The Federal Government of Nigeria has received credit from the International Development Association (IDA) to finance the cost of implementing Public Sector Governance Reform and Development Project (PSGRDP). Bauchi State Government is one of the beneficiaries of the credit facility. The Project Development Objective is to improve transparency, accountability and quality in public finance and human resource management systems, with a view to strengthen governance in participating states. Bauchi State Public Sector Governance Reform & Development Project intends to apply part of the proceeds of this credit for consultancy services.

 

Bauchi State Public Sector Governance Reform and Development Project now invites eligible consulting Firms to indicate their interest in providing the services. Interested Firms must provide information indicating that, they are qualified to perform the services (brochures, description of similar assignments, experience and evidence of any similar assignment carried out in the past with relevant references, availability of appropriate staff, etc).

 

The Services required are as follows:

 

(l)      Train the Trainer far value for money audit, risk based audit method and International Public Sector Accounting Standard for staff of the office of the Auditor General.

 

A. Objective

The key objective of the assignment is to train the staff of the office of the Auditor General on value added audit methods and techniques that can meets the demand of a modern external audit service.

 

B.      Responsibility

The Consultant Training institution will be required to organize a customized train the trainer program that will build the capacity of staff of the office of the Auditor General on Modern system of audits.

 

C. Minimum Qualification and Experience

  • A reputable firm with expertise and experience in Public Sector Audit training.
  • The firm must have a minimum of 12 years experience in Public Sector Audit training.
  • The firm must make provision for modern training facilities including use of ICT and have knowledge of international best practices.
  • Team Leader: Public Sector Auditing Specialist who must be a professionally qualified auditor with at least Master’s degree or equivalent in any of Accounting, Social science, Management or related discipline with not less than 15 years experience in training Public sector Auditing and at least 3 years cognate experience on IPSAS financial reporting.
  • Other key staff must be professionally qualified auditors and have at least Bachelor Degree or equivalent in any of Accounting, Social Science, Management or related discipline with not less than 10 years experience in Public Sector Auditing.
  • Curriculum Vitae of the Team Leader and other key staff/resource persons, including specific experience in similar assignment, must accompany the proposal.

 

Selection of Consultant

A consulting firm will be selected using Consultant’s Qualification (CQ) Method and in accordance with the procedures set out in Guidelines: Selection and Employment of Consultants under IBRD loans and IDA credits by World Bank Borrowers. January, 2011.

Expressions of interest (one original, two copies) in a sealed envelope clearly marked “Expression of Interest for Train the Trainer for value for money audit, risk based audit method and International Public Sector Accounting Standard for staff of the office of the Auditor General must be delivered to the address below  (on or before June 18, 2013) during office hours 9:00 to  4:00pm Monday through Friday except public holidays. Only short listed Firm would be invited or notified for further correspondence.
