further scale up Nigeria’s efforts at meeting the Millennium Development Goals by 2015.

 

It is in light of the above that Plateau State has received the joint funding of the Federal Government, represented by the Office of the Senior Special Assistant to the President on MDGs, the Plateau State Government through the MDGs Project Support Unit as well as benefiting LGCs, for the execution of projects under the 20 12 MDGs – CGS State and Local Government tracks in the following areas:-

 

– Procurement of Hospital Equipment and Medical Supplies

– Renovation of PHCs

– Drilling of Hand Pump Boreholes in communities

– Drilling of Boreholes, Construction of Tanks, Fencing and Gatehouse

– Construction of Classroom blocks with VI P Latrines

– Supply of Teaching Aids and Instructional Materials

 

 

Pre -Qualification Requirement

  • Certificate of Incorporation or business name registration
  • Tax Clearance Certificate for the past two years including TIN
  • Evidence of registration as contractor for 2012 CGS with the MDGs Project Support Unit
  • Full company profile (with working experience)
  • Evidence of financial capability/Bank reference

Introduction

The Federal High Court Headquarters Building Abuja, is an ultra-modern court facility approximately 45 meters high with an approximately gross floor area of 13,000m2. The facility comprises of court rooms, offices, basement, car parks, drive ways, utility buildings, utility services and green areas.

 

The Invitation

The Federal High Court of Nigeria hereby invites interested facility Management Companies to submit tender documents for evaluation. The objective of this invitation is to assess the responses and select capable maintenance contractors. Interested company must be able to demonstrate a successful track record of providing services similar to those required by this invitation.

Scope of the Work

The maintenance contractors will be responsible for carrying out facility management services on the complex which shall comprise the followings:

 

“Lot 1”-General Maintenance

(a)     Cleaning of entire facility (floors, walls, ceilings, windows, doors, furniture

walkways, driveways, etc) – janitorial services.

(b)     Maintenance of wall, floor and ceiling finishes (painting, tiling, signage, artworks etc).

(c)      Maintenance of doors and windows.

(d)     Maintenance of Roofing system

(e)      Maintenance of Walls (Internal and External walls).

(f)      Maintenance of Substructure and basement.

(g)     Maintenance of External drainage, circulation, roads and paving.

(h)     Maintenance of External Furnishing fixtures/fittings.

(i)      Maintenance of Giazing (curtain walling and external windows).

(j)      Fumigation and pest control.

(k)     Waste handling and disposal.

 

“Lot 2” – Mechanical and Electrical Services

  • Maintenance of Building Services including Vendor maintenance compliance and scheduling for Lifts, Generators, Central Air Conditioning, Electrical systems, Borehole/Water Treatment plant, Fire Fighting systems, Telecommunication/Data systems, CCTV.

 

“Lot 3” – Landscaping

  • Maintenance of Landscape and Horticultural works.

The contract shall be for an initial Twelve (12) months duration, which shall be extendable for a maximum period of Twenty-four (24) months subject to a satisfactory service delivery by the maintenance contractor.

Interested companies are therefore required to collect tender document at the Federal High Court headquarters building located on Shehu Shagari Way, CBD, Abuja upon the payment of a non-refundable fee of N25,000.00 (Twenty Five Thousand Naira) in bank draft in the name “Federal High Court Of Nigeria”.

1.       Evidence of registration as a corporate body to practice in Nigeria

1.       CVs or biographies of Key and competent personnel that will be involved with works and description of their industry status.

2.       Description and specification of equipment currently owned by company which has been deployed on past similar work with proof of ownership also proof of available office and resources to support operations.

3.       Reference of two major clients of company that can be contacted for information or reference

4.       Contract performance record Details of relevant verifiable experiences on similar work of similar characteristics that company has undertaken as a major company in the last five (5) years.

5.       Details of company’s Health, Safety and Environmental policies and programme, together with Management system and records for the past 3 years.

Sokoto State Agency for the Control of AIDS & TBL (SOSACAT) request for the Expression of Interest from Non Governmental Organizations for the implementation of activities in response to HIV/AIDS epidemic in the state within the State HIV strategic framework. The Agency has received financing from the World Bank to coordinate the HIV/AIDS Program Development Project II (HPDP II) and intends to apply part of the proceeds for the delivery of the services outlined below:

 

Assignment Description & Services Requested (Scope of Work)

This is a call for Expression of Interest from qualified and competent organizations to respond to (i) HIV Prevention of New Infections and (ii) Care and Support.

