Invitation for Expression of Interest for Partnership in the Development of Prime Projects

 

Introduction

In line with the strategy for repositioning Niger State to become one of the top three Economies in Nigeria by 2020, the Niger State Development Company (NSDC Ltd.) currently saddled with the responsibility for facilitating and driving investments in the State, is desirous of engaging and partnering with reputable companies from varying sectors for the development of prime projects.

1.       The Suleja Twin City Project which comprises of:

i.        RAFIN-SANYI   SITES   AND   SERVICES   SCHEME:   The objective of this project is to create a secure, safe and serene living environment, effective design and delivery of infrastructure with effective networking of roads and services. The project sited on 89 hectares of land in the Suleja area and approximately 15 minutes drive from the FCT.

 

 

ii.         GARAM INDUSTRIAL PARK: On a site measuring 53 hectares, and sharing borders with Abuja, the strategy for the project is to cater for the increasing demand of industrial parks and related activities within the FCT. Preliminary surveys, draft environmental impact assessments, and site layouts have been developed for the project.

 

iii.         INTERNATIONAL MARKET AND MODERN MOTOR PARK, SULEJA: This development is conceived as a multipurpose shopping, industrial and warehousing terminal strategically situated in the Suleja area and located close to the Abuja market which it is designed to serve.

 

iv.         THE SULEJA ULTRA-MODERN MARKET: This project involves the redevelopment of an existing market with 42,000 weekly customers. It is strategically located on the Abuja gateway and serves both the FCT and Suleja markets. The NSDC is desirous of developing an international market with supporting infrastructure to’ complement growing economic/trade activities of the area.

 

2.       Our Lagos project, which features the redevelopment of:

NIGER STATE LIAISON OFFICE, VICTORIA ISLAND LAGOS: On an ocean view plot directly facing Bar Beach, 3597 square meters in size. NSDC is desirous of establishing a viable hospitality center (hotel, luxury apartment) or let able spaces to leverage on the high demand for tourism and leisure activities within the city of Lagos and the need for quality high-end accommodation.

 

 

3.       Management is hereby calling for Expressions of Interest (EOI) from the following categories of expert consultants, investors and contractors for development of the aforementioned projects.

 

Categories

A)     CONSULTANTS: Marketing, Financial, Management and Technical Consultants whom will provide creative marketing, research and strategy, branding, feasibility reports, project implementation oversight, environmental impact assessments, and other relevant services related to the projects.

 

B)     INVESTORS: Interested individuals/corporations in Property Development, Facility Management, Tourism, Hospitality, Infrastructure, Concessions, and other relevant services not stated herein.

 

C)     CONTRACTORS: Companies with requisite experience in housing development, infrastructure development, industrial park development, warehouse construction, merchandising and other related construction activities related to the projects but not listed here.

 

 

Pre-Qualification

4 In order to ore-qualify, applicants are expected to be local/international firms with a proven track record in their respective fields, and are required to provide verifiable evidence related to general requirements in addition to specific category requirements as listed below:

 

 

General Requirements

All firms are required to submit the following

  • Company profile containing contact person, telephone number and email address;
  • Copy of CAC Registration Certificate;
  • Brochure showing tasks accomplished in relevant sectors;
  • Composition and profile of management team, showing qualification and years of experience in respective fields;
  • If a consortium, submit clearly delineated responsibility matrix to which value proposition will be highlighted;
  • Additional information that will enhance the application;
  • Certificate of Tax Clearance; and
  • Copy of audited accounts for the last three years.

 

 

Specific Requirements (Categories)

A)      Consultants:

  • Methodology for undertaking the assignment(s), fees/charges (where applicable), work plan, implementation strategy with realistic timelines for completion.
  • Proven evidence of technical ability to manage facility upon completion (where applicable);

 

B)      Investors:

  • Proof of Funding, Letter of Recommendation from financial institution.

 

C)      Contractors:

  • Proof of required equipment or access to required equipment.

 

Failure to provide the above information in full will render an application invalid.

 

 

Submission

5.       Tenders for respective projects must be made independently with:

  • A non-refundable bank draft of N50.000 payable to NSDC Ltd. (Separate drafts are required for each submission. So an organization expressing interest in project 1.i and 1.ii would require two drafts).
  • Delivered in a sealed envelope marked “Expression of Interest for either the Suleja Twin City Project” OR the “Lagos Development Project”.
  • Deadline for submission must be no later than 5 p.m. on Friday, the 13th of August, 2012.
  • Alternatively, online submissions with soft copies of all documentation and deposit receipt should be sent to eoi@nsdc.com.ng, wherein hardcopies are to arrive at the aforementioned address no later than 2 weeks from the deadline of initial submission. (27th August, 2012).
