Expression of Interest
- The Federal Government of Nigeria has received credit from the International Development Association (IDA) for the implementation of State Governance and Capacity Building Project II (SGCBP II). Ondo State is a beneficiary of the credit and intends to apply part of the proceeds to engage consultancy firm to support the design and procurement of a State Integrated Financial Management Information System ISIFMIS) which will be supplied through a separate procurement process.
- The scope of the consultancy service shall include:
- Conduct a thorough assessment of the use of the existing packages in the Accountant General’s Office and other Public Financial Management (PFMI) Institutions in the State to see if it meets the expectations of SIFMIS; with particular emphasis on the level of integration between Budgeting, Appropriation, Receipting, Payments, Accounting, Reporting, Human Resource (HR)/Payroll and Cash Management (including bank reconciliation) and in the long run Procurement, Fixed Assets and Inventory/Stock.
- Review all existing arrangements on financial information systems in the State
- Review and document business processes and information requirements in order to develop the technical and functional requirements for the overall SIFMIS,
- Based on the review, the consulting firm will conduct a Project Risk Assessment and propose and present for thorough discussion the practical SIFMIS scope and technological platform including communications/connectivity infrastructure options to be adopted in the light of existing institutional factors and systems currently driving financial management practice in Ondo State and prevailing international best practices. Prepare a Project Charter. Practices in other States in Nigeria that have implemented integrated financial management information systems should also be considered.
- Assist and support the Project Teams in developing a robust and appropriate bidding documents (Invitation for Bids (IFB) for The Supply, Installation, Integration, Testing and Commissioning of Financial Management Information System Software (IFMIS), Hardware and Network Infrastructure and Related Support Services bidding document) for the Consultancy Firm who will have the specific responsibility for the design, installation, training and testing of the relevant SIFMIS software and related ICT infrastructure.
- Clearly identify the major structural and institutional requirements needed to support the successful implementation of the SIFMIS. This will include clarity in roles and responsibilities, identification of ‘Super Users’ in the area of applications users, application management & support and ICT support unit. A Training Needs Assessment will be done for the identified Super and other Users.
- Assist in the identification and selection of a suitable firm for the supply and implementation of SIFMIS by coordinating the bid evaluation which should include demonstration against Test Scripts which the consulting firm will help to prepare.
- Provide technical support services prior to and throughout SIFMIS project implementation
- The Ondo State Governance and Capacity Building Project II now requires the services of eligible Consultancy firms to indicate their interest in providing the services. Interested consulting firms must have information indicating that they are qualified to perform the services (please provide organisational profile and brochure, description of similar assignments experience in similar conditions, availability of appropriate skills and staff etc.). It is expected that this assignment will require the services of two accounting and public financial management experts (one of which must be the Team Leader) with strong ICT skills, one HR/payroll expert with IT skills, and one ICT/systems analyst, all with very good postgraduate and/or professional qualifications and solid
