Expression of Interest/Invitation to Pre-qualify Consultants for Provision of Consultancy Services
1. Introduction
1.0 Osun State Government is desirous of undertaking the execution of various physical development projects under the laudable programmes of the current Administration. In compliance with Sections 47 (a) and (b) of the State Procurement Law 2008, interested and competent consultancy firms or consortium of firms are hereby being invited to submit Expression of Interest/applications for pre-qualification to provide professional consultancy services in any of the following sectors:-
(i) Architecture and Building Construction;
(ii) Civil, Roads or Highway Engineering Schemes;
(iii) Water Engineering, Mechanical and Electrical Engineering Services;
(iv) Rural Electrification;
(v) Computer and Information/Communication Technology;
(vi) Legal Services; and
(vii) Staff Training (In-house & External)
1.2. It is important to note that information and data supplied by successfully pre-qualified firms are to form the dossier of such, for inclusion into a centralized database of Consultants maintained by the Osun State Bureau of Public Procurement. The current exercise is a one-off process and will ultimately serve the purpose of decision making by Government to engage the services of any Consultant in future.
2. Criteria for Evaluation of Pre-qualification Documentation:
2 1 Prospective Consultancy firm shall be required to submit the following documents along with their applications:
(i) Evidence of registration of company or business name with the Corporate Affairs Commission (Certificate of Incorporation for Limited Liability Companies and Registration of Business Names for Enterprises);
(ii) Articles and Memorandum of Association, Form CAC07 i.e. Particulars of
Directors and Form CAC02 i.e. Particulars of Shareholders.
(iii) Photocopy of Tax-Clearance Certificate covering the past three years (2008, 2009 and 2010);
(iv) Value Added tax (VAT) Registration Certificate and evidence of past remittances
(v) Organisation Corporate Profile:
(vi) List and Verifiable documentary evidences of similar assignments executed successfully in relevant sectors in the past five years. (submission of copies of Letter of Engagement for Services or Commissioning; Partnership or Joint Venture Agreement or memorandum of Understanding (MOU) with specialist Foreign Consultancy organization or Institutions would be advantageous);
(vii) List of Equipment or Technology (state of the art) available for deployment on assignments:
(viii) List and Curriculum Vitae of Management and Key Professional Staff and photocopies of academic qualification certificates and evidences of registration with relevant Professional Bodies (all documents to be duly signed by personnel
(ix) Name(s) and Contact Address(es) with e-mail/telephone number(s) of Liaison Officer with the Osun State Government;
(x) Company’s 3- year Financial Summary and 3-Year Audited Accounts;
(xi) Registration of Business premises and payment of Osun State Development Levies, Water Rates and Taxes (where applicable); and
(xii) Evidence of payment of a flat fee of N10,000.00 (Ten Thousand Naira only).
3. General Information
Prospective consultant seeking any further clarification should at least ten (10) days before the closing time of this advertisement, contact: The Director General, Osun State Bureau of Public procurement, Office of the Governor, Osogbo, Osun State.
4. Submission of pre-qualification Documents
Interested Consultants are to submit their pre-qualification documents enclosed in wax-sealed envelopes clearly marked on the top right hand corner as follows: Pre-qualification as a consultant “- Sector” and drop them in the Tender Box in the Conference Room of Osun State Bureau of Public Procurement. All Applications for pre-qualification Must reach the Director-General, Brueau of Public Procurement , Office of the Government, Secretariat, Osogbo, Osun State on or before 31st May, 2011.
5. Opening
5.1 Applications submitted shall be opened immediately after close of submission by 12.00 noon at the Conference Hall of the Bureau of Public procurement, office of the Governor, Osogbo, Osun State. Interested firms and Civil Society Organizations which desire to witness the opening are encouraged to do so.
6. Verification of Information/Data Supplied
Post-qualification process may also involve verification of information supplied in their applications and physical demonstration of special skills, trade, tools or equipment / machinery listed in their submissions. Consultancy firms may also be requested to provide additional information or give further clarifications on submissions to Osun state Bureau of Public Procurement. Misrepresentation of facts, gross misstatement or false declaration, if discovered may form the basis for disqualification.
7. Currently Engaged Consultants
This Advertisement also serves as request for renewal of registration for +-+-provision of services to all Consultancy firms currently being patronized or under engage ment on various projects/schemes of the state Government.
8. Please Note that:
(i) Late submission will be rejected
(ii) Pre-qualification documents should be very clear about bidder’s areas of interest; and
(iii) Osun State Government is not legally bound to enter into any contractual agreement or negotiations with any party based on this Advertisement.
