Implementation of Phase 1 of the MTN Foundation Eyesight Restoration Intervention Scheme (MTNF Eye RIS) In 6 Geopolitical zones of Nigeria

 

Request for Expression of Interest

 

The MTN Nigeria Foundation Limited by Guarantee (MTNF) was established by MTN Nigeria Communications Limited, in July, 2004 to drive MTN Nigeria’s Corporate Social Investment (CSI) initiatives aimed at improving the quality of life in communities across the country.

 

 

Project Description and Location

MTN Foundation, through the MTNF Eye RIS Project, seeks to contribute to reducing the incidence of preventable blindness in Nigeria. This is the 1st phase of the project, which is to be implemented in 6 States across the 6 geopolitical zones of Nigeria.

 

Project Objectives

The objectives of the MTNF Eye KIS project include:

  • Screening a minimum of 60,000 patients for cataracts and other ocular diseases
  • Conducting 12,000 cataract surgeries on patients
  • Distributing 12,000 reading glasses to persons with presbyopia
  • Distributing 12,000 drug packs to patients for treatment of ocular allergies/infections

 

 

Scope of Work;

MTNF, through the MTNF Eye RIS Project will:

 

1.       Finance this medical intervention in 6 States across the 6 geopolitical zones of Nigeria,

 

2.       Work with its implementation partner to provide the following services in each State

 

a.       Work with the relevant Federal and State Authorities to create public awareness about cataracts and other ocular diseases

 

b.       Screen a minimum of 10,000 patients per State identify cataracts and other ocular diseases

 

c.       Conduct 2,000cataract surgeries on patients per State

 

d.       Distribute 2,000 reading glasses to patients with presbyopia per State

 

e.       Distribute 2,000 drug packs to patients for treatment of ocular allergies/infections per State

 

Special Mandatory Requirements

MTN Foundation now invites submission of Expressions of Interest from State Ministries of Health who are interested in being shortlisted for consideration. To be considered as a beneficiary of the MTNF Eye RIS Project each State Ministry of Health must provide the following:

 

  • A written justification giving reasons why the State should be considered for the project This Justification should cover the following:
  • Statistics of current local ocular disease prevalence, trends and other relevant data analysis
  • Current State budgetary provisions to respond to la above and clearly identified gaps
  • List of anticipated stakeholders (such as community leaders, Local Government Primary Healthcare Directors etc.) for the success of the project
  • Relevant past experiences (If any) showing the State’s involvement in similar interventions
  • A letter of endorsement from the State Governor’s office indicating support for the application by the State Ministry of Health and eventual implementation of the MTNF Eye RIS if selected.
  • A signed fetter from the Permanent Secretary, State Ministry of Health and the Commissioner for Health endorsing the application from the State/Ministry of Health which must state the following:
  • Address of State Ministry of Health;
  • Full Name, addresses, telephone numbers, email addresses and/or fax numbers of two contacts from the State Ministry of Health as Project Liaison persons
  • Undertaking to make full arrangements for the Screening exercise including:
  • Large hall or canopies in an open field or a Village Square able to accommodate a minimum of 500 people at any point in time for the duration of the intervention
  • Undertaking to make full arrangements of the following for Cataract Surgery;
  • Large hall adjoining the screening space (e.g. hotel conference room, events centre etc) with minimum dimensions of 88ft x 50ft and functional air-conditioning to be used as an operating theatre
  • A standby generator and fuel supply to be used at the large hall/operating theatre for the duration of the intervention
  • Eight (8) Surgical beds to be used at the large hall/operating theatre for the duration of the intervention Buses to convey the recipients to the intervention location from any part of the State

 

  • Undertaking to make full arrangements for adequate security for the project equipment project consultants, medical personnel and other volunteers at each intervention site
  • Undertaking to provide advocacy support by engaging the local communities with regards to the intervention and promoting community enlightenment through the various State mass media channels (e.g. Television and Radio)
  • Undertaking to sign a Multi-party Memorandum of Understanding (MOU) to be executed by the State Ministry of Health, MTN Foundation and the Project Implementing Consultant before implementation of the MTNF Eye RIS Project.

 

Next Steps:

On receipt of Expressions of Interest from the State Ministry of Health, the MTNF will evaluate and shortlist qualifying State for further consideration.

Interested State Ministries of Health across the six geo-political zones in Nigeria should send their application in sealed envelopes clearly marked “Expression of Interest – MTN Foundation Eyesight Restoration Intervention Scheme (MTNF Eye RIS)” to the address below:
