The Federal Government of Nigeria has received credit from the International Development Association (IDA) to finance the cost of implementing Public Sector Governance Reform and Development Project (PSGRDP). Bauchi State Government is one of the beneficiaries of the credit facility. The Project Development Objective is to improve transparency, accountability and quality in public finance and human resource management systems, with a view to strengthen governance in participating states. Bauchi State Public Sector Governance Reform & Development Project intends to apply part of the proceeds of this credit for consultancy services.

Bauchi State Public Sector Governance Reform and Development Project now invites eligible consulting Firms to indicate their interest in providing the services. Interested Finns must provide information indicating that, they are qualified to perform the services (brochures, description of similar assignments, experience and evidence of any similar assignment carried out in the past with relevant references, availability of appropriate staff, etc).

The Services required are as follows:

(1) Roll-out of Medium Term Expenditure Framework (MTEF)/ Medium Term Sector Strategy (MTSS) to remaining Ministries Department and Agencies not covered in State Governance and Capacity Building Project.

 

A. Objective

  • The principal objective of the assignment is Roll-out of Medium Term Expenditure Framework (MTEF)/ Medium Term Sector Strategy (MTSS) to 73 remaining Ministries Department and Agencies (MDAs) which were not covered during the implementation of State Governance and Capacity Building Project.

 

B. Responsibility

  • Review and Roll-out of existing Multi-Year Budget Framework (MYBF) to remaining 73 MDAs as the basis for annual budget preparation and execution, providing a three year perspective for aggregate revenue and expenditure, both recurrent and capital.

 

C. Minimum Qualification and Experience

  • A reputable consulting firm with key staff who have expertise in public sector budgeting and fiscal policies, strategies and accounting, in depth knowledge and experience of modern public financial management reforms for at least 10 years.
  • The firm must have a minimum of 12 years’ experience in public sector training. firm must have experience in modern public financial management reforms as well as make provision for Modern training facilities including use of ICT.
  • The team leader must be a Public financial Management specialist with at least Masters Degree or equivalent in any of Economics, Accounting, Social science, Management or related discipline with not less than 15 years relevant experience in public financial management and at least 5 years cognate experience in MTEF/MTSS and budgeting.
  • Other key staff must have at least Masters Degree or equivalent in any of Economics, Accounting, Social Science, Management or related discipline with minimum 8 years relevant experience in public financial management, especially public sector budgeting and economic planning.
  • The team leader and key staff must have professional qualifications like ACA, ACCA, CPA, etc.
  • Experience of having carried out a similar assignment anywhere in Nigeria would be an added advantage.
  • Curriculum Vitae of the team leader and key staff/resource persons, including specific experience in similar assignments, must accompany the submission.

 

Selection of Consultant

A consulting firm will be selected using Consultant’s Qualification (CQ) Method and in accordance with the procedures set out in Guidelines: Selection and Employment of Consultants under IBRD loans and IDA credits by World Bank Borrowers. January, 2011.

 

Interested consulting Firms may obtain further information at the address below during office hours 9:00am to 4:00pm Monday through Friday except public holidays.

 

Expressions of interest (one original, two copies) in a sealed envelope clearly marked “Expression of Interest for Roll-out of Medium Term Expenditure Framework (MTEF) / Medium Term Sector Strategy (MTSS) to remaining Ministries Department and Agencies not covered in State Governance and Capacity Building Project” must be delivered to the address below (on or before June 18, 2013) during office hours 9:00am to 4:00pm Monday through Friday except public holidays.
