Invitation to Tender

In compliance with the provisions of the Public Procurement Act, 2007, the National Assembly hereby wishes to solicit tenders from competent and reputable companies for the underlisted contracts being contemplated under 2013 Capital Budget.

2.       Scope:

a).     Senate

i.       LOT 1.        Supply of Customized Vehicles;

ii.      LOT 2.        Supply of Customized Gift Sets:

iii.     LOT 3.        Supply of Shuttle Vehicle (3.5AMB);

iv.     LOT 4.        Supply and Installation of Digital Transcribing System for Legislative Processing;

v.      LOT 5.        Supply of Utility Vehicles;

vi.     LOT 6.        Supply of office Fireproof Security Cabinets;

vii.    LOT 7.        Supply of Legislative Law Reports of Nigeria (LLRN);

viii.   LOT 8.        Renovation and Furnishing of offices;

ix.     LOT 9.        Supply and Installation of CCTV for SP;

 

b).     House of Representatives

i.       LOT 10. Printing of official Documents;

 

c).      IMABRO (National Assembly Budget and Research Office)

i.      LOT 11.      Application to Pre-qualify/Tendering for Consultancy forNABRO;

ii.     LOT 12.      Purchase of Operational Vehicles.

 

d).     Management

i.            LOT13.       Upgrade and Refurbishing of NASS Clinic;

ii.            LOT14.       Supply and installation of Integrated Crowd Control System;

iii.            LOT 15.      Supply and Installation of NASS External  Lighting Project – 1st Phase (Street Lighting);

iv.            LOT 16.      Supply and Installation of CCTV for offices (1st Phase)

3. Tender Requirements

Prospective Bidders are required to submit the following documents along with the completed Tender Documents);

  1. Evidence of Registration with CAC;
  2. Evidence of Tax Clearance Certificate for the last 3 years (2010-2012);
  3. Evidence of Audited Account for the last 3 years (2010 – 2012);
  4. Evidence of VAT Registration and Remittance;
  5. Evidence of Financial and Technical capability;
  6. Evidence of Execution of Similar project;
  7. Evidence of Pencom Registration and Remittance;
  8. Sworn Affidavit in line with the provisions of part iv, section 16, subsection 6 (e-f) of the public Procurement;
  9. Composition of Consultancy Team (with detailed CVs and Evidence of Requisite Qualifications applicable to LOT 11 only; and.
  10. Evidence of Registration with Professional Bodies for Firm and Professional Staff Members (applicable to LOT 11 only);
  11. Evidence of Registration with LECAN (Licensed Electrical Contractors of Nigeria) applicable to LOT 15 only;
  12. Evidence of registration with Energy Commission of Nigeria (applicable to LOT 15 only);

4.       Tender Instructions

  1. interested Companies are to collect Bid Documents (and in the case of the NABRO Consultancy, the Scope of the contract) from the National Assembly Tenders Board (Room 1.279, Annex I;  NASS Complex) upon evidence of payment of non-refundable fee of N20,000.00 (in Bank draft in favour of National Assembly);
  2. Contract will attract bid Security of 2% of Bid Sum (Bank Guarantee) for contracts above N50m only;
  3. Tender will be conducted through the National Competitive Bidding (NCB) Procedures as specified in procurement Act, 2007;
  4. Existing Tender Fee Rates will apply:
  5. All Bids shall be assessed in full compliance with the instructions in the Tender Documents, which shall form the basis of Eligibility of Contractors /Suppliers for final consideration and:
  6. Tender Documents submitted late shall be rejected.

5.       Submission of Bid

  1.        i.            15 copies of both Financial and Technical Bids shall be submitted (in addition to the Original Hard and Soft copies). The documents must be paginated, initialed on each page and sealed in separate 15 x 9.5 envelopes, marked appropriately at the left hand corner “Technical Bid” and “Financial Bid”. Both (Envelopes) will be enclosed in a bigger envelope (properly sealed) and addressed to The Secretary, National Assembly Tenders Board, Three Armed Zone, Abuja.
  2.      ii.            To be dropped in the Tender Box in the office of the Secretary Tenders Board not later than 1pm 29th July, 2013.

 

6.       Bids Opening

  1.        i.            Bids will be opened  at 1:30pm on Monday, 29th July, 2013 at the Department of Procurement & Supplies Conference Room (Room 1.271) Annex I, NASS Complex;
  2.      ii.            For NABRO Consultancy Contract, only Firms that are Pre-qualified will have their Financial Envelopes opened.
  3.   iii.            All prospective Contractors or their accredited representatives should endeavor to be present, please.

 

Note:

  1. National Assembly reserves the right to reject any or all bid documents;
  2. This invitation should not be construed as a commitment on the part of the National Assembly to enter any  form of contract with any company, enter into any communication with any company not found suitable nor shall it entitle any company to make any claim whatsoever from the National Assembly;
  3. National Assembly is not bound to accept the lowest Bid or any Tender; and.
  4. Technical bids submitted by interested companies will be assessed and only Tenders of those technically competent that their financial bids will be opened for evaluation.
