Invitation to Tender for the Execution of 2013 Capital Projects

The Federal Government College, Ohafia is inviting suitably qualified contractors/companies to tender for the under-listed capital projects of the college.

Scope of Work

a)    Lot 1.  Supply of Computers

b)    Lot 2. Renovation/reroofing of Boys Hostels

c)     Lot 3. Renovation/reroofing of IT Workshop.

d)    Lot 4. Supply of Office Stationery/Computer Consumables

e)     Lot 5. Supply of School Uniforms and other clothing

2.       Requirement/Qualification for Tendering:

 In compliance with the Procurement Act 2007 prospective bidders MUST submit with their Tenders, the following documents:

i)       Certificate of Incorporation/registration with the Corporate Affairs Commission (CAC)

ii)      Tax Clearance Certificate for the past three years: 2010, 2011 and 2012

iii)     Evidence of VAT Registration Certificate with  TIN and evidence of remittance to Federal Inland Revenue services, 2010, 2011 and 2012

iv)     Company ‘audited accounts for the past three years, 2010, 2011and 2012.

v)      Verifiable list of similar jobs successfully carried out.

vi)     Evidence of financial capability to execute the project (Bank Statements) and Bank support.

vii)    Company Profile and technical qualifications of Key personnel with experience of similar job.

viii)   Evidence of remittance of staff pension contribution to the appropriate Pension Custodian/Administrators

ix)     List of items of equipment possessed by the Company

x)      Evidence of Certificate of compliance from National Pension Commission indicating the fulfillment of employees’ obligation to the employees

xi)     Evidence of contribution to Industrial Training Fund (ITF).

xii)    A sworn  affidavit disclosing whether or not any officer of Federal Ministry of Education (FME) or BPP is a former or present Director, Share-holder or has any pecuniary interest in the bidder and conform that all information presented in its bid are true and correct in all particular.

Please note that non-compliance with the above requirements may render a Tender invalid.

3.       Collection of Tender Documents:

Interested companies are to collect contract documents (Bills of Quantities) at the Principal’s office on payment of a non-refundable fee of Ten Thousand Naira only to Federal Government College Ohafia between the hours of 9.00 am and 4,00pm, Monday to Fridays

Background

Ekiti State Internal Revenue Service (EKISRS) is the Statutory Organ of the State Government saddled with responsibility for the administration & collection of Revenue due to the Government of Ekiti State, Nigeria.

The Service’s Autonomy Bill was recently signed into Law by His Excellency, the Governor of Ekiti State and in line with this new status, the Board intends to embark on organizational restructuring through the services of experienced and well-tested Consultants.

Service Description (Scope of Work)

This is a call for expression of interest from qualified and competent Firms, Consultancy outfits and organizations to respond to the invitation for the:

Total restructuring of the existing Service and design a suitable organizational structure in line with best practice

Under the service mentioned above, Consultants are expected to:

a.       Design adequate condition of service/policy guidelines for the service.

b.       Design an effective and efficient organizational structure for the service taking into cognizance the operational environment.

c.       Interview the existing workforce to select those that can work with the new Board with regards to new business concept.

d.       Act as Consultant to the Management for the recruitment /selection of experienced Tax Officers with hands-on marketing experience and professionalism.

Look into the present payment platform with a view to fashion out improvement on it.

Design/Produce the underlisted manuals for the Service:

  • Accountant Manual
  • HR Manual
  • Audit Manual
  • Revenue Procedural Manual
  • IT Manual that would take into consideration a robust tax and  revenue environment
  • Administrative Process and procedural Manual

Ekiti   State   Internal   Revenue   Service   invites   eligible Organization/Consultants Tax experts to express their interest in providing   any   of   the   above   mentioned   services.   Interested organization must provide information indicating their competence to perform the services which includes evidence of registration with CAC, 3 years Tax Clearance Certificate, 3 years Development Levy from Ekiti State, Registration of Business Premises, Registration with Ekiti State   Internal   Revenue   Service   as   Consultants.   Brochures /Organizational Profile confirming areas of expertise, evidence of similar assignments (job) with delivered results, demonstrate logistic and infrastructural capacity to deliver, experience in similar projects, availability of adequate and competent staff with appropriate skills, office address located within the State, operational governance structure   and   process,   evidence   of   financial   management, organizations   are   encouraged   to   associate   to   enhance   their qualifications.

2.       Specification of items to be tendered for should be obtained from General Administration Department, Governor’s Office, Ado-Ekiti.

3.       Tender Documents:

The tender documents should be forwarded to the Cabinet Secretariat in triplicates.

Tenderers should be guided by the contract categories highlighted in paying the fees on the items tendered.

All tender fees should be paid to Head 402, Sub Head 24 of the DBLS; Banks: Eco Bank, UBA, Access Bank.

4.    Pre-Requisites for Tender:

(i)      All Contractors’s submitting tenders must be duly registered with the Ekiti State Bureau of Public Procurement;

(ii)     A copy of the receipt in respect of the non-refundable tender fee by the Contractor;

(iii)    The Company’s Ekiti State Development Levy receipts for three consecutive years (year of tender inclusive);

(iv)    Evidence of Company’s functioning Office in Ekiti State;

(v)     Evidence of registration of Business Premises in Ekiti State;

(vi)    Current Tax Clearance Certificate of Company;

(vii)   Current Tax Clearance of 2 Directors of the Company;

(viii) The Certificate of Incorporation of the Company, functional and technical capacity;

(ix)    the profile of the Company indicating evidence of working experience and any other relevant information, which may enhance the favourable consideration of tender;

5.    Submission of Tenders

(i)      All tenders should be submitted to the State Tenders Board Secretariat, Cabinet and Special Services Department, Governor’s Office not later than 2 weeks from the date the advert is published. (Please note that tenders will be opened from 12:00 noon immediately after the expiration of submission);

(ii)     All tenders should be submitted in a sealed envelope marked: “Tender for (indicate project tendered for highlighting the Lot)” and clearly indicated on the top left comer of the envelope and addressed to:

Request for Expression of Interest

This request for expressions of interest follows the general procurement notice for this project titled NG Nigeria-LUTP-II (FY10) that appeared in dg market publication of July 16th, 2010.

The Lagos State Government through the Federal Republic of Nigeria has received a credit from the International Development Association (IDA) for the Lagos Urban Transport Project and intends to apply part of the proceeds of this project to cover eligible payments under the contract for the following consultancy services:

Purchase, Installation, Configuration and Support of Project/Programme Management Software

The main objectives of this consultancy are;

  • To provide an organization wide (and internationally recognized) project management software that will enable better control, new capacity for better governance, project team participation, project visibility, monitoring and management of time related procedures for better efficiency and effective management of work streams/packages within the organization.
  • To provide and gain a reporting tool for dashboards monitoring and analyzing performance data.
  • To be able, with the implementation of this software, to investigate comparative trends and cause-and-effect in multiple projects.

LAMATA now invites eligible consulting firms to express interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services. The information to be provided by interested Consultant are consultant’s profile / brochures, certificate of registration, description of similar assignments, availability of appropriate skills among staff, availability of essential technology etc.). For each project performed the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount and financing sources.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January 2011, setting forth the World Bank’s policy on conflict of interest, in addition, please refer to the following specific information on conflict of interest related to this assignment: Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Where firms arc associating, the submission must include verifiable evidence of association from all the parties.

A consultant will be selected in accordance with the World Bank Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, January 2011.