 

Under the two service categories mentioned above, organizations are expected to work with any or all specified target populations within the specified geographic coverage areas to deliver, evidence based HIV intervention packages in line with international standard and best practices.

 

A)      Prevention of new HIV infections

1)     Most at Risk Population (MARPs)

 

i.        Target population – Female Sex Workers (FSWs) and Injection Drug Users (IDUs)

–        Geographical Areas (FSWs) – Silame, Gudu, kebbe, Yabo, Shagari, Rabah, Isa, Sabon-Bimi, Gwadabawa,, Wurno, Bodinga, Tureta Dange Shuni and Tangaza.

–        Geographical Areas (IDUs) – Sokoto North, Sokoto South, Illela, Tambuwal, Dange Shuni, Goronyo Yabo, Wamakko and Shagari.

 

ii.       Prevention Intervention packages (for the two groups)

–         HIV Counseling and Testing Services

–         Condom programming

–         HIV treatment referral and follow-up

–         STI prevention/treatment services

–         Community Mobilization, Peer outreach and Education for HIV (with emphasis on Behavior Change Communication)

 

2)      Other Vulnerable Groups

i.        Target population – Clients of FSWs, Food Vendors, Long Distance Drivers, in/ out of school youths and Uniform Men.

ii.       Geographical Area – Sokoto North, Sokoto South, Illela, Tambuwal, Dange Shuni, Yabo, Dange Shuni, Wamakko,Wurno, Tureta, Rabah and Shagari.

iii.      Intervention as follows

–         HIV Counseling and Testing Services Condom programming and distribution

–         HIV treatment referral and follow-up

–         STI prevention/treatment services

–         Community Mobilization, Peer outreach and Education for HIV (with emphasis on Behavior Change Communication)

 

3)      General Population (All age and sex groups)

i.        Target population – neighboring towns of Niger Republic and major Inter – States boundaries of Sokoto, Kebbi and Zamfara.

ii.       Geographical Areas – Illela, Tambuwal, Gada, Gudu, Isa, Jabo, Tureta, S/Birni, Rabah and Sanyinna

 

iii.      Intervention packages:

–         HIV Counseling and Testing Services

–         Condom programming

–         HIV treatment referral and follow-up

–         STI prevention/treatment services

–         Community Mobilization, Peer outreach and Education for HIV (with emphasis on Behavior Change Communication)

 

4)      Prevention of Mother To Child Transmission of HIV (PMTCT)

ii.       Geographical Area – Silame,Gudu,Tangaza,Kebbe, Isa, Gada, Kebbe,       Bodinga, Kucci, Shagari, Achida and S/Birni

 

iii.      Specific interventions:

–         Demand creation activities (advocacy, community dialogue/mobilization)), referral and support for PMTCT services

–         Referral of HIV positive pregnant women for management/treatment services

–         Counseling for exclusive breast feeding/breast feeding options and infant follow up

–         Identification/Training of TBAs on Blood/Injection safety/Universal precaution, PMTCT, referral and infant feeding/ breast feeding options

 

A)      Care and Support

i)       People Living with HIV (PLWHIV) with specific interventions as follows:

–         Community advocacy and sensitizations on stigma & discrimination targeting heads of households and community gatekeepers

–         Peer education outreach, home based care and adherence counseling Referral for HIV and STI services

 

2)      Orphans and Vulnerable Children (OVC) with specific interventions as follows:

–         Support to education and school enrollment

–         Support to health care and nutrition

 

Eligibility for Selection

Sokoto SACA wishes to invite eligible organizations to express their interest in providing any of the above mentioned services. Interested organization(s) must provide adequate information indicating they are qualified to perform the services. The requirements include:

 

–         Evidence of CAC registration of not less than One year old.

–         NGO’s brochure or profile indicating area of expertise

–         Demonstrable record of working with the community especially in the area of HIV/AIDS.

–         Infrastructural capacity to deliver.

–         Availability of adequate staff with appropriate skills

–         Office Accommodation in the state.

–         Operational Organogram

–         Understanding the language, Cultural values and norms of the project areas.

–         Evidence of satisfactory project and financial Management

Background:

The Nigerian FELTP (NFELTP) is a two year in-service training program in applied epidemiology and public health laboratory practice, created to be a long-term ongoing program within the Federal Ministry of Health (FMOH) and the Federal Ministry of Agriculture & Rural Development (FMA&RD). In conjunction with the University of Ibadan and Ahmadu Bello University in Zaria, it trains medical epidemiology residents, public health laboratory residents, and veterinary epidemiology residents for leadership positions in various levels of both the Ministry of Health (MOH) and the Ministry of Agriculture (MOA). The Residents provide service to the Federal and the State Ministries of Health as well as the

Federal and State Ministries of Agriculture during their training through long-term field placements.

 

Invitation:

The NFELTP is seeking proposals from a qualified consultant to work with the NFELTP to develop a comprehensive strategic plan. The ideal consultant must have the following qualities:

  • Extensive strategic planning experience, including the ability to conduct all required research, coordinate and facilitates the planning process, and create a strategic planning document suitable for presentation.
  • More than 10 years of field epidemiology practice at a senior level with published experience in developing strategies and plans for field epidemiology and laboratory training programs.
  • Experience in working in Nigeria and familiarity with the stakeholders and contextual issues of the Nigeria FELTP.

 

Objectives:

The objective of this request for proposals is to select a qualified consultant to provide external assistance to the development of a comprehensive strategic plan. The strategic plan is envisioned to be a document that takes into consideration all aspects of NFELTP operations and the views of various NFELTP stakeholders such as members of the steering committee, NFELTP staff

 

 

 

The plan should also provide a road map to ensure the sustainability of the Nigeria FELTP beyond the funding currently provided mainly through CDC Nigeria from PEPFAR.   The plan will guide the steering committee to design and implement effective strategies, particularly the transition plan from US government funding to Nigeria government funding.

 

Scope of work:

The selected consultant will work with the NFELTP staff and steering committee to develop the strategic plan. The consultant will:

  • Perform a situational analysis through literature review and meetings with CDC Nigeria, steering committee members and other stakeholders, to gain insight on the program from the time of inception to date.
  • Present the findings of the situational analysis to stakeholders for input.
  • Based on the feedback and finds, develop a draft strategic plan.
  • Share draft strategic plan with stakeholders for input.
  • Finalize, print and disseminate the final version of the strategic plan.

B.      Other Vulnerable Key Groups

Target Population: These are the bridge populations that interlink the high-risk groups with the general population e.g. clients of sex workers and indi­viduals involved in multiple and concurrent partnerships living in urban areas.

 

Geographic Coverage Area: Alimosho LGA, Ojo LGA, Agege LGA, Ajeromi LGA, Surulere LGA, Eti-Osa LGA, Apapa LGA, Badagry LGA

Intervention package: HIV testing and counseling with referrals, condom promotion and distribution, Community Dialogue

 

C.      Youth in-School

Target Population: High Risk Youth in Tertiary Institutions

Geographic Coverage: Mainland LGA, Ojo LGA, Ikorodu LGA, Epe LGA, Badagry LGA

Intervention Package: Peer education, Condom promotion and distribution, HIV testing and counseling, referrals for STI services, Advocacy

 

D.      Women aged 15-49 years:

Target Population: Pregnant women, especially clients of TBAs

2.       Care and Support

a.       PLHIV:

Target Population: Men, Women and children living with and affected by HIV.

Geographic Coverage Area: Lagos Island LGA, Lagos Mainland LGA, Ikorodu LGA, Ajeromilfelodun LGA, Ikeja LGA, Oshodi LGA, Mushin LGA

Intervention package: Home Based care, referrals, adherence counseling

 

b.      OVC:

Target Population: Orphans and Vulnerable children affected by HIV and AIDS

Geographic Coverage Area: Ikorodu LGA, Ifako-Ijaiye LGA, Kosofe LGA, Lagos Mainland LGA, Badagry LGA, Lagos Island LGA, Agege LGA

Intervention Package: Home based care, HIV Testing and counseling with referrals, Community Mobilization, skills acquisition for caregivers

 

Selection Criteria

Lagos State AIDS Control Agency invites eligible organizations to express their interest in providing any of the above mentioned services. Interested CSOs/PSOs must provide information indicating they are qualified to perform the services which include evidence of registration with CAC not less than two years brochures/organizational profile containing area of expertise, description of similar assignments with delivered results demonstrate logistics, and infrastructural capacity to deliver, experience in similar projects, availability of adequate staff with appropriate skills, office accommodation located within the state, operational governance structure and process, understanding the culture and traditional values including local languages of the project areas evidence of working in and with the community and evidence of financial management. Organizations are encouraged to associate to enhance their qualifications.
