Invitation to Tender for Facility Management Services

 

Introduction

The Federal High Court Headquarters Building Abuja, is an ultra-modern court facility approximately 45 meters high with an approximately gross floor area of 13,000m2. The facility comprises of court rooms, offices, basement, car parks, drive ways, utility buildings, utility services and green areas.

 

The Invitation

The Federal High Court of Nigeria hereby invites interested facility Management Companies to submit tender documents for evaluation. The objective of this invitation is to assess the responses and select capable maintenance contractors. Interested company must be able to demonstrate a successful track record of providing services similar to those required by this invitation.

 

LOTS

Interested companies shall show interest in ONLY one of the lots under this invitation via:

 

“Lot 1”-General Maintenance

“Lot 2”-Mechanical and Electrical Services

“Lot 3”-Landscaping

 

Scope of the Work

The maintenance contractors will be responsible for carrying out facility management services on the complex which shall comprise the followings:

 

“Lot 1”-General Maintenance

(a)     Cleaning of entire facility (floors, walls, ceilings, windows, doors, furniture

walkways, driveways, etc) – janitorial services.

(b)     Maintenance of wall, floor and ceiling finishes (painting, tiling, signage, artworks etc).

(c)      Maintenance of doors and windows.

(d)     Maintenance of Roofing system

(e)      Maintenance of Walls (Internal and External walls).

(f)      Maintenance of Substructure and basement.

(g)     Maintenance of External drainage, circulation, roads and paving.

(h)     Maintenance of External Furnishing fixtures/fittings.

(i)      Maintenance of Giazing (curtain walling and external windows).

(j)      Fumigation and pest control.

(k)     Waste handling and disposal.

 

“Lot 2” – Mechanical and Electrical Services

  • Maintenance of Building Services including Vendor maintenance compliance and scheduling for Lifts, Generators, Central Air Conditioning, Electrical systems, Borehole/Water Treatment plant, Fire Fighting systems, Telecommunication/Data systems, CCTV.

 

“Lot 3” – Landscaping

  • Maintenance of Landscape and Horticultural works.

The contract shall be for an initial Twelve (12) months duration, which shall be extendable for a maximum period of Twenty-four (24) months subject to a satisfactory service delivery by the maintenance contractor.

 

Tender Documents

Interested companies are therefore required to collect tender document at the Federal High Court headquarters building located on Shehu Shagari Way, CBD, Abuja upon the payment of a non-refundable fee of N25,000.00 (Twenty Five Thousand Naira) in bank draft in the name “Federal High Court Of Nigeria”.

 

Interested companies shall submit their responses to this invitation, and such submittal must include the following information:

 

Corporate Structure

1.       Evidence of registration as a corporate body to practice in Nigeria

2.       Evidence of registration with the Federal High Court as Contractor

3.       Companies general structure and organization organogram

4.       Names of Joint Venture Company (if any), and the company must provide copy of the Joint Venture agreement, detailing the interests of each Joint Venture Parties

5.       Business information to include company’s full business name, Head-office location, branch offices location (if any), website address (if any), email address

6.       Company’s name tax clearance certificate for the past three years

7.       Evidence of registration with relevant professional bodies and agencies in Nigeria

8.       List of personnel resources (Directors, management staff, etc) currently engaged and deployed in the company indicating Name, Post held, years of experience, nationality, area of specialization, and qualification and assignments

9.       Evidence of professional indemnity and other insurances.

10.     Evidence of document (data and information) control and processing procedures of services similar to those required by this invitation.

 

Technical

1.       CVs or biographies of Key and competent personnel that will be involved with works and description of their industry status.

2.       Description and specification of equipment currently owned by company which has been deployed on past similar work with proof of ownership also proof of available office and resources to support operations.

3.       Reference of two major clients of company that can be contacted for information or reference

4.       Contract performance record Details of relevant verifiable experiences on similar work of similar characteristics that company has undertaken as a major company in the last five (5) years.

5.       Details of company’s Health, Safety and Environmental policies and programme, together with Management system and records for the past 3 years.

6.       Details of company’s Quality Assurance and Quality Control Management system and records for the past 3 years.

7.       A detailed format of company’s facility management maintenance schedule or chart.

 

Financial

1.       Company’s audited account for the past three (3) years

2.       A “specific” (not generic) letter of reference or guarantee from company’s Bank

 

Submission of Tender Documents

The tender documents shall be in hard copy (Two copies) and soft copy (One CD/DVD), well packed in one sealed envelope or box and clearly marked,
