Request for Expresses of Interest for the Provision of Advisory Services in the Privatization of Enterprises under the 2012 Work plan

 

1.       The Federal Government of Nigeria (FGN) through the National Council on Privatization (NCP) has directed the Bureau of Public Enterprises, the Secretariat of the Council, to obtain consulting services to advise and assist the FGN to implement the 2012 privatisation work plan in various sectors. The services will relate but not be limited to preparation of enterprises for privatisation, liquidation of enterprises and other related technical tasks.

 

Solicitation for Expression of Interest (EOI)

2.       The Bureau of Public Enterprises, on behalf of the National Council on Privatisation, invites eligible consultancy firms, liquidators, etc in a consortium with professionals with requisite expertise in the (a) extractive industries, (b) aviation and (c) telecommunication sectors to indicate their sector specific interests in providing professional services relating but not limited to transaction advisory, legal advisory, accounting advisory, technical advisory, valuation advisory and liquidation advisory services.

 

Such experience should include:

i.        Prior experience in services of a similar nature and complexity.

ii.       Thorough knowledge of the specified industry or sector, including regulatory frameworks, pricing, taxation, economic, financial, and commercial issues; and

iii.      Possession of at least 10 years of relevant experience, including a proven track record in managing similar transaction processes locally, internationally, and in countries of comparable development as Nigeria.

 

3.       Expression of Interest from eligible firms or consortia should include the following information as the basis for pre-qualification:

a.       Profile of the firms or consortium members, including ownership structure;

b.       Profiles of the professionals who will work on this assignment, including qualification and individual experience in handling similar assignments, both internationally and locally.

c.      Details of similar transactions executed in/under execution in the referenced sector/ industry valued at not less than US$100 million (equivalent);

d.       Audited turnover of the firm or lead consortium member for the last five years of not less than US 10 million (equivalent);

e.       Three years’ tax clearance certificate  2009-2011 (for Nigerian firms) or equivalent in home country (for foreign firms) conforming with turnover figures declared in audited accounts.

f.       Evidence of alliance/partnership/joint venture between firms and the consortium of professionals clearly indicating who the lead partner is between the parties;

g.       Evidence of compliance with the provisions of Financial Reporting Council of Nigeria Act No. 6, 2011 and Amended Industrial Training Fund Act 2011 or similar laws of the country of origin; and

h.       Evidence of registration with CAC (for Nigerian Firms) or equivalent registration in home country (foreign firms).

 

4.       Upon receipt of Expression of Interest, the applicants will be evaluated. Thereafter, pre-qualified applicants will be issued Request for Proposal (RFP). Only prequalified applicants will be contacted.

 

5.       No submissions outside the stipulated time will be considered no matter the circumstance. Interested applicants may obtain further information at the address below from 8.00 am to 5.00 pm local time, Monday through Friday for the duration of this advertisement.

 

6.       This is not an invitation to tender/bid. The submissions will be made purely at the expense of the applicants. The NCP/BPE shall not be responsible for any payment on this submission. NCP/BPE is not obliged under any conditions to engage the services of any of the applicants.

 

7.       One original plus five copies (and a softcopy on CD ROM) of the Expression of Interest must be submitted in a sealed envelope clearly marked “Expression of Interest for Privatisation Advisory Services for 2012 work plan” and delivered on or before Tuesday, 14th August, 2012 by 5.00pm at the address below:
