Invitation for Submission of Technical and Financial Bids for

Goods, Works and Services

The Federal Ministry of Lands, Housing and Urban Development hereby invites interested contractors, suppliers and consultants to submit technical and financial bids for the under-listed goods, works and services.

 

A       Goods

1.       Furnishing and Equipping of the New Headquarters building and Federal Lands Registry

2.       Computer Aided Design Equipment and Software for Architects

3.       Procurement of computer hardware and furniture-for Cadastral Survey Unit

4.       Procurement of Cadastral and Legal Survey equipment

5.       Procurement of leaching Aids for Training Centers

6.       Procurement of Security Equipment.

7.       Procurement of Sports Equipment and materials

8.       Procurement of Office Equipment (Photocopiers, Computers, Printers and UPS

9.       Procurement of Fire-fighting Equipment

10.     Procurement of Library Books, Journal and Periodicals

11.     Procurement of computer Software and application for Admin and Finance management Information System with Local Area Networking (LAN)

12.     Procurement of three (3No.) project vehicles

13.     Procurement of Land and Estate Management Equipment

 

B.      Works:

1.       Completion of the Construction of Hostel Block at the School of Architectural Technician Scheme, Kuje, Abuja.

2.       Major Rehabilitation of 6No Federal Secretariats in the following state capitals; Bauchi, Enugu, Ibadan, Kaduna, Minna and Port Harcourt.

3.       Extension of Federal Ministry of Lands Housing and Urban Development Headquarter Office Building at Mabushi, Abuja.

4.       Reconfiguration of office for the Federal Lands Registry in Abuja.

5.       Construction of offices for the Federal Lands Registry in three (3No) geo-political zones of the Federation.

6.       Procurement and installation of essential digital data capture equipment and accessories.

7.       Maintenance of Lands Department office building and creation of Land Use and Allocation Committee Secretariat in the Headquarters at Mabushi, Abuja

8.       Procurement of Local Area Network (LAN) and installation of computer hardware, Software for Archival (storage and retrieval) system for Procurement Unit.

 

C.      Services:

1.       Uploading of cadastral information into the Federal Land Information System (FELIS);

2.       Consultancy Services for production of blue print of procurement Databank and Design of Software for ICT Driven Procurement Process for Procurement Unit;

3.       Inventory and Valuation of Federal Government non-residential fixed assets nationwide;

4.       Development of Digital Archives and Retrieval Processes in Revit with CAD related software;

5.       FELIS computerization networking and Broadband management of internet      facilities in six (6) Geo-political Zones.

 

Eligibility Requirements:

(i)      Evidence of Registration with Corporate Affairs Commission.

(ii)     Company profile showing key personnel with evidence of technical/professional status/experience

(iii)    Current Tax Clearance Certificate

(iv)    Evidence of 3 years Audited Account of the Company

(v)     VAT Registration with proof of remittances

(vi)    Proof of Registration with the National Pension Commission

(vii)   Evidence of financial capability and support letter from a reputable bank addressed to the Ministry.

(viii)  Evidence of similar jobs executed by the company within the last five (5) years (copies of letters of award/Certificates of completion to be attached).

 

E.      Method of Application:

The Financial Bid Documents should be collected from the Procurement Unit of Federal Ministry of Lands, Housing and Urban Development, Mabushi, Abuja on payment of N25,000.00 (Twenty Five thousand Naira) non-refundable Tender fee. The completed Bid Documents; Part A, Technical Bid, shall be submitted in a sealed envelope, clearly marked “TECHNICAL” while Part B, Financial Bid, shall be in a sealed envelope clearly marked “FINANCIAL”. Both envelopes should be enclosed in one larger sealed envelope clearly marked “TECHNICAL AND FINANCIAL BIDS FOR GOODS, WORKS AND SERVICES” and submitted to:

(Room A313, Block A)

Mabushi,

Abuja.

All submissions must reach the above address on or before Tuesday 1st November, 2011 by 12.00 Noon.

Opening of Bids:

The tender documents will be publicly opened at the Ministry of Works Conference Room, Mabushi, Abuja at 1.00 pm after close of submission on Tuesday, 1st November, 2011. Bidders or their representatives, interested members of the public and Non Governmental Organizations (NGOs) are invited to witness the opening of technical bid documents.

 

Only technically qualified Bidders will be invited for opening of Financial Bids at a later date.

 

NOTE: Procurement of minor works/services will be advertised on the Ministry’s Notice Boards.

 

Payment has been made for this advert to be placed in the Federal Tenders Journal.
